Abstract

Research summary Aims of the research: 1-A future vision for sports clubs in Egyptian universities. 2-Develop a list of a unified regulations platform for sports clubs in Egyptian universities. Research Methodology: Researcher used the descriptive approach with its actions and procedures because its appropriateness to the nature of the study and achieve their goals. Research Sample: Research Key Sample: Researcher Selected Search sample randomly along the research community, where the size of the core sample (296) members of the research community, the researcher applied the survey form, Table (1) a description of the search sample among the research community. Means of data collection: Researcher used information and data collection tools as follows (Personal interviews, questionnaire). Conclusions and Recommendations: The researcher has developed the findings from the search results that are displayed and discussed and interpreted, has also developed a number of recommendations based on the findings. Search Results: In the light of research objectives and procedures in terms of approach and the research sample, number and characteristics, to the information and data that reached by the researcher, based on the statistical treatment carried out and the interpretations that have guided the researcher to draw the following: 1-The future vision of the Egyptian universities sports clubs. 2-The Statutes list proposed for the Egyptian universities sports clubs Research recommendations: Researcher recommends that in light of the objectives of the research and procedures in terms of approaches and the research sample, number and characteristics, to the information and data that reached by the researcher, based on the statistical treatment carried out and the conclusions that have found, the researcher recommends the establishment of sports clubs in universities, in accordance with the future vision that has been reached (Appendix4) and applying list of the proposed statutes reached (Appendix 5)

researcher recommends the establishment of sports clubs in universities, in accordance with the future
vision that has been reached (Appendix4) and applying list of the proposed statutes reached (Appendix 5)

Introduction:
The Egyptian Universities role towards
its community is not confined in just scientific
research in science or literature, which results in
access to modern scientific theories with
practical applications useful to all mankind, but
its message includes also the university
education of successive generations of young
people to create the country's leaders in all fields,
no doubt that the strength of the nation is
produced from its university-raising of its young
people, also the University message includes
various healthy activities such as social and
sports which have a good effect on
morality(1:194).
In addition to the university's research
function, it has important educational function
on refining the student's personality and provide
the skills and abilities that enable him to fight in
life and this is done by paying attention to sports
activities, cultural and social ...., and developing
the creative abilities of youth and to prepare a
generation capable of taking responsibility, and
awareness and understanding of the requirements
of the future in the Arab Republic of Egypt
(6:35). So there must be an enlightened vision of
the importance of the university and the
importance of sports activities practiced within
them, which works to create and refine the
personality of the college student, and these
views are dealing with the activities that it is not
just a means of entertainment only, but it is
complementary to the role and nature of
university research and science.
Physical activity in Egyptian universities,
One of the educational areas which aims to
provide efficient physical and mental fitness of
the individual, and this activity is characterized
by its movement and effectiveness towards
balanced growth of the individual from the
integrated aspects of mental, moral and social
development (10:22) .
The Department of “Youth Welfare”
inside the universities care to provide multi-
sports activities that provide opportunities for
integrated growth of college youth and the
satisfaction of their various hobbies, refine and
focus on supporting good behavior through
positive practice, which effectively creates
multiple positions that can be exploited to guide
the practice in a constructive manner, and it was
faded the idea that physical activity inhibits
students at the university for educational
attainment and this is confirmed by a study of
(Kassel) that review the results of (44) search
conducted on students practicing and non-
practitioners of the sports activity in various
American colleges and universities found that
the practice Sports in educational institutions
such as universities and institutes do not
diminish the success rate of students in different
years of study, but that the practice of physical
activity will eventually lead the university to
gain the benefits of many students working on
the positive impact on the level of academic
achievement (8:64).
Objectives of physical activity in Egyptian
universities:
Broaden the base of practitioners of
physical activity among young people in
the university in order to ensure that the
maximum possible number of young
people on the benefits of sports exercises.
Develop a spirit of loyalty and belonging
and the values of cooperation among
university youth through sport.
Discover the best and brightest athletes
and to help them.
Investment leisure time among university
young people away from the dangers of
delinquency or addiction.
Raise the level of physical fitness and
give university youth the common health
principles.
To satisfy the psychological needs of
young people from the university in the
exercise of the workout.
The development of aspects of leadership
and commitment through their
participation in the implementation of
programs and organization of sports
activities.
Raise the level of a sporting culture
among university youth through

