For people living in woodland-urban interface, the result of PPRIF is an inflation of new technical and financial constraints which are difficult to accept: while public authorities have supported the protection cost against forest fires for about forty years, it is gradually transferred to house owners. This case confirms the conflictuality of risks management in France and the weak consideration of vulnerability in risk assessment.

Multi-attribute evaluation of landscape-level fuel management to reduce wildfire risk

This paper provides an example of the practical application of multi-attribute trade-off analysis (MATA) to wildfire management. The MATA approach supports more informed decision-making because it exposes important trade-offs among competing management objectives (requiring value-based choices), helps guide and structure necessary technical judgements, explicitly represents uncertainty (i.e., not ... [Show full abstract] just expected outcomes but risk profiles around outcomes) and addresses temporal trade-offs. MATA promotes critical thinking about what analysis is required for decision-making. A MATA approach can be applied for all types of forest and fire management decisions. In this paper, we provide a sample application of MATA to an evaluation of landscape-level fuel treatments for managing wildfire risk. The study area is located in southeastern British Columbia, Canada where historical fire suppression policies and expanding development in wildland urban interface areas have resulted in an increase in both the probability and the consequences of stand replacement fires. We specify management objectives and develop measurable attributes for fire management costs, timber supply, property damage, landscape-level biodiversity, local air quality and climate change. We then simulate the effects on these attributes of four alternative fuel management strategies that include combinations of mechanical treatments and prescribed burning over a 100-year period. The evaluation illustrates the key features of MATA while highlighting the benefits and challenges of implementing the approach.

Application of geographical information systems and FARSITE in fire spread modelling

Wildfires are a perennial problem in the Northwest of USA. Wallowa Whitman National Forest fires are quite frequent as a result forest completes between 10,000 and 15,000 acres of burning in a year. According to research, it was reported that the study area experienced fires from 1970 to 2006 with total burning of 149 fires and total burnt area of 7,583 hectares per year which observed to be ... [Show full abstract] between June and October. In Wallowa County, over 80% of fire starts are caused from lightning and 20% are attributed to humancaused fire starts. A GIS proved to be used effectively to map forest fire risk zone with the aid of LANDSAT satellite images and high resolution Google Earth images. FARSITE was used to predict fire intensities across a landscape. Results indicated that using GIS and FARSITE, one can generate a reliable management strategy, hence, minimising both life and property loss.

This document covers a set of practical recommendations to facilitate the communication of the forest fire phenomenon, with the aim of providing information to the public which is as scientifically and technically accurate as possible, with the acceptance of forest fires as a natural disruption of the ecosystem, the predictable character of their behaviour and the generalised premise that certain catastrophic forest fires fall outside of the scope and control of current extinction methods. The document is aimed at all actors involved in the prevention and management of the forest fire risk, offering different guidelines to improve planning and development of risk communication, both at a local level as well as at regional and country level, and with an approach that applies to the whole Mediterranean region.
