Introduction
Tugberk Kaya is an associate professor at Rauf Denktas University. He has a PhD in Innovation and Knowledge Management and completed his second PhD in Information Systems. He was a member of the board of the e-government management committee, which works under the prime ministry. His professional interests are e-government, knowledge management, social media and process innovation.
