Integrated Air Traffic Management and Avionics Systems (CNS+A) for Environmentally Sustainable Aviation

Abstract

This invited paper discusses the role of Air Traffic Management (ATM) and avionics systems R&D in enhancing the environmental sustainability of the aviation sector. The aim is to disseminate recent research outcomes and to identify opportunities for industrial innovation in strategic areas, such as future systems for Air Traffic Flow Management (ATFM), Dynamic Airspace Management (DAM) and cooperative/non-cooperative surveillance. Starting from SESAR/NextGen top-level operational and technical requirements, this paper presents integrated Communication, Navigation and Surveillance/ATM and Avionics (CNS+A) system architectures implementing 4-Dimensional Trajectory Optimisation (4DTO) algorithms, data link communications and enhanced surveillance technologies, as well as adaptive cognitive forms of Human-Machine Interface and Interaction (HMI2), allowing the automated negotiation and validation of aircraft intents for safer and more efficient ATM operations. As an integral part of this CNS+A evolutionary process, specific requirements for Unmanned Aircraft Systems (UAS) navigation, communication and cooperative/non-cooperative Sense-and-Avoid (SAA) are being addressed in order to allow the safe and unrestricted access of UAS to all classes of airspace.

Abstract and Bio-Notes
This paper discusses key contemporary issues in Air Traffic Management (ATM) and avionics systems research
focussing on one of the crucial challenges currently faced by the aviation industry: addressing the
environmental sustainability of the sector in an era of steady air traffic growth. The aim is to foster opportunities
for industrial innov ation and multidisciplinary research collaboration in areas of strategic interest such as future
systems for Air Traffic Flow Management (ATFM), Dynamic Airspace Management (DAM) and cooperativ e/non-
cooperativ e surveillance, tow ards establishing a coherent framework for the ev olution of the ATM sector in the
Asia-Pacific region and globally. Starting from SESAR/NextGen top-lev el operational and technical
requirements, this paper discusses recent adv ances in integrated Communication, Nav igation and
Surveillance/ATM and Av ionics (CNS+A) architectures implementing 4-Dimensional Trajectory Optimisation
(4DTO) algorithms, data link communications and enhanced surveillance technologies, as well as adaptive and
cognitive forms of Human-Machine Interface and Interactions (HMI 2), allowing the automated negotiation and
validation of aircraft intents for safer and more efficient air transport operations. As an integral part of this
CNS+A ev olutionary process, specific requirements for Unmanned Aircraft Systems (UAS) navigation,
communication and cooperative/non-cooperative Sense-and-Avoid (SAA) are being addressed in order to
allow the safe and unrestricted access of UAS to all classes of airspace. It is estimated that over 25% of
potential environmental gains (both in terms of gaseous emissions and noise reduction) can be achiev ed by
introducing new CNS+A technologies and associated operational procedures. While these technologies are
maturing v ery rapidly, their potential cannot be fully exploited without addressing the essential evolutions of the
associated regulatory frameworks and, in particular, the harmonisation of safety, security and interoperability
requirements affecting the design and operation of future CNS+A systems.
Roberto (Rob) Sabatini is a Professor of Aerospace Engineering and Aviation Systems at RM IT University
(Australia) with more than 25 years of experience in the aerospace industry and in academia. He is an expert in
Air Traffic M anagement (ATM), avionics and Unmanned Aircraft Systems (UAS), w ith specific hands-on
competence in aeronautical Communication, Navigation and Surv eillance (CNS), flight Guidance, Navigation
and Control (GNC), aviation human factors engineering (cognitiv e HMI, human-machine teaming and trusted
autonomy), and multi-sensor data fusion for civ il and military applications. Currently, Rob is the Head of Group
for I ntelligent Transport & Mission Systems and the Research Program Leader for Aviation and Aerospace
Systems. Additionally, he leads the Air Traffic M anagement (ATM) and Aircraft/Autonomous Systems
Laboratories in the Sir Lawrence Wackett Aerospace Research Centre. Before joining RMI T Univ ersity, Rob was
the Program Manager of Cranfield Univ ersity’s task-force working to the European Union Clean Sky Joint
Technology Initiative for Aeronautics and Air Transport (Systems for Green Operations Integrated Technology
Demonstrator Greener Aircraft Trajectories Under ATM Constraints) and led the research team working on the
development of ATM and Av ionics Systems compliant with SESAR and NextGen requirements. Rob receiv ed
sev eral scientific and academic awards including the SARES (Sustainable Aviation Research Society) Science
Award (2016), the SAE Arch T. Colwell Merit Award for a journal article on “Systems for Green Operations” (best
aerospace paper published in 2013), and the NATO Research & Technology Organisation (RTO) Scientific
Achiev ement Award (2008). Rob is a Fellow of the Royal Institute of Navigation, a Senior Member of the Institute
of Electrical and Electronic Engineering, a Senior Member of the American I nstitute of Aeronautics and
Astronautics, and a Life Member of the Armed Forces Communications and Electronics Association.
Additionally, Rob holds various positions in the editorial boards of prestigious international journals, including
Technical Editor for the IEEE Transactions on Aerospace and Electronic Systems, Senior Editor for the Journal of
Intelligent and Robotic Systems, Associate Editor for Aerospace Science and Technology, Associate Editor for
the Journal of Test and Evaluation, and Associate Editor (Avionics) for the I EEE Aerospace and Electronic System
Society “Systems” Magazine.