seminars, lectures, brochures or sports
magazines.(3)
Institutions responsible for physical activity
programs in Egyptian universities:
Multiple bodies are in charge of
university sports activity programs, but all unite
in the overall goal of expanding the base of
sports practitioners in the universities and raise
the level of fitness and health for young people
and raising the level of university sports,
providing them with the care for distinguished
and talented athletes, and these bodies are:
1- Egyptian Sports Federation for
Universities:
The Idea of establishing the Egyptian
University Sports Federation came after the
stopping of all local and international athletic
activities of the Egyptian Universities Since
1955, except the athletic events held between
Universities in the “Universities youth
weeks”. A decree was issued by Minister of
Higher Education, Dr. Mohamed Kamel Lela
- in 1st October 1973, to establish the
General Egyptian Sports Federation for
universities and higher institutes.
A decree was issued Minister of Youth
and Sports Dr. Ahmed Kamal Abu El-Magd
Decision no-(21)1973, to establish the
Egyptian University Sports Federation. A
permanent Headquarters for the Federation
was established in the Cairo University
Stadium, and it is the current official office.
The Egyptian University Sports Federation
joined the International University Sports
Federation in 1973, and joined the African
University Sports Federation in 1974, and
joined the Arabic University Sports
Federation in 1973 and was re-activated in
2006 and chaired by the Minister of Higher
Education and State for Scientific Research,
The main objectives of the federation is the
upgrading of the sports champions of
universities and higher institutes, and the
development of regulatory policy and
planning to achieve its mission, setting up
teams at universities and institutes to
participate in sessions of international and
regional sports (2:14).
2- The National Sports Council:
By the sports sector which includes the
central administration of “Sport for all” as well
as the central administration bodies, including
the General Directorate of student’s activities in
universities.
3- Supreme Council of Universities:
By Egyptian University Sports
Federation for universities and higher institutes.
As well as through the project of developing
student activities and both are following to the
Minister of Higher Education directly. In
addition to the heads and deputy heads of the
Egyptian universities and some of the top sports
personalities and members of the faculty at
Egyptian universities.
4- General Administrations for youth
welfare within universities:
Through the Department of physical
activity that plan, implement and follow up all
aspects of various university sports activities
programs.
5- Project of student activities for the
Egyptian universities youth:
The main objectives of the project is to
increase the number of students taking an active
part in student activities and support the active
and creative participations, and consolidate the
values and behavior of social participation and
volunteerism among students through activities
linked to student organizations of civil society
and national projects, and the positive use of
leisure time, which supports the protection of
individual and community, and operations
development, and provide real opportunities to
support the
values of excellence and innovation, competition
and other positive values for the future.
Experts in the field of sport in Egypt
called for some of the demands as "a stadium in
each district, the return of sports to schools and
universities, the provision of playgrounds,
construction of qualified personnel", in all
likelihood these demands are the hope of the
return of sports and the preservation of
international, continental and Olympic reached
standing in Sports, which was necessary to be
the sport in general among the priorities of the

