Abstract

The concept of smart transportation systems is increasingly becoming critical in addressing the challenges posed by an increasing number of mega cities in both developed and developing regions in maintaining safety, smooth traffic flow, and an environmentally friendly and sustainable urban environment. The Government of Zimbabwe deregulated its transport sector in the early 1990s. This development ushered in the informal public transport operators, locally referred to as 'kombis'. Major cities such as Harare are characterised by a disjointed and chaotic urban public transport system. The major problems are the impacts this has on the quality of the environment. Currently, the urban public transport system is contributing greatly to both air and noise pollution within the confines of the city, especially in the Central Business Districts. The problem is further exacerbated by the massive importation of used vehicles from outside the country. These developments have resulted in high emission rates of major air pollutants resulting in a deterioration of the ambient air quality especially in the major cities such as Harare. INTRODUCTION
Urbanisation is making smart cities more important. Globally, 54% of the world’s
population lives in cities, a figure the United Nations predicts will rise to 66% by
2050. For cities to manage an ever-increasing influx of people, they must adopt
new smart technologies and processes to remain attractive places to live and work.
Over the last few years, the rapid development of Information Technologies (IT) has
created new opportunities for the sustainable growth of cities. Nowadays, cities are
being approached as complex systems which increasingly attract people who wish
to work and live in them. For this reason, cities have to deal with various problems,
such as traffic congestion, noise and air pollution, energy efficiency, high densi-
ties, the lack of green space and an increasing demand for services. The concept
of smart transportation systems is increasingly becoming critical in addressing the
challenges posed by an increasing number of mega cities in both developed and
developing regions in maintaining safety, smooth traffic flow, and an environmen-
of pollutants such as hydrocarbons, nitrogen dioxide and carbon monoxide. Other
harmful emissions include as lead, benzene, arsenic, aldehydes, sulphates, particu-
late matter and the secondary creation of ozone. In Harare the number of registered
vehicles increased from 192 901 in 1994 to 292 862 and by August 1999 showing
that the increase in the number of vehicles is mostly in the cities. This chapter
seeks to explore how smart transportation system can be adopted in Harare, the
capital city of Zimbabwe. Harare was purposefully selected as it is experiencing
rapid urbanization and motorization in the country. Using documentary analysis,
discourse analysis and textual analysis, the chapter also describes and examines
the challenges, constraints and opportunities of adopting smart urban transporta-
tion system in Harare. From this chapter the major conclusions are that the main
problem associated with this rapid growth in vehicle population in the major cities
is increase concentration of line and area emission sources due to traffic conges-
tion at peak times. The stock of vehicles is quite old and they lack emission control
equipment. Major constraints and limitations are observed in the current pieces of
legislation. For example, the current Atmospheric Pollution Prevention Act (1971)
does not require vehicles to be fitted with emission control equipment. Most of the
vehicles use leaded fuel resulting in emission of the dangerous lead particulate mat-
ter in the urban areas. There is therefore an urgent need to design and implement
air pollution control measures in the urban areas of the country. It is also critical
to develop smart and eco-friendly transportation infrastructures so as to achieve
sustainable urban communities. The integration of transportation, land use and
decision making is also critical in the achievement of smart transport.

Financing frameworks for Public–Private Partnerships (PPPs) are lacking in developing countries. This study aims to develop a financing framework for adoption for water and sanitation PPP infrastructure projects in Zimbabwe. Using data covering a 25-year period from 1996 to 2021, Tobit econometric models are applied to the secondary data collected from both international and domestic sources. The results of this study confirm that capital market variables, bank market development, and economic affluence drive the financing of water and sanitation Public–Private Partnership infrastructure projects in Zimbabwe. It was also established that both public and private sources of finance are instrumental in financing water and sanitation PPP projects. The results inform our eventual framework model, which integrates the Public–Private Partnership (PPP) models, sources of finance for water and sanitation PPPs, and the drivers of water and sanitation PPP finance. This study recommends the application of the developed framework in the water and sanitation Public–Private Partnership infrastructure financing policy of developing countries so as to capitalise on the strengths, resources, and networks of the respective stakeholders in the PPPs.

The framework model integrates the Public Private Partnership models, sources of finance for water and sanitation PPPs, and the drivers of water and sanitation PPP finance. The study recommends the application of the developed framework in the water and sanitation Public Private Partnership infrastructure financing policy, for developing countries.

This book presents ways of shaping the built environment sciences and practices for steering the New Urban Agenda in Zimbabwe. Attention to the built environment disciplines and practice is important because of their centrality to economic dynamism and sustainability of urban services. Continued urbanisation has become a common phenomenon in most urban setups and Zimbabwe is no exception. Apart from the unplanned mushrooming of informal urban settlements, the Zimbabwean government has also been faced with the need to formally accommodate the masses through the provision of affordable housing. The formation of new settlements has, however, not tallied with continuous improvements in service delivery, particularly transport and associated infrastructure, and this has culminated in a series of problems such as in increased pressure on urban roads, increased journey times and poor accessibility. Through an archival method of data collection and analysis depending highly on outcomes of doctoral research, this book chapter analyses how the Zimbabwean government has moved towards the attainment of the Sustainable Development Goals and the New Urban Agenda in relation to the improvement of the urban transport system and infrastructure to allow for smooth circulation of traffic, particularly public transport. The book chapter reveals challenges caused by an inefficient public transport system such as congestion, increased inaccessibility of land uses and travelling delays suffered by road users as they try to reach various destinations. This chapter positively contributes to the field of Town Planning by unpacking the role of the New Urban Agenda in positively influencing progressive developments in Zimbabwe’s public transport system.