Life cycle management offers a holistic view of the design, development, operation, and decommissioning phases of all transport system components. Considering the general needs for an optimal balance between growth and environmental sustainability in air transportation, this paper introduces the concept of green life cycle management. The study implements a systems engineering approach, aiming to extend the knowledge-base of systems engineering and sustainable aviation, and providing critical insights into the application of the former and the implementation of the latter. Hence, the W methodology is proposed, being the first of its kind that links system design to a series of tests that simultaneously encompass verification, validation and environmental impact assessments. The methodology is validated through a case study of San Francisco International Airport, concluding that through its correct implementation, future developments can significantly improve the environmental sustainability of the aviation sector.

In recent years Air Traffic Flow Management (ATFM) has become pertinent even in regions without sustained overload conditions caused by dense traffic operations. Increasing traffic volumes in the face of constrained resources has created peak congestion at specific locations and times in many areas of the world. Increased environmental awareness and economic drivers have combined to create a resurgent interest in ATFM as evidenced by a spate of recent ATFM conferences and workshops mediated by official bodies such as ICAO, IATA, CANSO the FAA and Eurocontrol. Significant ATFM acquisitions in the last 5 years include South Africa, Australia and India. Singapore, Thailand and Korea are all expected to procure ATFM systems within a year while China is expected to develop a bespoke system. Asia-Pacific nations are particularly pro-active given the traffic growth projections for the region (by 2050 half of all air traffic will be to, from or within the Asia-Pacific region). National authorities now have access to recently published international standards to guide the development of national and regional operational concepts for ATFM, geared to Communications, Navigation, Surveillance/Air Traffic Management and Avionics (CNS+A) evolutions. This paper critically reviews the field to determine which ATFM research and development efforts hold the best promise for practical technological implementations, offering clear benefits both in terms of enhanced safety and efficiency in times of growing air traffic. An evolutionary approach is adopted starting from an ontology of current ATFM techniques and proceeding to identify the technological and regulatory evolutions required in the future CNS+A context, as the aviation industry moves forward with a clearer understanding of emerging operational needs, the geo-political realities of regional collaboration and the impending needs of global harmonisation.

This paper explores the potential of integrating Global Navigation Satellite System (GNSS) Avionics Based Integrity Augmentation (ABIA) functionalities in Unmanned Aerial Systems (UAS) to perform mission planning and real-time trajectory optimisation tasks. In case of mission planning, a pseudo-spectral optimization technique is adopted. For real-time trajectory optimisation a Direct Constrained Optimisation (DCO) method is employed. In this method the aircraft dynamics model is used to generate a number of feasible flight trajectories that also satisfy the GNSS integrity constraints. The feasible trajectories are calculated by initialising the aircraft dynamics model with a manoeuvre identification algorithm. The performance of the proposed GNSS integrity augmentation and trajectory optimisation algorithms was evaluated in representative simulation case studies. Additionally, the ABIA performance was compared with Space-Based and Ground-Based Augmentation Systems (SBAS/GBAS). Simulation results show that the proposed integration scheme is capable of performing safety-critical UAS tasks (CAT III precision approach, UAS Detect-and-Avoid, etc.) when GNSS is used as the primary source of navigation data. There is a synergy with SBAS/GBAS in providing suitable (predictive and reactive) integrity flags in all flight phases. Therefore, the integration of ABIA with SBAS/GBAS is a clear opportunity for future research towards the development of a Space-Ground-Avionics Augmentation Network (SGAAN) for UAS SAA and other safety-critical aviation applications.

