Constraints and Challenges Facing the Small Scale Farmers in Limpopo Province, South Africa

Macro-and micro-structural constraints, including those linked to and exacerbated by historical, natural and financial factors are some of the many stressors facing small-scale farmers in Limpopo Province. The challenge is to co-design ways to effectively manage these constraints with development actions. Small scale farmers in South Africa are still facing major challenges in the agricultural sector. In this paper some of the challenges faced by small-scale farmers in the Limpopo Province have been identified. Some of the challenges found during the formal surveys and focus group meetings in the Tshakhuma, Rabali and Tshiombo areas were those linked to financial, assets, land ownership and biophysical factors. Specific constraints included: (a) Market information and market access; (b) Price of inputs, for example fertilizer and herbicides; (c) Availability of inputs; (d) Irrigation; (e) Cost of transport, and Natural constraint.

Abstract

financial factors are some of the many stressors facing small-scale farmers in Limpopo Province. The challenge is

1. Introduction
In this paper, challenges faced by small scale farmers in the Tshakhuma, Rabali and Tshiombo areas in Limpopo
Province, South Africa over the past five years were examined. Some of the wider structural constraints are
discussed with detailed reference to the study sites. Small-scale farmers in South Africa have continued to
maintain a livelihood in the face of unfavorable conditions. Different challenges facing poor-resource farmers in
the Limpopo Province for the past the past two decades were identified or highlighted by several authors including
(Azan & Besley, 1991; Makhura, 2001), these include inadequate access to productive resources, price of inputs
such as herbicides and fertilisers, market access and cost of transport. However, it is important to note that these
challenges facing poor resource farmers in Limpopo Province hinders agricultural development not only in
Limpopo but also in other provinces in country, e.g. Eastern Cape, Mpumalanga, Free State (Mpandeli, 2006). In
order to maintain high levels of production and quality it is necessary for farmers to access all the required inputs.
As shown in other papers published by, Makhura, 2001, Mpandeli and Maponya (2012) the majority of people
residing in Limpopo Province are poor. According to a discussion on food security by the Department of
Agriculture and Land Affairs (DALA, 1997) and the Ministry of Agriculture and Land Affairs (MALA, 1998),
many households are vulnerable to food insecurity including those in Limpopo Province (e.g. FIVIMS, 2003).
In order to generate enough income these farmers tend to engage in off-farm or non-farm income - generating
activities Makhura (2001); Maponya and Mpandeli (2012). To a large extent the process of agricultural
transformation in South Africa involves moving households from subsistence production to producing for the
market (Makhura, 2001). Producing for the market provides a number of benefits and advantages. In particular,
rural employment is promoted and income is generated Christodoulou and Vink (1990); Ngqangweni (2000).
Furthermore, several studies Elwert and Fett, 1982, Delgado et al. (1998); Ngqangweni (2000) have shown
positive and strong multiplier effects of investing in agriculture. In other words, agriculture has an important role
to play in fostering rural development and poverty alleviation.

Pre-survey visit: A pre-survey visit was arranged within the selected areas with the tribal authorities of each area.
The objectives of the pre-survey visit were: to meet the tribal authorities such as headman, chief and civil
organisations of the selected area; to demonstrate the objective of the survey and the content of the intended
questionnaires; to introduce the survey team to the tribal authorities and to seek permission to be able to work in
each of the communities; to meet agricultural officials including district officials in Limpopo Provincial
Department of Agriculture (LPDA) and officials involved in the community (for example, extension officers).
Data for this study was collected over a one-year period from the communities of Tshakhuma, Rabali and
Tshiombo within the Vhembe district. The data were obtained in two different but consecutive phases. Two
methods were employed: Formal survey and non-structured surveys. Household surveys were conducted during
2003/2004 seasons in three different villages in the Vhembe district (Tshakhuma, Rabali and Tshiombo). A total of
90 farmers were interviewed during the formal survey; they were chosen using random sampling techniques. It is
important to note that 30 farmers were interviewed in each village (Tshakhuma, Rabali and Tshiombo). Methods
used to achieve the aim included literature reviews, survey instruments, participatory rural appraisal and focus
group with several farmers in the area, as well as stakeholder and key informant interviews.
3. Results and Discussion
Different challenges facing poor-resource farmers in the study sites for the past five years were identified; these
include inadequate access to productive resources, price of inputs such as herbicides and fertilisers, market access
and cost of transport. All the above-mentioned challenges facing poor resource farmers in the study sites hinders
agricultural development in the Vhembe district. In order to maintain high levels of production and quality it is
necessary for farmers to access all the required inputs. Some farmers indicated that, with the launch of the
Comprehensive Agricultural Support Programme (CASP) by the Department of Agriculture, they can overcome
some of the challenges mentioned. CASP offers a wide range of support services including financial support,
purchase of inputs, infrastructure development, training and capacity building.

