What does the AFQT really measure: Race, wages, schooling and the AFQT score

Abstract

Recent literature on the black-white wage gap continues to show that a large residual due to race remains, and during the 1980s it grew in size. One interpretation is that the residual gap measures the existence of labor market discrimination. Another interpretation is that imbedded in the residual gap are racial differences in unobservable skills that grew during the 1980s, or that racial differences in these skills remained constant, but their returns grew. To account for these unobservable skills, researchers use the National Longitudinal Survey of Youth (NLSY). The NLSY contains the Armed Forces Qualification Test (AFQT), a direct measure of skills obtained via family and school environments. When researchers include the AFQT composite score, the black-white wage gap narrows. Doing this, they assume that the AFQT score is a racially unbiased predictor of wages. We present evidence that generates doubts that the AFQT score is racially unbiased. We first show that F-Tests reject the hypothesis that AFQT scores equally predict African American and white wages. Second, we show that a significant difference exists in the ability of variables representing family background, school quality, and psychological characteristics to estimate black and white test scores. Third, we present our estimates of the black-white wage gap using a racially unbiased AFQT composite score to control for racial differences in job skills. The score has a significant independent effect on wages, and a very small effect on the race coefficient.

We explore the contributions of Black economists to research on major economic and social policy problems in the United States. We focus on applications in education, poverty and economic mobility, and public finance to extract common themes and patterns. The major themes that emerge include (i) Black economists’ examination of individual versus structural explanations for economic outcomes, (ii) the role played by race and discrimination, (iii) the endogenous determination of race, and (iv) the nature of objectivity and positionality in economic research. A unifying theme is a willingness of many Black economists to engage critically on economic policy issues, using frameworks both from within as well as outside of mainstream neoclassical economics.(JEL A11, D72, I23, I28, I32, J15, K42)

We develop a task-based model of occupational sorting to identify and quantify the effect of discrimination, racial skill gaps, and aggregate task prices on Black-White differences in labor market outcomes over time. At the heart of our framework is the idea that the size and nature of racial barriers faced by Black workers vary by the task requirements of each job. We define a new task that measures the extent to which individuals interact with others as part of their job. We show that this measure is a good proxy for the extent of discrimination in the economy. (JEL J15, J23, J31, J71, M51)

Some theories suggest that students who anticipate discrimination in the labour market may invest more in easily observable human capital like education, to signal their productivity to employers and reduce the scope for statistical discrimination. Empirical research on this issue has been hampered, however, by a lack of direct information on anticipated labour market treatment. We use data from a unique longitudinal survey of young people in England to link student expectations of facing discrimination in the labour market to subsequent performance in high-stakes exams. Our findings suggest that the anticipation of labour market discrimination is associated with better exam performance, consistent with the view that students are seeking to counteract potential future penalties.

Objectives The objective of this study was to understand disparities in cognitive impairment between middle aged formerly incarcerated (FI) and nonincarcerated (NI) individuals. Methods The 1979 National Longitudinal Survey of Youth is a nationally representative longitudinal dataset containing information on incarceration, cognitive functioning, and other health conditions. Using a modified version of the Telephone Interview for Cognitive Status (TICS-m), adapted from the Health and Retirement Study, we analyzed the association between incarceration and cognitive impairment, cognitive impairment—not dementia, and dementia. Multivariable regression models were estimated including prior incarceration status and covariates associated with incarceration and cognitive functioning. Results FI individuals had lower unadjusted scores on TICS-m (-2.5, p<.001), and had significantly greater unadjusted odds ratios (OR) for scoring in the cognitive impairment (OR=2.4, p<.001) and dementia (OR=2.7, p<.001) range. Differences were largely explained by a combination of risk factors associated with incarceration and cognition. Education and premorbid cognition (measured by Armed Forces Qualifying Test) separately and completely explained differences in the odds of dementia. Regardless of incarceration status, Blacks and Hispanics had significantly greater odds of cognitive impairment and dementia relative to Whites, holding other factors constant. Discussion The association between prior incarceration and cognitive impairment in middle age was largely explained by differences in educational attainment and premorbid cognitive functioning, supporting the cognitive reserve hypothesis. Greater prevalence of cognitive impairment and dementia among the FI could create challenges and should be considered in reentry planning. Structural and institutional factors should be considered when addressing health disparities in ADRD.

We examine the wage effects of health insurance market regulations that compel private insurers to offer continuing coverage to beneficiaries in the United States. We model wages at various points across the career as a function of the mandated number of months of continuing coverage at labor market entrance. More generous mandated continuing coverage at labor market entrance causes an initial wage decline of 1% that reverses after five years in the labor market, leading to higher wages later in the career. In particular, wage increases are observable up to 30 years after labor market entrance. We provide suggestive evidence that increased job mobility early in the career is a mechanism for observed wage effects.

This article introduces the core constructs of stratification economics to provide a coherent explanation for the persistence of intergroup inequalities. Aligned with the critical race theory concept of “the property rights in Whiteness,” stratification economics explicitly incorporates the concepts of identity-group investment and group-based agency in the construction of identity-group hierarchies. We survey the intellectual lineage, foundations, tenets and theoretical underpinnings of stratification economics, and conclude with a treatise on inclusive economic rights as an appropriate policy frame to empower people and counteract structural inequalities generated from inter-group conflict and competition for preferred outcomes. This paper examines how group‐based assessments concerning employee ability impact employee compensation. The employer learns about worker ability through Bayesian updating, creating an additional channel for wage growth that is not available to those workers with only general labor market experience. Consistent with the model's predictions, results from National Longitudinal Survey of Youth (NLSY) indicate that black workers fare much better relative to white workers in returns to tenure than in returns to experience. Finally, parameter estimates in the structural model suggest that employers initially undervalue black males but that their wages rise with learning by employers over time.