In this paper, trajectory optimisation algorithms developed specifically for the Global Navigation satellite System (GNSS) Avionics-Based Integrity Augmentation (ABIA) system are presented. The ABIA system is designed to increase the levels of integrity and accuracy (as well as continuity in multi-sensor data fusion architectures) of GNSS in a variety of mission-and safety-critical aviation applications. The trajectory optimisation algorithms can be employed both for flight planning as well as real-time optimisation of manned and unmanned aircraft for all flight phases. Three and six Degrees-of-Freedom (3-DoF/6-DoF) aircraft dynamics models are adopted to generate a number of feasible flight trajectories that also satisfy the GNSS constraints. A detailed simulation case study is presented to evaluate the performance of trajectory optimisation algorithms for GNSS integrity augmentation using an AIRBUS A320 3-DoF aircraft dynamics model. Results confirm that the employed trajectory optimisation algorithms are capable of supporting high-integrity tasks when GNSS is used as the primary source of navigation data.

In recent years, the degree of vehicle automation is continuously increasing in all modes of transport. Automated Guided Transport (AGT) systems, which were conceptualised a couple of decades ago are now being realised as unmanned aircraft systems and autonomous ground/sea vehicles. Autonomous ground vehicles are an emerging tool that provide a safer, more cost-effective and sustainable alternative to traditional methods. Furthermore, they offer the capability to detect, alert and compensate for any deviations from the required system performance. In this paper, the system architecture and mathematical modeling of a Global Navigation Satellite System (GNSS) based Navigation and Guidance System (NGS) for autonomous airport surface vehicle operations is presented. Specifically, an integrity augmentation system is implemented in the NGS by modeling the key GNSS error sources (including masking, multipath and signal attenuation). The GNSS based integrity augmentation system is designed to be capable of monitoring the Required Navigation Performance (RNP) and providing usable and timely alerts (by the generation of caution and warning flags). The system is also capable of issuing suitable steering commands to an on-board trajectory re-optimization module; in the event of GNSS signal degradations or losses. One of the key focuses is on modelling the multipath error, which is determined using a ray tracing algorithm. The vehicle position error is obtained as a function of relative geometry between the satellites, receiver antenna and reflectors in realistic airport ground operation environment. Additionally, the airside surface vehicle dynamics and reflective surfaces of buildings located in the airport premises are modelled in order to simulate a 2D trajectory (assuming a flat surface) in a representative airport scenario. Simulation results corroborate the validity of the mathematical models developed for the GNSS based integrity augmentation system, as well as the capability of the system to generate predictive and reactive alerts.