Results from the farmer focus group and surveys indicated that at least half of the farmers in the Tshakhuma,
Rabali and Tshiombo areas identified the high price of inputs as the first major challenge including, for example,
high price of fertilisers, seeds and herbicides (Figure 2a, 2b, 2c). During the focus group farmers mentioned price
of inputs, market, cost of transport and irrigation as the major challenges in the Tshakhuma, Rabali and Tshiombo
areas. The results from the focus group and surveys are also remarkably similar in all the three study areas. Focus
group discussions were held twice in the Tshakhuma, Rabali and Tshiombo areas.
Effective market interaction was the second most important challenge viewed by respondents in the Tshakhuma
and Rabali areas. At least 17% of the respondents in the Tshakhuma and Rabali areas viewed market problems as
an obstacle to market their products in a formal market (Figure 2a, 2b). Some farmers indicated that they were
willing to supply the market but there was limited market access and those who did have market access made it
difficult for other farmers to send their products to the market by purposely increasing the transport cost (McIntiure
& Delgado, 1985; Ngqangweni, 2000; Makhura, 2001) and Mpandeli (2006).
Another 13% of the respondents in the Tshakhuma and Rabali areas viewed irrigation as the third major challenge
in their farming business. At least seven percent of the respondents in the Tshakhuma and Rabali areas indicated
that the cost of transport was the fourth major challenge in the Tshakhuma and Rabali areas. The occurrence of
droughts and floods did not emerge as key constraints; rather the structural issues of access to markets and service
appeared to be key. The results indicated that the majority of farmers consider price of inputs, irrigation and market
issues as major challenges across all sites, particularly Tshakhuma and Rabali. In the Tshiombo area at least more
than 30% of the farmers viewed irrigation as the fourth major challenges compared to the other two sites.
Farmers in the Tshiombo area faced a number of different challenges to farmers in the other study sites that deserve
particular mention. Here at least 30% had access to irrigation water, even though some farmers were misusing and
mismanaging water resulting in a shortage of water, especially during drought periods. Tshiombo farmers are still
using cemented furrow irrigation system and this resulted in some water being lost through seepage, drainage and
evaporation. Some farmers indicated that periods of water shortage are also caused by the low water pressure
system installed by the Department of Water Affairs. Other farmers stated that the problem was with the farmers
themselves because some farmers who had plots closer to the dam were unreliable and trustworthy. They took
hours to give other farmers access to irrigation water with some only receiving water after long periods of time.
These were usually farmers who had plots several kilometers away from the dam and who were often the victims
of the irrigation politics in the area.
At least 17% of the respondents in the Tshiombo area viewed credit availability as the third major challenge
(Figure 2c). Previously these farmers used to obtain credit from the Venda Development Corporation before it was
disbanded. During that period Tshiombo farmers managed to produce good - quality products that met market
standards because they had enough capital. Currently the institutional set up has changed; the majority of farmers
are finding it difficult to access enough capital even though the provincial Department of Agriculture has got
several financial support programmes.
Less than five percent of the respondents in the Tshiombo area viewed availability of inputs, especially seeds, as a
major challenge over the past five years, compared to farmers in the Tshakhuma and Rabali areas. This may be due
to the fact that the majority of farmers in the area have been trained to produce hybrid seeds by experts from
Agricultural Research Council-Summer Grain Institute and Madzivhandila College of Agriculture. Some of these
farmers have indicated that they are using hybrid seeds as part of the adaptation strategies, these hybrid seeds
produce good yields. As in the previous case, floods, extreme temperatures and droughts were not regarded as
challenges by Tshiombo farmers, even though in the year 2000 the majority of farmers had lost large production
volumes due to floods. More detailed information obtained from farmers is provided below to expand on some of
the inputs illustrated in previous sections (e.g. credit and finance and market interaction).
In all the three study sites crops were not only grown for consumption, but also for commercial purposes. The
majority of the farmers in the Tshakhuma area sold their products to the local market and to “others” for example,
to friends and neighbours (Figure 3a, 3b, 3c). Only small numbers of farmers had access to mechanisms to
distribute their products to different markets such as local, provincial and national markets. These factors were also
highlighted by Makhura (2001) it looks like the situation has not changed since early year 2000. Farmers in the
Tshakhuma area were not marketing their products to provincial and national markets as they have indicated that
lack of market information and transport and also limited access due to the distance to the market. At least 82% of
the farmers distributed their products to local markets in the Tshakhuma area.
Another two percent of the respondents indicated that they were distributing their products to relatives, friends and
neighbours for non-profit purposes, especially when there was good production, in order to avoid unnecessary