next stage and become a driving economic force
of the community movement, and sporting
organizations become integrated economic
institutions to guarantee their resources and be
able to implement its plans and programs that
benefit all people.(13)
It was recommended by the report of the
fact-finding committee on the Egyptian mission
performance in the Beijing Olympics 2008
formed by decision (2212) of the Prime Minister
in 2008 on the need to develop university sports,
and care for its athletes.(4).
Dean of the Faculty of Business and
Economics in (Mustanserya) University said: I'll
be frank this is not the ambition for sport in
University and even the president of the
university has a very big ambition in supporting
the sport. And I support sport in our college
seriously, but at the same time and we're so late
in this aspect and we are heading for a new phase
which need to provide at least the minimum for
these young people to progress in the sporting
side and even the minimum is not available as
we want and aspire, we ask for stadiums, halls
and sports competitions and continuous activities
and this is not achieved yet v and we are
cooperating with the colleagues in the sports unit
in order to reach the minimum at least.(12)
Samples of sports clubs in European and
American universities:
1- University of Surrey United Kingdom:
University of Surrey is an international
university with a reputation in all parts of the
world and ranks (369) on the level of universities
in the latest report issued by the university
ranking, a member of the British university
Sports federation which has (161) British
university members, participate in tournaments,
both British Universities Championships or
individual sessions, one of the excellent
universities in teaching and research, as it offers
students a unique combination of high academic
standards, University of Surrey contains more
than 70 sports club, and has achieved impressive
results in the Champions League for the British
Universitiesin Sailing and Gymnastics, rowing
, golf, volleyball, basketball, and American
football, and sports clubs at the University of
Surrey are "aerobics, Aikido , American football,
archery, badminton, ballet, dance, basketball,
belly dancing, Bollywood, boxing, fitness, Break
Dance , rowing, Brazilian dance, Cardio Kick,
circus training, climbing, modern dance, cricket,
croquet, cycling, equestrian, fencing, football,
skiing, golf, Highland aerobic, hockey, Japanese
wrestling, karate, lacrosse, cycling mountains,
mountain climbing, hiking in the mountains,
netball, ballet, rowing, rugby, sailing, salsa
music, skiing, squash, aerobic air, diving, table
tennis, Taekwondo, Tai Chi, rhythmic dance,
tennis, jumping, ball plane, water polo, surfing,
yoga, "and University of Surrey is characterized
by a large number of sports facilities are:
Sports Center: squash courts, climbing wall,
fitness center, main hall (for ball games and
aerobic, badminton) and many small rooms
for the arts, dance and aerobic classes, and
the University of Surrey includes the elite
sports program works to increase athletic
scholarships to assist talented athletes to
bring together their academic and sports, elite
sports program provides grants to applicants
for the exercise of any sport in any degree, as
part of a government initiative to plan
scholarships for talented athletes (TASS),
and the University of Surrey is one of the
institutions leading the field of squash, ski
run, and all can apply for the practice of
these sports, whether was accepted in the
University or was accepted in the terms of
participation from outside the university. The
sporting future in the University of Surrey in
the establishment of a large sports center was
completed in the first stage in 2009, the
Center is open to all who wish to exercise
either within or outside the university, and is
expected to play a key role in the Center
incubation and care of the future stars of the
sports world, the Center will provide the
excellent athletes with all possibilities that
need to compete at the national level and
international level and the new center will be
one of the largest centers equipped with all
the possibilities in England, and provides
first class services and possibilities and
sports facilities.

