This chapter discusses the value orientation underlying an empowerment approach to social change. Next, the author briefly describes empowerment as theory, and then examines the construct of empowerment at the individual, organizational, and community levels of analysis. A discussion of the parameters of empowerment, a brief review of relevant research, and suggestions for future research at each level of analysis are also included.