losses. The majority of these farmers in the Tshakhuma area were heavily dependent on their crops to generate a
source of income. Some of the farmers in the Tshakhuma area indicated that today their biggest clients or
customers are informal traders and street vendors in villages around Tshakhuma, Tshalovha, and Lwamondo.

The results indicated that the majority of the farmers (33%) in the Rabali area are distributing their products to the
local market; they stated that they were producing products that meet local market standards and other products are
produced for household consumption (Figure 3b). Of all the farmers interviewed, none of them supplied the
provincial market or the national market. The fact that these farmers did not have access to the competitive market
denied them opportunities to compete with other commercial farmers. Three percent of the farmers interviewed
indicated that instead of distributing their products to the local market, they shared with relatives and neighbours
who were not farming and the remaining products were to ensure household security. During the formal surveys in
the Tshiombo area, it was found that 90% of the respondents produce products for households only, although some
of these farmers shared their products with friends, relatives and neighbours. This resulted in them having a high
loss of production if they produced high volumes of products (Figure 3c).
The majority of these farmers in all the study sites indicated that they were willing to distribute their products to the
market but had difficulties because of the strict requirement in the formal market - e.g. demand for high-quality
products and this it was also highlighted in other studies (Coase, 1960; Bembridge, 1994; Delgado, 1999;
Holloway et al., 2000; Makhura, 2001). Only two percent of the respondents indicated that they were supplying
provincial and national markets. It is important for Tshiombo farmers to be encouraged to start producing
high-quality products that meet the market standards because they have access to irrigation and they can also
produce their own hybrid seeds.
Some of the macro structural constraints facing farmers in these areas have been explained by several researchers.
One key constraint that is closely linked to the past is access to land and land ownership. In South Africa, the
historical and political complexity of the land issue, rights and entitlement makes the question of land tenure very
relevant. Most landholders, including farmers, maintain that without secure tenure, through title or certificate of
occupancy, evidence of ownership or rights over property on that land is not guaranteed (FOA/ ARDRI 1996 and

Makhura, 2001). No particular member of the community has individual rights or access to land, especially as no
registered title deeds have been given at any point in time (Van Averbeke et al., 1998). Secure land tenure is a
necessary pre-condition for the adoption of long-term sustainability of farming practices (Van Averbeke et al.,
1998; Makhura, 2001).
Different forms of tenure systems and land ownership - tribal, state ownership, trust land, quitrent and freehold -
are present in all three study areas. The land tenure system in the former Venda homeland is primarily dominated
by communal land. Community members, in accordance with the recognised traditional communal system of land
tenure, use most of the lands in the tribal communities (Romuld & Sandham, 1995; Mudau, 1997; Sweet, 1998;
Makhura, 2001; Mpandeli, 2006). In the interest of intensive use of irrigated land, it is important that landholding
households that are no longer interested in or no longer capable of producing on their allocated land make their
land available to other households seeking access to more land (Van Averbeke et al., 1998; Stevens, 2012).
As mentioned previously, farmers who are farming in a communal area have a shortage of equipment, lack of
capital and land to grow enough crops. The communal farming sector has limitations in the use of technology and
external inputs - e.g. planting maize without using fertiliser.