The wage differential between black and white men fell from 40 percent in 1960 to 25 percent in 1980. It has been argued that this convergence reflects improvements in the relative quality of black schools. To test this hypothesis, the authors assembled data on pupil-teacher ratios, annual teacher pay, and term length for black and white schools in the eighteen segregated states from 1915 to 1966. These data are linked to estimated returns to education for Southern-born men from different cohorts and states in 1960, 1970, and 1980. Improvements in the relative quality of black schools explain 20 percent of the narrowing of the black-white earnings gap between 1960 and 1980. This paper shows a widening in black-white earnings and employment gaps among young men from the mid-1970s through the 1980s. Earnings gaps increased most among college graduates and in the Midwest, while gaps in employment-population rates grew most among dropouts. The authors attribute the differential widening to shifts in demand for subgroups due to shifting industry and regional employment, the falling real minimum wage and deunionization, the growing supply of black to white workers that was marked among college graduates, and to increased crime among dropouts. The different factors affecting subgroups highlight the economic diversity of black Americans. We give semiparametric identification and estimation results for econometric models with a regressor that is endogenous, bound censored and selected,called a Tobin regressor. First, we show that true parameter value is set identified and characterize the identification sets. Second, we propose novel estimation and inference methods for this true value. These estimation and inference methods are of independent interest and apply to any problem where the true parameter value is point identified conditional on some nuisance parameter values that are set-identified. By fixing the nuisance parameter value in some suitable region, we can proceed with regular point and interval estimation. Then, we take the union over nuisance parameter values of the point and interval estimates to form the final set estimates and confidence set estimates. The initial point or interval estimates can be frequentist or Bayesian. The final set estimates are set-consistent for the true parameter value, and confidence set estimates have frequentist validity in the sense of covering this value with at least a prespecified probability in large samples. We apply our identification, estimation, and inference procedures to study the effects of changes in housing wealth on household consumption. Our set estimates fall in plausible ranges, significantly above low OLS estimates and below high IV estimates that do not account for the Tobin regressor structure.

This handbook is not intended as a manual of comparative theology. Death, which touches every one of us several times during our own lives, is associated with beliefs, rituals and traditions which vary widely between different ethnic groups. Within each of those groups there is the whole spectrum of observance, from the ultra-orthodox to the non-believing, non-practising atheist or agnostic. However, the death of a nonbeliever may have great impact on religious members of the family, and non-observance of religious laws may be a cause of anguish, shame and family disagreement.

This paper examines whether the "stretching" (increased variance of wages) of the skill distribution during the 1980s explains the growth in within-group white-black wage gaps. The paper also develops a skill-specific decomposition that measures the stretching's contribution to the wage gap's growth at various skill levels of the distribution. The "local" nature of the skill-specific decomposition breaks the correlation between changes in the position of blacks in the white residual distribution and changes in the variance of wages, thus yielding unbiased estimates of the degree to which the stretching explains changes in the wage gap. The paper shows that if the wage distribution's stretching is an important contributor to the overall wage gap's growth, its greatest impact is at the middle and upper portions of the skill distribution. For wage gaps within education and experience categories, the stretching's contribution is greatest at the tails of the skill distributions.

Over a decade ago, Wilson (1980) argued that race was declining in significance as a determinant of economic rewards. In response to his critics, he asserted that young Blacks in the 1970s were closing the earnings gap with their White counterparts; he gave no indication that he thought the trend toward racial parity in earnings would reverse. We tested Wilson's assertion by comparing the net effect of race on hourly wages for two cohorts of young workers. We also decomposed the racial gap in hourly wages into a discrimination component and a nondiscrimination component. Our samples were taken from the Panel Study of Income Dynamics in 1976 and 1985. Contrary to Wilson's proposition, we show that: (1) The effect of race, net of controls, increased during this time, and (2) the proportion of the racial gap in hourly wages due to discrimination (i.e., not explained by racial differences in measured qualifications) increased between 1976 and 1985. We contend that the government's retreat from anti-discrimination initiatives in the 1980s resulted in organizational discrimination against Blacks and contributed to a reversal in the postwar trend toward racial parity in earnings.

Many attempts to measure the wage effects of current US labor market discrimination against minorities include controls for worker productivity that could themselves be affected by market discrimination and are very imprecise measures of worker skill. The authors' approach is a parsimoniously specified wage equation that controls for skill with the score of a test administered as teenagers prepared to leave high school and embark on work careers or postsecondary education. They find that this one test score explains all of the black-white wage gap for young women and much of the gap for young men. For today's young adults, the black-white wage gap primarily reflects a skill gap, which in turn can be traced, at least in part, to observable differences in the family backgrounds and school environments of black and white children.

The current article argues that the labor pattern of black women may be properly viewed within a trisectoral segmentation of the labor market. A three-phase characterization of their relative earnings behavior over the postwar period is implied. Empirical evidence lends support to the basic hypothesis of an acceleration in black female earnings growth, relative to white males and females, during the intermediate post-1964 period, but a decline thereafter. The quadratic trend model and its logistic transformation were found to fit the earnings patterns rather well. Projections based upon these models suggest that present trends do not bode well for major gains in black female median earnings relative to those of white men and women in the near future.

This paper presents evidence on the quality of schooling by race and ethnic origin in the United States. Although substantial racial segregation across schools exists, the average pupil-teacher ratio is approximately the same for black and white students. Hispanic students, however, on average have 10 percent more students per teacher. Relative to whites, blacks and Hispanics are less likely to use computers at school and at work. The implications of these differences in school quality for labor market outcomes are examined. We conclude by examining reasons for the increase in the black-white earnings gap since the mid-1970s.
