Does smart city policy improve corporate green technology innovation? Evidence from Chinese listed companies

As a new pattern of urbanization, smart cities offer a set of initiatives to achieve a win-win situation for both environmental protection and economic development. This paper aims to explore the influence of smart city policy (SCP) on green technology innovation (GTI) by Chinese listed enterprises. Employing the difference-in-differences (DID) approach, the results show that SCP promotes enterprises’ GTI. This finding remains valid after various robustness tests, which include the parallel trend test, PSM-DID, placebo test, the substitution of estimation model, replacement of dependent variable, and the exclusion of the impacts of other policies. Additional tests reveal that SCP improves GTI through government environmental subsidy, corporate environmental awareness, and research and development investments. Furthermore, the heterogeneity analysis suggests that our findings are more prominent in subsamples during the growth stage, in high-tech industries, and in eastern regions. Our research is vital to the urban ecological environment and high-quality economic development.

This paper evaluates the impact of the Smart City Pilot Program (SCPP) on enterprise total factor productivity (TFP) in China, using a robust analytical framework and the difference-in-differences methodology. The study leverages data from 2010 to 2019 across various Chinese cities that have implemented SCPP initiatives aimed at fostering urban technological integration and innovation. Our findings indicate that SCPP significantly enhances TFP within enterprises, particularly through the mechanisms of technological spillovers, improved urban infrastructure, and government policy support. The program has notably spurred innovation and efficiency in resource allocation, contributing to the sustainable growth of enterprises involved in or supported by these urban projects. By systematically analyzing the interplay between public policy and enterprise productivity, the study sheds light on the transformative potential of smart cities within the knowledge economy framework. Additionally, the research discusses the role of policy adaptability and regional variations in achieving optimal outcomes, providing valuable insights for policymakers and urban planners aiming to replicate this success in other contexts. This paper not only advances the theoretical understanding of how technology-driven urban policies can catalyze economic productivity but also offers practical implications for enhancing the efficacy of smart city programs globally.

While green practices are widely recognized to promote environmental health, the context of ‘manufacturing enterprises’ green innovation’ (MEGI) and the interplay of factors influencing such practices have received limited attention in the literature. This study explored the dominant factors and mechanisms of manufacturing enterprises’ green innovation practices in China from the lens of the new institutional and the stakeholder theories. The study utilized hierarchical regression and correlation techniques to analyze dataset obtained from 214 Chinese manufacturing companies. The results of the study show that: (1) green innovation normative and green innovation imitation correlate positively with enterprises’ green practices; (2) both innovative resources and capabilities have a strong positive correlation with enterprises’ green innovation; (3) pressure from major stakeholders and secondary stakeholders have a moderate positive effect on green innovation; (4) the executives’ environmental awareness positively regulates the relationship between green innovation normative and green imitation pressure, innovative resources, stakeholder pressure, secondary stakeholder pressure, and enterprise green innovation; and (5) the interaction between enterprise innovation capabilities and executive environmental awareness has a significant negative effect on manufacturing enterprises green innovation initiatives. Theoretically, the findings of this study deepen the strand of empirical studies on green innovation and build a rigorous foundation for the application of the new institutional and stakeholder theories. The study also proffers practical insights for managerial decision-making on green innovation.

The existing research shows that when facing the trade-off between economic benefits and green innovation, enterprises often prioritize economic gains, and how to promote enterprise green innovation (EGI) has become a pressing issue that needs to be solved at this stage. Against this backdrop, China’s Civilized City Construction (CCC) policy, which emphasizes the coordinated development of economic, political, ecological, and spiritual civilization, places higher demands on enterprise environmental behaviors. This creates an opportune moment to investigate the relationship between urban governance policies and EGI. In this study, we employ a Difference-in-Differences (DID) model to examine whether the CCC policy can promote EGI and reveal its underlying mechanisms. The research findings indicate that CCC significantly promotes EGI. The policy improves EGI levels by strengthening regional environmental regulations and increasing environmental subsidy levels. This finding provides lessons for advancing enterprise sustainability strategies and new perspectives for global urban governance policy formulation and implementation.