Parking management systems are an important tool to control inner-city accessibility and at the same time improve the municipal revenue base. The expansion and regular maintenance of the existing urban parking space requires sustainable funding. The emerging question for most cities in developing countries is how best parking management can positively impact the city’s revenue collection. Thus, the aim of this study is to explore the strategies that can be adopted in the management of city parking space in a bid to improve revenue collection. The research made use of mixed methods design that was dominantly qualitative, to understand the parking management system in Masvingo. Convenience and purposive sampling techniques were used for the selection of general respondents and key informants, respectively. Both primary and secondary data was collected through in-depth interviews, observations, and literature review. Content and comparative analyses were used to analyse data. The results of the study showed that well-planned and -implemented parking management allow a substantial improvement in accessibility within and towards the city centre and increase municipal revenue generated from the city’s parking space. The study recommends the establishment and implementation of parking policies that guide the pricing of parking space and how the generated revenue should be used. It is also recommended that Masvingo City Council should improve security in the parking bays by installing street cameras and, where possible, employing security personnel to provide for safer parking environments for motorists. Safety is an important variable that motivates motorists to pay their parking fees and therefore improves municipal revenue collection efficiency.

Advanced technology has ushered in the urge to enhance the travel experience. Besides the consistent desire to travel faster and more comfortably, the need to ensure transportation sustainability has remained constant. Smart cities employ top-grade technological applications to facilitate operations. Intelligent transportation systems involve the use of advanced transportation technologies. Through the integration of the Internet of Vehicles, cars in traffic can send and receive data between themselves and other vehicles and the environment. This data is processed to ensure efficient transportation by controlling traffic flows and preventing accidents. In this study, a literature review is conducted on how intelligent transportation systems contribute to environmental sustainability in smart cities. With technologies such as electricity-driven cars and autonomous vehicles, the systems minimize the emission of toxic substances to the environment while enhancing the interaction of the car with its surroundings to avoid accidents.

In order for urban development to take place, there is need for policies, institutional and statutory frameworks that guide it. These frameworks provide way forward and direction to be followed to achieve the set goals. The paper aims to review the different policies adopted by Zimbabwean and Zambian governments, institutional frameworks and statutory frameworks that guide their urban development. The data used for this study was obtained through document review and analysis of secondary data. The paper established that both Zimbabwe and Zambia adopted the British institutional and statutory frameworks. These frameworks had been guiding development of their urban areas in both pre-independence and post-independence era. The post-independence governments sought to redress urban development inequalities created before independence. However, in addressing the imbalances, both nations seek to use the colonial institutional and statutory frameworks that seems difficulty to shake off. Minor changes were done by Zambian government when they reviewed their planning legislation in 2015. Zimbabwe and Zambia attempt to address their current urban development challenges using their colonial statutory framework. Few structural changes were made after independence, showing a change in administration but with continuity of colonial statutory framework for urban development.

Urban informality is taking different shapes and dimensions. Theoretically the scope and dimensions of these remain little understood. This paper examines the different dimensions that the city is shaping itself informally. A case of Harare, the capital city of Zimbabwe is proved as a basis for grounding the theory. Examples cited include housing informality, self-help initiatives by the youths and street vending by different age and gender groups. It is overall argued that the informal sector operations are ever shifting, ever-configuring and worth exploring. Such a study as this one is helpful in finding medium to long-term solutions in urban Africa, as a whole.

This paper looks at the impact of socio-economic characteristics of formal and informal public transport demand in Kwara State, Nigeria. The study is based on a purposively selected set of 256 respondent commuters in the parks of the randomly selected transport enterprises. Evidence from the study shows that income and cost of the trips played prominent roles on the public transport demand in the study area. Further analysis revealed that the respondents who own private transport, also patronize public/private transport companies because their vehicle were not in good condition, and that many factors such as political, economic, social, and technological made them to be off the road at the time of the survey. The paper suggests that government must totally support the informal ad formal public transport sectors (private transport companies) by providing well-articulated policies to improve the performance of operations and services.

This study evaluates transportation supply and performance indicators for 13 metropolitan areas to test the hypothesis that a smart growth transportation system—one that features a more dense and well-connected network of streets, shorter block sizes, and extensive transit service—will result in fewer vehicle trips and miles of travel, less congestion, and decreased vehicle emissions as compared to a conventional suburban transportation system. The study also evaluates changes in traffic congestion over time for a set of metropolitan regions with stable or declining population, growing urban area, and increased road supply.