University Center: includes sports stadiums,
squash and indoor tennis courts,
playgrounds, lighted at night and covered by
artificial grass.
Manor Park: There is a master plan includes
the development of a large sports complex to
promote sport at the University of Surrey.
England Regional Center of Excellence in
the game of squash: high level coaches,
facilities for training and advice on nutrition
and weight control, massage and a wonderful
selection of players (including the gold
medal standings for the Commonwealth
Games in 2002) competes for the national
Squash championship of England. (17).
2- University of Oxford United Kingdom:
Oxford University is the oldest university
in the English-speaking Western world, located
in the city of Oxford in England, despite the lack
of knowledge of the exact date of establishment
of the university, its birth is back to, at least, to
the eleventh century, because it is told that the
riots between scientists and the people of the city
in 1209, prompting some scientists of Oxford to
escape to the town of Cambridge in the north-
east, where there is established the University of
Cambridge, which became Since that time, a
strong competitor for the University of Oxford,
which are the two universities of the best and
most prestigious universities in the United
Kingdom, Oxford University took first place in
the newly two classifications of the
classifications of British universities are
classified by The Guardian newspaper and the
Times, Oxford, has topped this category last year
for the fourth consecutive year, it is also the (37)
on the level of universities in a report released
from the classification of universities, and
contains the University of Oxford (27) Sport
Club in which a club in each college, which are
(Aikido, hockey, football, archery, athletics,
badminton, baseball, basketball, men's rowing,
women's rowing, boxing, canoeing, croquet,
cross country, cycling, football , fencing,
shooting, cricket, karate, squash, table tennis,
volleyball, tennis, skiing, taekwondo, water
polo) has been set up at Oxford University
Sports Federation to strengthen and improve the
level and increase participation in sport at the
university, which is to provide administrative
assistance to the clubs members in it , and
providing a forum to discuss the needs of sports
for a university student and the transfer of these
requirements to the relevant bodies, promoting
the development plans for the sport of women
and men, and Oxford University Sports
Federation shall be elected annually by the
permanent staff, a member of the British
University Sports federation which has (161)
universities member, and participate in the
British Universities Championships, both
individual sessions and tournaments.(16)
3- Harvard University USA:
Harvard University celebrated its 350
anniversary in 1986, The Harvard University is
the oldest and most prestigious university in
America at all, and one of the oldest universities
in the world and the first university in the world
rankings of universities, located in Cambridge,
Massachusetts, founded by John Harvard in
1636, employs more than 14.000 people
including more than 2.000 faculty members and
7.000 faculty member in teaching hospitals
affiliated with it and is worth mentioning that
seven presidents of the United States are "John
Adams, John Quincy Adams, Theodore and
Franklin Delano Roosevelt, Rutherford B.
Hayes, John Fitzgerald Kennedy and George W.
Bush, "a graduate of Harvard University, and
includes faculty Forty members of the faculty
members are Nobel laureates, and faculties of
Harvard University are" medicine, engineering,
education, design, arts, and theology, and
continuous education, business, and government
administration, law, dental medicine, public
health, and the Radcliffe Institute, "There is the
garden of the dorms and a sports stadium and
Memorial Library of Harry Alkenz and a Hall
and tower of Harvard University, where the
tower was rebuilt after the fire in 1999, and
includes sports clubs at Harvard University"
golf, racing, ski, Football, baseball, squash,
archery and tennis club."
Harvard University is a member of the Sports
Council in the United States, and a member of
the National Association for the collective
management of athletics NACDA, the National