Although the maturity matching theory argues that easing information asymmetry risk contributes to reducing mismatches, the role of non-financial information disclosure in this process remains unclear. This paper investigates the relationship between environmental, social, and governance (ESG) disclosure and the phenomenon of companies using short-term loans for long-term investments. Using data from companies listed in the Chinese Stock Exchanges, we demonstrate that: (1) ESG disclosure effectively reduces the incidence of maturity mismatches, mainly due to improved environmental performance and governance capacity rather than increased social responsibility; (2) There is significant heterogeneity in the effect of ESG disclosure on investment-financing maturity mismatches, which is associated with differences in companies’ ownership structures, innovation capabilities, and financing accessibility; (3) Improvement in company financing capacity, including higher equity liquidity, more optimized debt structure, and lower debt cost, explains the source of ESG’s contributions; (4) Further analysis shows that while the reduction in maturity mismatch risk arising from ESG disclosure improves companies’ productivity and competitiveness, its influence on cross-regional investment and investment efficiency is limited.

Assessing the impact of transforming resource-based cities (RBCs) through scientific evaluation is a crucial approach to gauge the efficacy of implementation of national locational policies. Drawing upon panel data encompassing 113 RBCs over the period 2006 to 2020, this study employs the difference-in-differences (DID) model to systematically evaluate the impact of location-oriented policies, represented by the “National Resource-Based Economic Transformation Comprehensive Supporting Reform Pilot Zone” (CRPZ), on the trajectory of green transition development (GTD) within RBCs. The results indicate, firstly, that the CRPZ has facilitated the GTD of RBCs, and a series of robustness tests confirm this conclusion, revealing a stimulating effect that evolves from initial suppression to subsequent promotion. Secondly, CRPZ can drive the GTD of RBCs by optimizing industrial structure and enhancing innovation capability, which shows that different marginal utilities are observed in its impact on the GTD of RBCs. Finally, the effectiveness of the CRPZ in promoting the GTD of RBCs is influenced by the degree of resource dependence, with a more pronounced impact on cities with higher levels of resource dependence. The conclusions of this study provide valuable insights for the ongoing evaluation of location-oriented policies and the promotion of GTD in RBCs.

Consumer behavior and sustainability are among topics that have recently received a lot of interest among social and academic circles, as there has been a significant increase in studies that discuss these topics. So, expanding knowledge and providing a comprehensive perspective on this topic is necessary. This paper brings together 1479 articles on consumer behavior and sustainability published over 27 years (1995-July, 2023) in the Scopus database, subjected to bibliometric analysis and content analysis. The results show that the number of publications has gradually increased, and the most contributing countries are the USA, China, and Italy, which contributed about 36% of the total number of publications. The USA has gone from a publication in 1997 to 23 publications in 2023, which may increase significantly by the end of the year. The results also reveal that consumer behavior is a significant factor in promoting sustainability. We identified the evolution of the topic's most frequently used keywords and hotspots by analyzing keywords over three periods. The study results confirm that researchers have increased their focus on consumer behavior and sustainability, especially in the third phase. The results provide valuable insights for researchers, policymakers, and practitioners interested in understanding and promoting responsible consumption and sustainable development. Overall, this study contributes to the existing literature by providing a comprehensive overview of the research landscape on consumer behavior and sustainability while outlining future research directions.

This study explores the impact of government informatization construction on corporate digital technology innovation. It uses the integration of informatization and industrialization pilot zones in China as a quasi-natural experiment of government informatization construction, and construct a difference-in-differences model. Based on a sample of Chinese A-share corporations from 2007 to 2021, the empirical findings reveal that government informatization construction significantly promotes corporate digital technology innovation by enhancing corporate attention to digital technologies and reducing transaction costs. Furthermore, the positive impact is more pronounced in the southern regions and regions with stronger intellectual property protection and high-tech and digital economy industries, as well as mature-stage corporations and corporations with higher levels of digital technology innovation. These findings provide valuable insights for implementing informatization policies and facilitating corporate digital technology innovation.