The majority of the farmers (73%) in the Tshakhuma area farmed on private land, while only 12% farmed on
communal land. Some parts of the Tshakhuma area were given to people through the land redistribution
programme. The “other” 12% occupied mountainous areas, and these farmers planted their crops on steep slopes
due to insufficient land availability. These types of farmers obtained land through the local chief (Figure 4a). The
local chief is responsible for land allocation and these have caused some discomfort amongst some farmers due to

nepotism and favouritism. Some of the farmers in the Tshakhuma area claim that even though they are farming in
steep slopes, they have the potential to produce good-quality products. Farming in steep slopes is a cause for
concern to local agricultural experts, because as time goes on, the area could become unproductive due to soil
erosion and the leaching of nutrients which will affect farmers and also enhance land degradation.
Nearly 92% of the farmers in the Rabali area farmed on communal land, and at least eight percent used private land
(Figure 4b). Those on private land were from the chief’s family. In the Rabali and Tshiombo areas, for example,
there were no farmers farming on the resettlement land because of unavailable of the resettlement programme in
both areas. On this communal land, the former Venda homeland administration built a traditional irrigation system
in the area to give farmers access to irrigation water.
In the Tshiombo area 98% of the respondents farmed on communal land, while two percent of the respondents
farmed on private land. Both Tshiombo and Rabali farmers farmed on communal and private land. None of the
farmers interviewed in the Tshiombo area occupied resettlement land (Figure 4c). Rabali and Tshiombo irrigation
schemes were leased to the community through the local chief by the government. In both areas there were no
farmers who owned the plots permanently except the local chief. This was a renewable lease agreement between
the two parties. Farmers in the Rabali and Tshiombo areas paid R12 every year to the government as lease
agreement in order to continue farming.
4. Conclusions and Recommendations
Lack of market access was mentioned in all the three study sites as one of the main problems constraining
production. Farmers indicated that, even if they were successful producers, if there was no formal market, they
would still run at a loss because their products would perish in their storerooms, however, similar observations
were noted in the other province such as Eastern Cape. During the focus group meeting at the study sites, more
than 70% of the farmers complained about the lack of market access and the lack of market information. Although
more than half of the producers in the study sites produced quality products the problem is that these farmers are
resource-poor and struggle to get access to market and market information. If farmers fail to get market access, it is
not easy for them to participate in formal market activities. The majority of these farmers are also excluded from
participating in the formal market process, due to the following reasons: (a) Lack of transport; (b) Poor access to
market information; (c) Lack of formal education by the majority of farmers. However, besides the factors that
were highlighted here issues such as extreme climatic events, climate change, climate variability, lack of collateral
become an additional burden to the majority of these farmers in order for them to operate effectively and
efficiently.

Over the past six (6) decades, technological advancements in Nigeria’s oil and gas industry have made a substantial contribution to national economic development and global energy demand. With the oil and gas industry contributing over 90% of the nation’s exports and 80% of the Federal Government’s revenue, it is one of the most significant economic sectors in the nation. Since 1970, the oil and gas industry has controlled the growth rate and structure of Nigeria’s economy. However, the loss of petroleum-derived revenue, owing in part to falling crude oil prices but also to poor governance, corruption, insecurity (militant attacks and/or insurgency), and ineffective government petroleum development policies (non-implementation of relevant legislation and/or environmental laws), has resulted in significant environmental degradation, socioeconomic and sociocultural problems. Although Nigeria’s economy is primarily dependent on revenue derived from oil and gas resources, the majority of petroleum-producing host communities in the Niger Delta region have suffered a wide range of environmental degradation, significant negative impacts on the natural environment, detrimental effects on human health, socioeconomic impacts, and socio–cultural problems. In this review, we delve into the problems and prospects of all the phases of oil and gas exploration and production in the Niger Delta region of Nigeria. It will also shed light on the environmental and socioeconomic implications of oil and gas development and production in Nigeria. Furthermore, this research makes some recommendations to promote ethical and sustainable strategies for reducing negative impacts and improving the quality of life in impacted host communities producing oil and gas in the Niger Delta region.

