A hands-on course on the Management of Disaster Victims was organized and took place in Rhodes (Greece) in the framework of the curricula of two masters degree programs by the School of Medicine and the Department of Geology and Geoenvironment of the National and Kapodistrian University of Athens, in cooperation with the Municipality of Rhodes (Greece). During the six-day course (2016, October 7-12) the School of Medicine focused on Mass Casualty Incidents and Triage a) in a hospital emergency department, b) at the port of Rhodes during a terrorist attack on a cruise ship, c) at the Rhodes international airport during a major accident and d) during a blast and fire incident in a hotel. This report focuses on the parallel activities conducted by the postgraduate program “Environmental, Disaster and Crises Management Strategies” of the Department of Geology and Geoenvironment. The main activities were: a) evacuation drill and vulnerability assessment using state of the art technologies in the framework of the Emergency Planning for the Rhodes Medieval City, b) seminar on the Psychology of Survival and simulation of a hostage situation and c) computer simulation and hazard zoning during the airport major accident. The report summarizes the context, planning, realization, outcome and conclusions of the activities, followed by an evaluation by the non-organizing participants and trainees. A hands-on course on the Management of Disaster Victims was organized in Rhodes. One of the activities was a double-aimed exercise: evacuation drill and vulnerability assessment in the Medieval City of Rhodes using state of the art technologies, in the framework of the Emergency Planning of the Municipality. During the exercise, field teams, an Unmanned Aircraft System (drone) team and the Operation Center, used mobile telephony, cloud computing (online GIS), video streaming and VHF radio communications to share all kinds of data in real time, in order to complete all tasks timely. The drill simulated an earthquake event for the walled Medieval City, which is an UNESCO World Heritage site and, as such, subject to planning particularities. Participants were required to evacuate and reach the designated refuge areas according to the Municipal Emergency Plan. Additionally, they were required to conduct an ongoing vulnerability assessment of the routes to and from the refuge areas themselves. Simultaneously, the UAS streamed footage of the City and the participants, simulating an aid to Search and Rescue operations. The paper presents the context, methodology, results and conclusions of the procedure for both aims, along with a discussion about lessons learned in the process.

Climate change is undoubtedly a big issue due to its devastating consequences. The enhanced resilience to natural hazards due to climate change belongs to the concept of smart cities. This Editorial proposes different uses of Geographic Information Systems to handle and disseminate data for natural disasters. Data are gathered from various data sources and are processed and visualized in maps using apps. These apps are available through the Internet or mobile devices and can be used to inform and train the stakeholders of disaster-prone areas in order to mitigate the impacts of disasters.

The town of Rhodes (Rhodes island, southeastern Greece) exhibits increased seismic risk which is attributed to its position in the vicinity of the Aegean Arc and also the geo-dynamic phenomena. Additionally, the risk is particularly high due to the contemporary regional structure and social characteristics. In order to reduce the consequences from a future earthquake an integrated study on earthquake emergency planning and protection was carried out for the Rhodes town, and parts of this research are presented in this work. In particular, based on the geo-dynamic framework but also the urban structure characteristics of the town a management plan for emergency situations which appeals the local government and the local people, is proposed. The elaboration of this project was based among other on the use of smart information systems (G.I.S). It includes suggestions for assemblage points, camp sites, suggestion for spaces to re-accommodate public services, distinction between different action fields, etc.