The impact of Smart City Pilot (SCP) policies on mitigating industrial pollution in urban areas remains a topic of ongoing debate in existing literature. This study systematically examines the influence of SCP initiatives on urban industrial pollution, using three waves of SCP implementation in China as a quasi-natural experiment. Employing the time-varying difference-in-differences method and a spatial econometric model, the research investigates the efficacy of SCP in reducing industrial pollution based on a panel dataset comprising 259 cities in China over the period 2011–2019. The study yields several key findings: A significant downward trend in China’s industrial pollution intensity was observed during the study period. Moreover, SCP not only contributes to the reduction of industrial pollution within local cities but also exerts a suppressive effect on industrial pollution in neighboring cities, attributable to a spatial spillover phenomenon. The reduction in urban industrial pollution through SCP is realized via the mechanism of advancing industrial structure. Heterogeneity analysis reveals that SCP’s most substantial inhibitory effect, with the largest marginal contribution, is observed in cities characterized by lower levels of digital economy development, smaller to medium-sized populations, and those located in the northeastern regions of China. These findings enrich the research perspective on SCP’s influence on sustainable industrial development, offering insights for developing nations like China to achieve a “win–win” scenario of economic growth and environmental enhancement in urban settings.

As an essential means of reducing environmental stress, corporate innovation faces financial pressure and financial risk; so, whether corporate innovation contributes to environmental performance is related to the firm’s external capital environment (financing constraints and government subsidies). This study explores the relationships between corporate innovation, environmental performance, and the external capital environment using 1127 observations of China’s energy-intensive public companies from 2012 to 2020. The outcomes indicate that corporate innovation has a significant positive impact on environmental performance. Financing constraints provide a negative moderation of the relationship between corporate innovation and environmental performance, while government subsidies provide a positive moderation. That is, firms with high financing constraints are less likely to increase their environmental performance by innovation, while firms with high government subsidies enhance the positive influence of corporate innovation on environmental performance. The moderating effect of financing constraints varies at different levels of government subsidies, i.e., high levels of government subsidies diminish the negative moderating effect of the financing constraints between corporate innovation and environmental performance. This study’s conclusions provide a reference for the government in formulating corporate innovation subsidies and financial policies and a basis for the decision-making behaviors of enterprises regarding environmental protection and economic development.

To study the effect of green industrial policies comprehensively, this paper takes uses a sample of Chinese Shanghai and Shenzhen A-share listed companies from 2008 to 2019 to study the impact of local governments’ environmental emphasis on corporate green innovation. The results show that local governments’ environmental emphasis has a significant positive impact on the number of green patents of enterprises. More importantly, local governments’ environmental attention mainly plays its role by improving the environmental protection awareness of corporate executives and increasing environmental protection subsidies. In addition, the effect of local governments’ environmental emphasis is more pronounced in state-owned enterprises, firms with low financing constraints, and heavily polluting firms. Further research finds that local governments’ environmental emphasis has a significant role in promoting the number of green invention patents and non-invention patents, but only green invention patents enhance the intrinsic value of enterprises.

As a sustainable urban design, innovative city pilots offer a way for developing countries to achieve carbon reduction goals. To date, a total of 78 innovative cities have been established in China. In this context, this study examines whether innovative city construction can contribute to meet carbon mitigation targets. On the basis of expounding the mechanism of innovative city pilots on carbon emissions, the multiperiod difference in differences method is applied to investigate the average treatment effect and the mediating effect model is used to validate the transmission mechanism. The results show that innovative city pilots significantly reduce carbon emissions. Compared to nonpilot areas, the pilot areas reduce carbon emissions by 15%. Specifically, technological innovation is the primary channels for innovative city pilots to influence carbon emissions but industrial structure effect does not work. Furthermore, the superimposed effect analysis indicates that the carbon reduction effect of the city as both innovative city pilot and other pilot (low‐carbon pilot, broadband China pilot, intellectual property pilot) is greater than that of a single pilot. Results of heterogeneity analysis indicate that carbon mitigation efforts are more effective in central and western cities, nonmega cities, resource‐based cities and cities with high human capital and financial development. In addition, the pilot policy has a positive spatial spillover effects on carbon reduction in cities with geographical proximity and economic ties. These results can contribute to precisely assess the environment benefits of promoting innovative city pilot projects and provide a decision making reference for fighting climate change in the era of knowledge economy.

Enterprises need to innovate business strategies to deal with the negative effects of low‐carbon development, among which digital transformation is an important breakthrough technology. This paper discusses the impact of low‐carbon development on enterprises' digital transformation. Theoretical analysis shows that environmental regulations driven by low‐carbon development have the compensatory effect of stimulating enterprise digital transformation to mitigate misallocation of capital and labor, especially for enterprises with higher productivity. In addition, both the construction of network infrastructure and the development of digital finance can strengthen the incentives for enterprises' digital transformation. The empirical tests based on Chinese A‐share listed enterprises show that the degree of enterprises' digital transformation increases by 0.0122 standard deviation for every one standard deviation reduction in regional carbon emission intensity. These results deepen the understanding of the relationship between green development and microenterprise digitalization.

