Influence of Electronic Commerce on the public Service Delivery by the State Agencies in Kenya

This study sought to establish the influence of Electronic Commerce on the public service delivery by the state agencies in Kenya. Public service delivery has been declining over time with the level of public satisfaction growing at a very minimal rate. This is despite the commitment by the Kenyan government to enhance public service delivery through increased funding and the introduction of E-Government strategies among them E-Commerce. This study therefore drove the purpose for the study. The study also sought to analyse the moderating effect of strategy execution on the relationship between E-Commerce and public service delivery by the state agencies in Kenya. The study was informed by New Public Management (NPM), Technology Diffusion Theory and the Contingency Theory. The study adopted a descriptive research design to collect data from the target population comprising of 4230 employees within the management cadre at 132 specific government state agencies incorporated entities outside the mainstream civil service established for purposes of public service delivery in Kenya; 62 Executive Agencies, 25 Independent Regulatory Bodies as well as 45 Research Institutions, Public Universities and Tertiary Education Institutions. Convenient sampling technique was used by the study to sample the respondents within the 132 specific government state agencies. Taro Yamane formula was applied to calculate the sample size of 365 employees and self-developed questionnaires were used to collect data from the sample. Data was analyzed using descriptive and inferential statistics. The study findings revealed that implementation of E-Commerce as an E-Government strategy had a significant effect on the public service delivery of state agencies in Kenya. The study concluded that implementation of E-Commerce practices such as having a high level of understanding of internal strengths, weaknesses, external opportunities and threats can lead to a significant improvement in the performance of public service delivery in Kenya. The study recommends that the state agencies through the management ought to uphold E-Commerce as a part of the E-Government strategies so as to enhance effective achievement of their mandate which is public service delivery.

Public administration scholars and practitioners alike struggle to promote the effectiveness of government and its institutions in the current political and policy environments. Successful implementation of government strategic initiatives is a vehicle to improve responsiveness and results to the public. However, the disconnect between public administration scholars and practitioners threatens its utility. The case of strategic implementation demonstrates the scholar/practitioner divide and illustrates how such a gap can hamper government effectiveness, as shown by comparing the empirical prescriptions from a recent study on strategic implementation in US municipalities to the practical reality within the same sample. Public organizations utilized generic approaches to implementation where contingent ones are empirically prescribed. Further, the contingent application of implementation tools did not mirror those recommended in prior scholarly study. As a whole, this disconnect reduced implementation success by over 20 percent. The study recommends steps to increase the use of scholarly research in practice.

This paper examines the nature and influence of the relationship between the bank’s strategic marketing practices and its service and seeks to determine the importance of strategic marketing practices in explaining the environmental perception of customers oriented service delivery. The study location was at the five selected Deposit Money Banks in Lagos State, Nigeria. A descriptive research design employing a stratified and convenience sampling techniques selected 74% of the bank staff which were contacted using questionnaires. The data collected were analyzed using the SPSS software version 19.0. Correlation analysis was conducted to establish the nature of the relationship between the bank’s strategic marketing practices and it customers oriented service delivery while regression analysis used to explain its influence on customers oriented service delivery. The finding showed that positive relationship exists between strategic marketing practices and customers oriented service delivery (r=0.749; Fcal=123.859; p<0.000). The researchers recommended that commercial banks should embrace strategic marketing by being focused to adapt to changes, marketing of assets and capabilities and marketing of innovation for the growth and survival of the industry.

As we all know India is among the fastest growing economy of the world , thus it is very much important to have government intervention and huge investment inflow in form of Foreign direct investment in large economy like India to stabilise and increase the growth of ecommerce industry in the economy. In India with the digital penetration has increased significantly, according to statistical data internet use has increased to 429.23 million user in India and is expected to reach around 830m by year 2021 ."There has been significant rise of e commerce in India, as India's internet economy is 125 billion dollar in 2017. In this paper we will look towards the role of government in ecommerce industry and also look towards the various barriers of e commerce in Indian aspects."In this research paper we will talk mainly about B2C Ecommerce and its percentage of gross domestic product in Indian economy. we will also talked about entrepreneurs roles and decreasing value of ease of doing business in India as India in 2017 ranked in 100 th position from 132th position out of 190 countries in 2008". For a country such as India, one of the most important advantages of e-commerce is its potential to help developing rural areas to leapfrog into the knowledge paradigm. "E-Commerce is great platform not only to develop infrastructure but also increase employment rates in India and thus overall impact in increasing economic and social growth in Indian economy."

The concept of strategic management in the public sector has attracted great attention in the past two decades. Unfortunately, current research shows that more attention is given to strategy development phases but less to strategy implementation. In fact, there is little literature about public sector strategies in the existing body of knowledge. In this article, we provide a short case study of strategy implementation at one of the most successful public sector organizations in the United Arab Emirates. The Emirates Identity Authority (Emirates ID) is a renowned government agency with an international reputation for its strategic planning and execution. The content of this article covers the 2010–2013 strategy at Emirates ID. We attempt to briefly analyze how the strategy impacted the overall organizational performance at Emirates ID and also attempt to explain some underlying factors that contributed to the overall success of the strategy. Finally, we draw on some of the lessons learned from this strategy exercise in terms of the challenges faced and how they have been tackled. This paper investigated the impact of e-commerce and R&D and two other variables on economy development in 21 selected countries. This study used panel data technique with Generalized Least Square Regression (GLS) method during the period of 2005 to 2013. The results showed that e-commerce and R&D had a positive and significant impact on GDP (Gross Domestic Product) per capita based on purchasing power parity, with e-commerce having a stronger development-enhancing effect in comparison to R&D. Health expenditure and government size as other dependent variables also had a positive influence on GDP per capita, which could be effective in improving and growing the economy.

An extensive theoretical inquiry into existing body of knowledge applicable to organisational adaptations will provide a robust platform in broadening our understanding of the key issues in organisational adaptations. A pluralistic approach is adopted in the course of this inquiry. Adopting a pluralistic approach provides a unique opportunity of reviewing relevant organisational theories that help expand our scholarly understanding of this important organisational concept. This is very important because organisational adaptation being a multifaceted phenomenon demands a multisided approach to aid understanding.

Policy science, particularly the policy network approach, is teeming with new studies and concepts. This abundance has resulted from the inescapably multidisciplinary approach of policy science and from our ambition to surpass traditional policy analysis. The field's concepts are developing so rapidly, however, that new hybrids and mutations threaten us with confusion and overcomplication rather than providing us with clarity, and cumulative improvement and theory development are thus hampered. These unintended consequences are intimately associated with errors of conceptual stretching, that is, using valuable concepts with clear meaning to refer to inapplicable phenomena, thus misusing and diminishing the value of our conceptual tools. In policy science, this is also the case with central analytic tools, frameworks, models, and theories. Therefore, although policy making can be messy, if we hope to escape the alleged impasse in policy science, we cannot afford to tolerate the current inaccuracies of conceptual stretching. The aim of this study was to establish the factors influencing improvement in performance and delivery of public services. Thus, the paper studied the effect of performance contracting and measurement on public service delivery in Kenya. The public services considered in the study included ministries, state corporations, local authorities and tertiary institutions, with a total of 470 public agencies. The cross-sectional survey design was used. The study is based on performance evaluation results compiled over the period between 2004 and 2011. Using regression analysis, it was found that performance measurement was critical to improvement in public service delivery and explained 73.6 percent of improvement in service delivery, as evidenced by independent measurement of customer satisfaction with the services delivered by the public sector.