Association of Intercollegiate Athletics NAIA,
the National Association for Sport and Physical
Education NASPE, and the National Assembly
for team sports NCAA, and a member of the
Association of College Sports NJCAA, which is
involved through them in the American
university Sports competitions.(15,18)
Kawthar Al-Saeed Al-Moogy 1986
confirmed that the objectives of physical activity
in Egyptian universities cannot be achieved due
to some officials are not convinced of the
importance of physical activity in the university,
has also emphasized that physical activity
programs in Egyptian universities do not meet
the needs of students, and a deficiency in the
media to promote sports in universities. (9)
Soheir Mustafa 1991 pointed to the presence
of constraints associated with the organization
and management of sports activity in universities
which prevent students from the practice of
sports activity in accordance with the nature of
the practical and theoretical study of theoretical
Colleges.(7)
"Aelbonco" 1995 pointed to sports practice
contribute to the formation of healthy social
relations intact and provide programs that fulfill
the needs of students of the university sports
activity.(11)
Hussein Shaker and others in 1996 confirmed
on the disproportionate number of specialists
with the numbers of student athletes in
universities and colleges and the need to raise
supervisors scientifically and practically and
open for rehabilitation for those wishing to
complete their advanced scientific studies. (5)
Research problem:
After the development of sports activities
in Egyptian universities and the development of
activities and programs and to increase the
number of participants in activities and programs
of the university students, whether on the
national or international level, for the researcher
to observe through his work in sports, academic
and student activity project for the youth of the
Egyptian universities and his membership in the
Higher Committee of Student Activities at the
University of Helwan, student / player
participation in more than one activity for more
than one institution, he is competing in
tournaments through the sports federations
belonging to the club competitions and internally
for the university where he taught and the top
activities through the Egyptian University Sports
Federation and rivalries of the company he
works in - works during the study university
period - and activity through the General Union
of the companies and internal competitions
between organizations of military sports -
recruitment during the study period - and
through the Sports Federation for the Armed
Forces, in addition to the possibility of choice to
represent Egyptian national teams or the
Egyptian universities, companies and the armed
forces, here to be spotlighted the importance of
the university sports club in which he can
participate in the activities of various sports
federations in order to maximize activities, and
increase the participation base and reduce the
spread of a player / student for more than one,
which researcher sees a possibility of preserving
the player and the increase in life training and
competitive, through his membership in to a
single body, which spreads in many countries of
the Western world and America that the player
belongs to his University only, and from which
he can participate in the activities of sports
associations or activities of the Consortium of
Universities, which is a strong impetus to sports
activities in universities and gives additional
strength to the top parallel to the Egyptian
universities league in some federations, in
addition to the club for sports services faculty,
staff and students and the surrounding
community from the university and the emerging
buds and provide mechanisms to discover the
heroes and their care and refine and guidance,
especially with the requisites for the success of
these clubs, facilities and administrative and
technical cadres of high-level view to increasing
and broadening the base of general practice, and
the improvement of the overall health of citizens,
and the dissemination of the concept of culture,
sports, discover and directing them toward the
champions space.

1- Documentary community: includes all the
associated references, books and scientific
studies related to the subject of study and
similar and associated with it.
2- Human community: this includes research
community officials in the university sports
in the Egyptian Universities inside Arab
Republic of Egypt, "Youth Welfare, the
Departments of Sports," and the Egyptian
University Sports Federation , and the
student activities project for the youth of the
Egyptian universities, the National Council
of Sport "Higher Technical Committee,
Department of universities physical activity,
Department of sporting bodies, "and
university sports champions at the local level
and at international level.

2- Exploratory research sample " Regulating

specific categories of the sample, and outside
the core sample was selected in order to
move along stratified random sample of the

Means of data collection:
Researcher used information and data collection
tools as follows:
1- Personal interviews:
The researcher made many interviews with
many members of the research community based
on the importance of university sport, as well as
access to what sports club in Egyptian
universities, and objectives, and rules that is
based upon, and the vision and mission of the
club, with a view to establishing hubs of research
and design of the questionnaire and the
objectives of the search.
2- Form of the questionnaire:
Researcher, through the analysis of the laws
and regulations, particularly the law of
universities, law 75 of 1977 with respect to
youth and sports bodies, the Regulation on the
Statute of the common references and associated
studies in the field of sports and university
research on information on national and
international level and through personal
interviews with some of the experts and the
research sample, the researcher designed two
forms of questionnaires, the first is a form to
identify a future vision about what should be the
sports clubs inside the Egyptian universities, ,
and the second is trying to reach out the
regulations of the Sporting Club, in the Egyptian
universities.
A- Questionnaire forms, initially:
The researcher has developed five themes
proposed to the Form in its initial proposal and a
default gateways for each axis, which included
(50) statements (Annex 2), the researcher has
developed seven axes proposal for Form II and a
default gateways for each axis, which included
(253) statements (Annex No. 3 ), was drafted
both of them in the initial list to be presented to
(5) Experts (Annex 1) to express an opinion on
the extent of appropriate themes and language
proposed and the appropriateness of the terms in
the measurement of the purposes for which it
was designed, as well as determining the balance
of the proposed estimate, and the researcher
selected 85% or more of the expert opinions to
accept hubs and gateways for the greatest degree
of satisfaction and conviction of the extent
measure aims to link and after the presentation of
questionnaire forms to the experts for their
opinion on the themes and phrases and relevance
to the objectives of the research, within the ratio

The first questionnaire Form:
Number of (4) statements were excluded,
and added one statement, and became the first
form in its primary design with five axes and a
number (47) statements, Table (3) major themes
and the number of queries each axis before and
after the show to the experts.

