Educational Effects of a Training Course for Reinforcement of Fire Accident Response Capabilities of Electric Vehicles

The purpose of this study is to evaluate the educational effectiveness of a training course for electric vehicle accident response personnel. This study design is a cross-sectional study with a pre- and post-education survey. A total of 60 responses were analyzed before and after the training of 30 firefighters enrolled in the First Electric Vehicle Accident Response Capability course at the Seoul Metropolitan Fire Academy using the Seoul Metropolitan Fire Department's electronic survey system. All survey subjects were male, and there were 76.6% shift workers (23 respondents). Although electric vehicles are widely distributed, the inexperience rate at the accident scene was as high as 76%, and the respondents answered that the appropriate education method for electric vehicle accident response training was actual vehicle fire suppression training. In addition, it was possible to check the general status, characteristics, and cognitive changes of electric vehicles through the training course. This finding can be used in the future development of education and training courses for systematic and professional electric vehicle accident response personnel.

Objectives: This study evaluates and recommends the priority of policy implementation to improve the fire protection clothing management system used by firefighters and the reduction of cross-contamination from contaminated clothing at the scene of a fire. Methods: It consisted of 7 experts and conducted three interviews and two modified Delphi surveys. Through the results of previous research and interviews with experts, a plan to reduce cross-contamination of fire suits and improve the management system was first derived. An improvement plan was presented in the four areas including resources, management, fire protection related work, and laws and regulations, and the priority of policy implementation was derived by analyzing the importance and practicality of the policy at the same time. Results: As a result of the analysis, the first priority was education on the health effects of pollutants at the disaster scene for firefighters, and the second priority was the addition of SOP for the primary decontamination of on-scene personal protective equipment in preparation for the health effects of the disaster scene, and education for fire suppression and rescue workers. The next step was to improve the management system of personal protective equipment such as fire suits and develop a training course for systematic operation. Conclusions: This findings could be used in the implementation of mid-to long-term firefighting policies for the systematic operation and establishment of a systematic management system for personal protective equipment such as fire protective suits.

Lithium-ion Batteries (LIB) are an essential facilitator of the decarbonisation of the transport and energy system, and their high energy densities represent a major technological achievement and resource for humankind. In this research, it has been argued that LIBs have penetrated everyday life faster than our understanding of the risks and challenges associated with them. The current safety standards in the car industry have benefited from over 130 years of evolution and refinement, and Electric Vehicle (EV) and LIB are comparably in their infancy. This paper considers some of the issues of safety over the life cycle of batteries, including: the End of Life disposal of batteries, their potential reuse in a second-life application (e.g. in Battery Energy Storage Systems), recycling and unscheduled End of Life (i.e. accidents). The failure mechanism and reports from a range of global case studies, scenarios and incidents are described to infer potential safety issues and highlight lessons that can be learned. Therefore, the safety risks of LIBs were categorised, and the regularity requirements to create and inform a wider debate on the general safety of LIBs were discussed. From the analysis, a range of gaps in current approaches have been identified and the risk management systems was discussed. Ultimately, it is concluded that robust educational and legal processes are needed to understand and manage the risks for first responders and the public at large to ensure a safe and beneficial transition to low carbon transportation and energy system.

Lithium-ion battery fires generate intense heat and considerable amounts of gas and smoke. Although the emission of toxic gases can be a larger threat than the heat, the knowledge of such emissions is limited. This paper presents quantitative measurements of heat release and fluoride gas emissions during battery fires for seven different types of commercial lithium-ion batteries. The results have been validated using two independent measurement techniques and show that large amounts of hydrogen fluoride (HF) may be generated, ranging between 20 and 200 mg/Wh of nominal battery energy capacity. In addition, 15โ€“22 mg/Wh of another potentially toxic gas, phosphoryl fluoride (POF3), was measured in some of the fire tests. Gas emissions when using water mist as extinguishing agent were also investigated. Fluoride gas emission can pose a serious toxic threat and the results are crucial findings for risk assessment and management, especially for large Li-ion battery packs.

In this study, thermal runaway propagation characteristics and measures to prevent this phenomenon were analyzed by applying abnormal thermal conditions to pouch-type lithium-ion batteries. Experiments were conducted in a 1.5 m ร— 1.5 m ร— 1.5 m experimental chamber. During the experiment, pouch-type lithium-ion batteries were grouped according to capacity, quantity, and the use of fire extinguishing agents. Experiments showed that when thermal runaway occurred in a cell, it propagated to the adjacent cell after a certain period. The surface temperature of the cell where thermal runaway first occurred was above 200 โ„ƒ, and thermal runaway propagated via heat transfer to the adjacent cell. In the case of thermal runaway, when a fire extinguishing agent was applied, the propagation of thermal runaway to adjacent cells was prevented due to a cooling effect. However, at a cell capacity of 100 Ah, flame generation persisted and thermal runaway was unavoidable. To prevent thermal runaway propagation, it is necessary to select an extinguishing agent that exerts a cooling effect. The capacity and structure of the model unit should be considered when installing fire extinguishing systems.