Encouraging the use of conservation tillage technology is a highly effective approach to safeguarding soil health, improving the environment, and promoting sustainable agricultural development. With the mounting concerns surrounding climate change, developing conservation tillage methods that facilitate sustainable agricultural growth has become an imperative both in China and around the world. While it is widely recognized that adapting to climate change is crucial in agriculture, there is limited research on evaluating the risks, discovering resilience, measuring farmers’ perceptions on climate change, and exploring how tillage technology can be adjusted in the context of small-scale farming in China to foster sustainable development. Using research data from smallholder farmers in the Shaanxi and Shanxi provinces of China, this paper aims to explore the impact of climate change perceptions on farmers’ adoption of conservation tillage technologies based on an ordered Probit model. We found that farmers tend to refrain from embracing conservation tillage technology due to the presence of unclear and conflicting perceptions regarding climate change. Focus on short-term profitability and inadequate preparation hinder them from prioritizing adaptation. We recognized several measures that could help farmers adapt and thrive within the agricultural sector. Furthermore, we have validated the need for self-system moderation in promoting farmers’ adoption of conservation tillage technology. By utilizing such tools and resources, farmers can comprehend the gravity of climate change’s impact on agricultural productivity and, more importantly, channel their efforts towards fortifying resilience to extreme weather conditions and long-term climate risks, thus fortifying agricultural sustainability.

Farming decisions on crop choices are guided by different factors including natural conditions, household needs, traditions, stakeholder recommendations, and productivity. The best decision varies for each farmer based on specific circumstances. There are both benefits and challenges in farmers' crop growing experience. In Rwanda, agriculture employs 70% of the population, contributing 33% to the GDP across three main agricultural seasons. However, food and nutritional insecurity remain pressing issue affecting both human and economic progress. This study explored the rationale, benefits, and challenges of farmers' choices. This study used a qualitative descriptive approach, conducting six focus group discussions (FGDs) in each participating district. Each FGD comprised 10 participants, ensuring gender balance. Recruitment was facilitated by local community health workers (CHWs), with participants providing informed consent. Trained data collectors utilized voice recorders to collect the data. The researchers transcribed the data verbatim, anonymized the data, and translated the same data into English. Data analysis revealed four key themes: reasons for cultivation, factors influencing crop choice, farmers' livelihoods, and farming challenges. Findings highlight the need for holistic and context-specific solutions in Rwandan agricultural development, emphasizing stakeholder collaboration to support informed decision-making and sustainable agriculture.

Climate change is one of the most significant challenges many rural farmers face in sub-Saharan Africa, as most agricultural practices are rainfed dependent. Many of these rural farmers are small-scale farmers with limited access to financial assets, agricultural equipment, and inputs. With a rapidly changing climate and limited access to agricultural resources, many rural farmers in Zimbabwe have found it extremely difficult to engage in meaningful crop production activities and secure their livelihoods and incomes. This paper employs participatory research methods to examine adaptive strategies adopted by rural farmers. The strategies include optimal water resource utilisation, early maturing seed adoption, soil and water conservation (SWM), and nutrient management techniques (NMT). Cost-effective integration of labour and post-harvest storage facilities is also considered. Rural farmers, despite constraints, actively engage in these adaptive practices. The study assesses the effectiveness of initiatives to enhance crop production and build resilience against climate variability. Discussion centers on the comprehensiveness of these adaptive techniques within the broader framework of sustainable development goals, focusing on goals 1 (No Poverty) and 2 (Zero Hunger). The findings contribute to understanding and promoting resilience among vulnerable households facing climate-related challenges.

This article critically examines the complex connections between human security and livelihoods in relation to development in the Niger Delta of Nigeria. This region is pervaded by a web of socio-economic and environmental issues that have severely impacted the lives of people and communities due to environmental degradation. For example, the exploration and exploitation of natural resources in this region has had extensive consequences on the livelihood activities of the people. Moreover, the Niger Delta has been affected by persistent social instabilities and a lack of access to some of the basic assets of security, including personal, health, economic and environmental security. While the concepts of livelihoods and environmental degradation are reasonably well understood in the context of the Niger Delta, the complex links between them in relation to human security remain unexplored. To examine how environmental degradation impacts livelihoods, this article explores the concept of human security, following a rights-based approach in line with the sustainable livelihood framework. Furthermore, it draws from semi-structured interviews conducted in the region on the lived experiences of community members, such as farmers and fishers, and their challenges in bridging generational crises in the context of environmental degradation. I argue that understanding the interconnectedness of security and livelihood issues in the context of such crises provides an innovative approach to considering both environmental and social factors in sustainable development, which is essential for the overall well-being of people in the region.