The questionnaire form II:

excluded, where the second form has become in
the primary form containing seven axes and the
number (241) statements, Table No. (4) Major

- Scientific Transactions of the questionnaire

during personal interview between the experts
and researcher.
After the presentation to the experts and
the codification of the proposals for each axis
and phrases have been deleted and the exclusion
of phrases that have less than the percentage of
85% of the expert's opinion with the number of
(4) phrases from the first questionnaire form, and
(12) phrases from the second survey form, and
re-drafting of some of the other phrases, and
adding the words Experts pointed out that to add,
until a final wording of the themes and phrases
in the first form with a number of (47) phrase
and was divided into five main themes in the
first questionnaire, and the number of (238)
phrases was divided into seven parts to the
second questionnaire.
2- Internal consistency trueness:
The researcher applied the questionnaire
Form modified by experts to the exploratory
"regulating sample” consists of (60) individuals

were selected stratified randomly representing
the research community and outside of the core
sample.
The researcher tested the sincerity of the
questionnaire Form, by creating a correlation
coefficient between the degree of each statement
and the total represented by an axis, thereby
achieving a certified configuration forms premise

is a good indicator of the total degree and the

ranged between (0.021, 0.673) has been deleted
and (4) phrases that has not achieved the level of
significance (0.05), bringing the total number of
phrases in the first questionnaire (39) phrase.

It’s clear from Table (6) that all the
values of correlation coefficients of the
expressions belonging to the axes of the first
questionnaire ranged between (0.001, 0,681) and
phrases has been deleted which did not achieve
the level of significance of (0.05) with a total of
(105) phrases so the number of phrases in the
questionnaire form II is (133) phrases.
Second: Stability of the questionnaire:
The researcher used the mid splitting by the
"coefficient Alpha" for stability in accordance
with the statistical equivalent of both " Kuder
and Richardson " where "factor Alpha " averages
the transactions resulting from splitting the test
in to parts in different ways, therefore it
represents a correlation coefficient between any
two parts of the questionnaire and are presented
in Table No. (7) In a reliability coefficient alpha
for the survey.

It’s clear from Table (7) that the values of

acceptable degree of stability.

It is clear from Table No. (8) Final Characterization of the questionnaire, as the first questionnaire

the deletion of (105) phrases.
Application of the questionnaire on the basic
sample of research:
Based on the results drawn by the
researcher from the survey and a final
amendment to the questionnaire, has been
applied to a core sample of (296) individual
according to the categories of personnel research
sample.
- Statistical data processing:
Researcher used the appropriate statistical
treatments to the nature of research data, through
the statistical program SPSS, and includes the
following (arithmetic mean / correlation
coefficient / factor Alpha for persistence,
according to the statistical equivalent of both
“Kuder and Richardson” / indication of the
differences between the research groups using
the least significant difference test (LSD).
Presentation, discussion and interpretation of
results of the First survey form:
The researcher presented the results of
research and discussion and interpretation in a
set of tables that have been reached after the
statistical treatment of data, depending on the
order of axes of the first questionnaire form that
has been applied to the research sample are
described in tables and figures (9, 10, 11, 12,
13). Researcher consents to proportion (75%) or
more to accept the statement and put it in the
future vision for sports clubs in Egyptian
universities.