This paper explores the synergies between a novel Global Navigation Satellite System (GNSS) Avionics-Based Integrity Augmentation (ABIA) system and current Space and Ground Based Augmentation Systems (SBAS and GBAS). The ABIA Integrity Flag Generator (IFG) is designed to provide caution and warning integrity flags (in accordance with the specified time-to-caution and time-to-warning requirements) in all relevant flight phases. The ABIA IFG performances are assessed and compared with the SBAS and GBAS integrity flag generation capability. Simulation case studies are presented using the TORNADO-IDS platform and they provide insights on possible mutual benefits attainable by integrating ABIA with SBAS and GBAS systems. The results show that the proposed integrated scheme is capable of performing high-integrity tasks when GNSS is used as the primary source of navigation data. Furthermore, it is evident that there is a clear synergy of ABIA with SBAS and GBAS in providing suitable (predictive and reactive) integrity flags in all flight phases. The introduction of dedicated software functions for separation assurance and collision avoidance in Next Generation Flight Management Systems (NG-FMS) has the potential to enable significant advances in the Unmanned Aircraft System (UAS) Traffic Management (UTM) operational context. In this paper, key elements of the NG-FMS architecture are presented that allow planning and optimisation of 4-dimensional trajectories. The NG-FMS is designed to be fully interoperable with a future ground based 4DT Planning, Negotiation and Validation (4-PNV) system, enabling automated Trajectory/Intent-Based Operations (TBO/IBO). This paper addresses one of the key technological challenges for integrating UAS in non-segregated airspace by implementing suitable hardware and software (data fusion) techniques for cooperative and non-cooperative separation assurance and collision avoidance tasks. The sensor/system providing the most reliable separation maintenance and collision avoidance solution is automatically selected and this approach provides robustness in all flight phases supporting all-weather and trusted autonomous operations. The mathematical algorithms employed in the unified approach to cooperative and non-cooperative separation assurance and collision avoidance scenarios are presented. In this method, navigation and tracking errors affecting the host platform and intruder sensor measurements are translated to unified range and bearing uncertainty descriptors. Simulation case studies are presented, including UTM elements such as dynamic geo-fencing, and the results corroborate the validity of separation assurance and collision avoidance algorithms for the considered mission-and safety-critical tasks.

This paper presents Multi Objective Trajectory Optimization (MOTO) algorithms that were developed for integration in state-of-the-art Air Traffic Management (ATM) and Air Traffic Flow Management (ATFM) systems. The MOTO algorithms are conceived for the automation-assisted replanning of 4-Dimensional Trajectories (4DT) when unforeseen perturbations arise at strategic and tactical online operational timeframes. The MOTO algorithms take into account updated weather and neighbouring traffic data, as well as the related forecasts from selected sources. Multiple user-defined operational, economic and environmental objectives can be integrated as necessary. Two different MOTO algorithms are developed for future implementation in ATM systems: an en-route variant and a Terminal Manoeuvring Area (TMA) variant. In particular, the automated optimal 4DT replanning algorithm for en-route airspace operations is restricted to constant flight level to avoid violating the current vertical airspace structure. As such, the complexity of the generated trajectories reduces to 2 dimensions plus time (2D+T), which are optimally represented in the present 2D ATM display formats. Departing traffic operations will also significantly benefit from MOTO-4D by enabling steep/continuous climb operations with optimal throttle, reducing perceived noise and gaseous emissions.

Unmanned Aircraft System (UAS) navigation in urban environments using Global Navigation Satellite System (GNSS) as a primary sensor is limited in terms of accuracy and integrity due to the presence of antenna masking and signal multipath effects. In this paper, a GNSS Aircraft-Based Integrity Augmentation (ABIA) system is presented. This system relies on detailed modeling of signal propagation and multipath effects to produce predictive and reactive alerts (cautions and warnings) in urban environments. The model predictive capability is then used to augment path-planning functionalities in the UAS Traffic Management (UTM) context. The models of the presented system are corroborated by performing simulation case studies in typical urban canyons, wherein positioning integrity is degraded by multipath and masking.

The design, development, test and evaluation of Unmanned Aerial Systems (UAS) are evolving to meet the requirements for integration into civil airspace. These requirements fall under the umbrella of Communications, Navigation, Surveillance and Air Traffic Management (CNS/ATM), the framework for the evolution of next-generation ATM systems. To meet these requirements, improved/specific formats and functions have to be developed for UAS to allow interoperability within current manned and unmanned platform operations. Additionally, greater system autonomy will afford UAS operators the higher levels of control required for airspace integration. Appropriate human-machine interfaces (HMI) are necessary to complement operator performance as well as to prevent human error and automation surprise. The design of such interfaces is still undergoing fluid change. This paper discusses the different modes of UAS operation and outlines the corresponding cognitive demands for each mode. In manned-unmanned aircraft coordinated operations, unanticipated mode transitions are likely to lead to operator mode confusion and have serious safety implications. Appropriate transitions between operating modes are identified for operational safety and efficiency. To achieve such transitions, the paper proposes a cognitive interface to assess, in real-time, the operator’s performance and mental state. Such assessment can support in driving mode transitions, which augment the operator’s situational awareness, stress, mental work-load and fatigue levels.