Agri-tourism has recently gained attention from both scholars and farmers in South Africa, due to the wide range of advantages, especially towards the agriculture industry. However, farm owners often don’t consider the resources required to include tourism activities on the farm and over-capitalise, or they run into capital shortages halfway through the development phase. The purpose of this research was to determine what infrastructures (structures or buildings) farmers deemed necessary to develop an agri-tourism business on their farms. In-depth interviews were conducted with 33 farmers living in the Western Cape Province of South Africa. While not all agri-tourism products require a designated building or structure, the results indicated three approaches: (1) renovating/restoring old structures (2) building new structures or (3) combining the previous two approaches. Almost half of the respondents use the combination approach. Several respondents also mentioned recycling/upcycling and using raw materials from the farm as a cost-effective way of renovating or building new structures. This indicates that it is not always necessary for farmers to spend large sums of money when starting an agri-tourism business. It’s recommended that farmers should choose their products based on the resources already available on the farm and expand as they are able to.

Agriculture continues to play an integral role in the growth of the economy of any country, not only as a means of livelihood for the population but also as their main source of food. Therefore, identifying strategies that can promote the productivity of agriculture is a key priority as it enhances economic wellbeing. However, as statistics reveal, the largest proportion of food production in the world is mainly attributed to small-scale farmers who are limited by a lack of resources to enhance the productivity of their farms. As a result, the farmers are often unable to purchase needed fertilizers, herbicides, and pesticides to boost production. A further finding is that, where the farmers have access to these agricultural inputs, they are still challenged in applying them appropriately as they either underutilize or overutilize the inputs. Therefore, precision agriculture and closed-loop farming are important concepts that can guarantee increased productivity of both small-scale and large farms as they ensure that resources are used effectively to support crop growth, and waste is also minimized. The aim of this chapter was to examine how advanced technologies such as big data analytics, artificial intelligence, and the Internet of Things (IoT) could be used to enhance precision agriculture and closed-loop farming in modern large-scale and small-scale agriculture. The data was collected from the review of case studies where findings showed that coupling IoT with big data analytics and artificial intelligence enhances resource usage in farms and promotes increased productivity. The findings also showed that the technologies allowed farmers to access important information regarding soil conditions and resource usage.

Future climate variation is an issue of concern both internationally and locally. Preliminary modeling, for example, Institution of Applied System Science Application (IASSA), has shown that Africa may be a critical area in terms of future climate variability and its attendant risks. Understanding how farmers from three different sites (Tshakhuma, Rabali and Tshiombo) in LimpopoProvince cope with climate risks will help us to develop strategies that can assist farmers during possible climate stress periods. In 2003/2004, Limpopo Province was severely affected by drought, especially in the Vhembe district. Vhembe district is located in a semi-arid area that is frequently troubled by dry spells, often escalating into severe drought. Such situations have compelled regular assistance from the province in the form of drought relief. Such reactive measures are, however, costly and alternative risk-reduction measures should be sought. One alternative measure to enhance adaptive capacity and possibly improve local decision-making is the provision of seasonal climate forecasts. We need to understand and measure how farmers have responded to past events, what techniques and methods are being used, including forecasts, and a range of other coping and adaptive mechanisms.Many recent efforts to reduce vulnerability to such events include improved adaptation and risk reduction. Farmers in the Vhembe district in Limpopo Province, South Africa (including Tshakhuma, Rabali and Tshiombo study sites) have developed their own local climate forecast strategies and adaptation practices during times of climate risks.

This paper investigated the impact of land ownership on farmer's livelihood in Limpopo province in South Africa. A representative sample of 300 farmers aged 16 to 65+ years (46% males and 54% females) participated in the study. The study involved Sekhukhune and Capricorn districts, with 56% farmers in Capricorn and 44% in Sekhukhune district. The following 10 local municipalities were visited: Elias Motsoaledi, Makhuduthamaga, Fetakgomo, Ephraim Mogale, Tubatse, LepelleNkumpi, Blouberg, Aganang, Polokwane, and Molemole. The results were analysed with software package for social scientists (SPSS). The following analyses were done: descriptive analysis and univariate analysis. The results showed that there is a great association among gender, employment, information of climate change, adaptation to climate change, information received through extension services, food scarcity, food security, livelihoods, land ownership and agricultural product.

