Effective planning is strategic to achieving the objectives of any organized activity. The objective of this paper is to explore the planning role of the industrial engineer, especially as it relates to the management function of the enterprise. Sound engineering designs frequently are unsuccessful due to inadequate planning. Differences between designs and plans are examined in this paper, and practical means are provided for strengthening the planning/designing process. Planning for improvement is the focus. A secondary objective is to demonstrate the potential of combining behavior sciences with technical principles for strengthening the role of the engineer/manager.