This research constructs a double difference model to test the impact of LCCP on green innovation by using urban panel data of 276 cities in China from 2005 to 2019. Findings show that LCCP effectively improves the level of green innovation performance, and the conclusion is robust. Its effect is more obvious in cities with high scientific and educational levels as well as big cities or eastern cities of the country. LCCP enhances the performance of urban green innovation by driving technological innovation, upgrading the industrial structure, and optimizing urban public services. This research is significant for realizing high-quality economic development.

This paper investigates how the digital transformation of firms affects their risk-taking in China. By using a panel of Chinese listed companies from 2007 to 2020, we find that digital transformation has a significant positive effect on corporate risk-taking. Furthermore, we show that digital transformation promotes corporate risk-taking by improving firms’ operating flexibility and financing availability. Besides, the effect is more pronounced for non-state-owned firms and the firms operating in developed regions. Our findings provide insights on how digital transformation shapes corporate policies and supplement the existing literature in the determinants of corporate risk-taking.

Developing countries constantly face the predicament of how to achieve the common progress of economic growth and environmental protection, and smart city construction may be the key. This study takes a smart city pilot policy in China as the starting point, and systematically evaluates the effects of smart city construction on energy saving and CO2 emission reduction using a progressive difference-in-differences method. The research conclusions show that: 1. Smart city construction has significantly reduced per capita CO2 emissions, with a reduction effect of approximately 18.42 logarithmic percentage points. This conclusion remains valid in the placebo test, instrumental variable method, and a series of robustness verifications. 2. There is an inverted U-shaped relationship between energy efficiency and per capita CO2 emissions, and most cities in China have crossed the inflection point; smart city construction achieves energy savings and reduces per capita CO2 emissions by improving energy efficiency. 3. The effect of smart city construction on CO2 emission reduction is more obvious in cities with higher administrative levels, higher levels of neutral technological progress and green innovation, and higher levels of advanced industrial structure. This research provides an empirical basis for how developing countries or regions can move toward sustainable development through digital and intelligent transformation and demonstrates the importance of providing new infrastructure construction such as smart cities from the perspective of a low-carbon economy.

Acquiring innovation through M&A is subject to information frictions, as assessing the value of innovative targets is a challenging task. We find an inverted U-shaped relation between firm innovation and takeover exposure; equity usage increases with target innovation; and the deal completion rate drops with innovation. We develop and estimate a model of acquiring innovation under information frictions, featuring endogenous merger, innovation, and offer composition decisions. Our estimates suggest that acquirers’ due diligence reveals only 30% of private information possessed by targets. Eliminating information frictions increases capitalized merger gains by 59%, stimulates innovation, and boosts productivity, business dynamism, and social welfare.

In this paper, we explore the effects of China's green credit policy on highly polluting enterprises' green radical and incremental innovations. Utilizing the data of China's listed firms from 2007 to 2019, the empirical results show that green credit policy improves the overall and incremental green innovations but impedes the radical green innovation of highly polluting enterprises. Local governments' interventions, including direct intervention and environmental investment, not only mitigate the negative impact of the policy on radical innovation but also facilitate the positive effects. Our findings provide suggestions for the implementation of China's green credit policy.

Innovation is a key source of economic development, and arguably the driving engine of urban economic development. Based on a quasi-natural experiment of national smart city construction, this paper investigates the urban innovation effect of policy using the multi-phase differences-in-difference model. The results show that implementing a smart city construction policy improves the urban innovation output, and that the effect on the degree of urban innovation was relatively significant after implementation. A further heterogeneity analysis showed that smart city development in different regions has different impacts on urban innovation; specifically, compared with the central and western regions, smart city construction in eastern China was seen to have a higher impact on urban innovation output. Moreover, the findings also demonstrated that smart city construction policies have different impacts on urban innovation output in cities of different urban scales. Namely, applying the smart city construction policy to medium-sized cities will exert a positive effect on urban innovation. This study aims to contribute to the promotion of urban development, the improvement of urban innovation capacity.