The widespread increase in rural purchasing power under the Green Revolution in Asia during the 1970s was key to increased rural employment and industrialization. Studies suggested that an extra dollar of agricultural income was typically associated with an additional $0.80 of nonagricultural income from local enterprises stimulated by the spending of farm households. Studies in Africa, where the Green Revolution was harder to discern, tended to be much more pessimistic. This report revisits these issues using especially detailed panel data sets on rural consumption and incomes, collected by IFPRI and collaborating national institutions for a variety of purposes during the mid to late 1980s in Burkina Faso, Niger, Senegal, Zambia, and Zimbabwe. Results suggest that household spending of higher rural incomes from increased exports has the potential to greatly stimulate further rural income increases, on a scale that even surpasses experience in Asia. Central to this is the claim that many of the goods and services that figure heavily in rural consumption patterns in Sub-Saharan Africa are nontradables at current transport costs and prices. These include perishable fruits, vegetables, animal products, and prepared foods, services of all kinds, local handicrafts, and some bulky local starches of too low value to bear the costs of importing or exporting. By focusing on the nontradable nature of large sectors of African rural economies, the report evokes a theme central to many of IFPRI's fieldwork-based studies: why some development strategies are more effective at achieving both growth and poverty alleviation than others. Sustained growth in rural incomes that is widely spread across households is shown to be an effective way to furnish the sustained additional local purchasing power necessary to promote aggregate production of nontradable items, while increasing the incomes of large numbers of poor people. The report does not deal with the interventions necessary to start growth in rural areas, other than to illustrate that it must involve bringing new external funds into localities on a recurring basis, such as would be the case from expansion of agricultural exports.

Indicators of efficiency and incentives derived from trade theory, such as the domestic resource cost coefficient (DRC) and effective protection (EP), are generally presented as simple means. Analysis of their distributions, using farm data on millet and sorghum production from West Africa, shows them to be highly variable and, in some cases, to be significantly skewed. The analysis also shows the indicators to be highly elastic to changes in such parameters as input and output prices. If this variability is not considered when making inferences from such data, policy recommendations can be seriously misleading because they are based on different farming populations.

Two recent events have led to a re‐evaluation of the appropriate approach to agricultural development in the self‐governing and independent national states in Southern Africa. First, the support and establishment of private farmers is generally emphasized in the agricultural development policies of these states. Although no clear‐cut strategies for implementation have emerged, greater attention is being given to research on the small farmer approach which is prominent in the literature on agricultural development. Second, an investigation into the financing of agriculture in the self‐governing and independent national states has recently been concluded within the system for multilateral co‐operation between the SATBVC states. The proposals emanating from this investigation also conform with the principles of the small farmer approach. The purpose of this paper is to motivate the need for a small farmer approach, and to show how the principles of this approach can be transformed into operational policy. In this regard the design of a farmer support programme is discussed.

Some small-holders are able to generate reliable and substantial income flows through small-scale dairy production for the local market; for others, a set of unique transaction costs hinders participation. Cooperative selling institutions are potential catalysts for mitigating these costs, stimulating entry into the market, and promoting growth in rural communities. Trends in cooperative organization in east-African dairy are evaluated. Empirical work focuses on alternative techniques for effecting participation among a representative sample of peri-urban milk producers in the Ethiopian highlands. The variables considered are a modern production practice (cross-bred cow use), a traditional production practice (indigenous-cow use), three intellectual-capital-forming variables (experience, education, and extension), and the provision of infrastructure (as measured by time to transport milk to market). A Tobit analysis of marketable surplus generates precise estimates of non-participants' ‘distances’ to market and their reservation levels of the covariates — measures of the inputs necessary to sustain and enhance the market. Policy implications focus on the availability of cross-bred stock and the level of market infrastructure, both of which have marked effects on participation, the velocity of transactions in the local community and, inevitably, the social returns to agroindustrialization.

This article uses case study evidence from Makua and Manganeng, two rural villages in the Capricorn region, to investigate the effects of private and social costs, such as land degradation, on rural livelihoods in the area. Information is derived from household surveys, key informant interviews, participatory appraisal techniques, and a detailed ecological baseline study of the area. Livelihood activities such as agricultural practices (crop and livestock production), and wood and edible product gathering are included. This article attempts to synthesise the information gathered and lessons learnt from these studies, quantifies the contribution of these livelihood activities in monetary terms, and considers the implications for sustainable livelihood practices. The study finds that non-cash earnings contribute an important component of overall household income - between 40 and 50 per cent before social and opportunity costs are deducted. However, external costs significantly undermine overall earnings from natural resource-based products.