university in the collocation sports practicing and
the collection of practitioners and heroes under
one technical and administrative umbrella, which
the sports department can manage planning for
the future of university sport and broaden the
base of practice, and refine the talent and
expertise of practitioners and sports heroes, the
number (3) comes in the fourth-ranking with
percentage (84.00%) to emphasize the
importance of the role of the university sports
club in the care of top level sports, and maximize
the financial cycle of exchange of such activities,
which means evolution and the emergence of
new mechanisms aimed at continuing the sports
activities, diversity and the discovery of new
generations for feeding the difference sport, the
No. (10) comes ranked fifth in percentage
(83.67%) emphasize the importance of the role
of the university sports club Heroes in the
preparation of athletes in order to obtain the
medals on the local and international levels to all
ages through the participation of buds and young
people and youth workers and members of the
faculty in the University to take advantage of
sporting facilities provided, the number (6)
comes on the sixth percentage (80.29% )
confirming the role of sport in the university
sports development in the State provided in the
laws of Egypt, sports practice, and practice
sports concept aims at protecting youth of
Egypt's universities leisure and convert it into a
positive exercise aims to increase physical
fitness and health for all belonging to sports
clubs in Egyptian universities, In confirmation of
the research sample to activate the principle of
sport practice should that should be normally one
of the daily habits of the Egyptian youth, and the
number (8) comes in the order in the seventh as a
percentage (75.22%) to emphasis the role of

sports clubs at universities in maintaining health
and fitness Assembly, and stressed sample the
importance of recreational sports programs for
students and staff in universities in terms of
health, psychological, social, physical and
relationship with increased operational capacity
and productivity, as well as the functional

contemporary, and the development of mental

recommends the establishment of sports clubs in
universities, in accordance with the future vision
that has been reached (Appendix4) and applying

Chapter III: Board of Directors: identity, composition and terms of reference.
Board of Directors appointed for four years from the date of appointment by the decision of the
Minister of Higher Education and Its forbidden to contract particularly between the club and the board
members or employees of the club or their relatives to the fourth degree and shall meet once per month at
least.
Board of Directors consists of the club president and vice president and secretary-general and six
members, the Executive Director and Chief Financial Officer shall attend the Board of Directors

Terms of reference:
Board of Directors of the club laid the foundations and programs that help to improve the technical level
of the sports teams
1- Board of Directors of the club by providing practice opportunities for all its members
2- Board of Directors to decide on requests for new membership
3- Board of Directors to take action on complaints submitted by its members

Chapter IV: Executive Office: identity, composition and terms of reference
The Sporting Club at Egyptian universities needs to have an executive office appointed by a
decision of the Univ. President consists of the President of the Club and three members. Lasts for four
years from the date of appointment, and must meets once monthly at least, and shall take all the urgent
affairs of the club that cannot wait for the board of directors Executive Director and Financial Manager
attend the meetings.
Terms of reference:
1- Prepare the topics of the Board of Directors.
2- Oversee the implementation of the resolutions of the Board of Directors.
3- Discuss the urgent issues and propose what it sees from recommendations.
4- Propose all matters pertaining to personnel.
Chapter V: Membership: species and conditions.
The membership of sports clubs is for the Egyptian students enrolled, students enrolled and faculty
members and permanent employees, for individual paid fees to the financial contributions to the
membership, must take fees for applications for the club and must take annual subscription fee for the
club.
Egyptian universities sports clubs memberships are divided to:

1- User Group ", a member paid the outstanding financial obligations of the Membership fee and
annual subscription fee in accordance with the Financial Regulations of the Club is entitled to
benefit all the services the club"
2- (following) Member "a member paid the outstanding Subscription Fee in accordance with the
Financial Regulations of the club, whose membership is a member of group and time-bound and
entitled to benefit all the services the club"
3- Honorary Member, "a member who is decided to be accepted by the club because of his services
to the State or the club or university to be specific duration of time, free, and is entitled to benefit
all the services the club"
4- Seasonal member, "a club member who decides to accept it in one of sports activities for a
subscription fee specific to the Financial Regulations and the specified period of time and the right
to benefit from the activity in which he subscribed only"
5- Member of Sports, "a member who paid the Subscription Fee specified to the Financial
Regulations of the club in exchange for one of the activities and sports for a specific period and is
entitled to benefit from the activity in which he subscribed only"
Required to accept a member of all kinds as follows:
1- To finish for all of its financial obligations according to the categories by the effect of admission
in accordance with the Financial Regulations of the Club.
2- Not be deprived of exercising their civil rights and political rights.
3- Not have been convicted of the provisions of the final judicial penalty restricting freedom.
4- Should not have been dismissed or dropped from a membership of sports clubs at Egyptian
universities.
5- Should not have been dismissed, or to drop his membership of one of Egyptian clubs
6- Not have been issued against the punishment of disciplinary councils in Egyptian universities.
7- Not have been convicted of doping suspension or cancellation of one of sports federations

Term of club membership expiration in the following cases:
1- Death

The rights of members of the club are as follows

procedures and regulations.

the Financial Regulations of the Club.
4- Take advantage of all the activities provided by the club
The duties of the members of the club are as follows
1- Respect the club rules and regulations
2- Maintain the club's facilities

4- Abide by the club and its guidance.
Chapter VI: Finances of the club: income and expenses.
The fiscal year for the club in the start of July and ends in the end of June each year, that the Club
to provide a semi-annual balance sheet.
Club puts subscription groups to different types of membership and method of collection does not work
until the approval of the competent administrative authority.

Membership fee may increase by no more than 5% per annum provided the club and request approval of
the competent administrative authority.
Club may collect additional fees subsidies construction subject to approval by the competent
administrative authority.
The club may collect any fees approved by the absolute majority of its members.
Income:
1- Portion of the club from the Ministry of Higher Education and the Supreme Council of
Universities
2- Support the activity of the National sports Council.
3- Income concerts, games and advertising.
4- For services and expertise provided to the bodies and institutions, whether governmental or
private.
5- surplus investment club income and part of its funds in fixed or movable work-profit to ensure a
stable supply
6- Membership Fees for the club
7- Annual membership renewal fees.
8- Fee to extract statements and certificates.
9- Fee for advertising, media companies and patrons at the club
10- Refund of marketing tournaments and competitions and games
11- Courses fees and different refinement practice session
12- fee to enter the club for non-members
13- rental shops inside and outside the club
14- Income of the business corporation advertising in the club.
15- Contracts to sell players to other clubs.
Expenses:
All club funds are marked for disbursement to achieve its objectives, spending ways:
1- Internal and external missions, "moving expenses, travel allowance, airline tickets,".
2- purchase chattels
3- rewards for winning sports teams
4- Fees and expenses of the additional work and extraordinary efforts of staff and trainers.
5- Plan expenses of internal activity "instead of moving, expenses for participation, accommodation
and subsistence ..".
6- Expenses of foreign missions, "airline tickets, accommodation and subsistence, subscription fees
....".
Club puts its cash in one of the accounts of the university, all of the income derived by the delivery of
the club as the official series and certified and stamped the seal of the club and signed by an
acknowledgment of financial management, and recognizes the origin of the right holder and kept his
photocopy books, The club is committed not to engage in gambling or financial speculation, The accounts
of the club are revised by the representative of the Ministry of Finance at the University.
Chapter VII: Activities and programs:
Activities and programs must be aimed at all ages of the members.
Club must provide a social activity parallel to the sporting activity, and based on the principle of density,
diversity and continuity. Development of programs and activities the club should be aimed at policy to
increase the number of practitioners to broaden the base of sport and exercise.
The club should put plans and specific programs for sport designed for all service members and their
environment at the club. Programs and activities must be placed in the club's sporting the numbers of
members for competition, and competitions involving the social clubs,
The club must include plans and programs of the mechanics of talent and fine-tuning and care.
