Block, neighbourhood or district? The importance of geographical scale for area effects on educational attainment

Abstract and Figures

Researchers show an increasing interest in the question of how a neighbourhood influences its residents. The crucial question is whether place-related factors have an independent effect on individual life chances. This study examines adolescent development, with educational attainment as the dependent variable. It further addresses contextual effects that emerge at different intra-urban geographical scales by exploring spatial effects at block, neighbourhood and district level in Oslo, Norway. How does the population composition at the three scales affect the level of future educational attainment for adolescents? What are the most important aspects of the population? Is the impact of various population indicators similar or different across the three scales? A number of causal mechanisms, which operate at different geographical scales, such as social interaction, shared social spaces, stigmatization and institutional resources are discussed. The study has a longitudinal approach, and includes register-based information about the whole population of Oslo and a young target population. The analysis is based on two-, three- and four-level modelling. The results reveal significant effects on the youth's future educational attainment at all geographical levels and for all tested measures of social and demographic area composition. The share of low-educated neighbours seems to have the strongest impact. Contradictory to most other studies, the results show that the highest geographical level (district) has the strongest effect. This surprising result is tentatively interpreted to emerge from a combination of three interwoven mechanisms: the youths' extended activity spaces and social interactions, the institutional aspects (schools), and place stigmatization.

Place branding studies and practices have gained much attention in the last decades. Specifically in the globalized world, we are witnessing where both economic and marketing strategies transcend geographical boundaries. Nations, countries, and regions usually compete to attract more people to boost their economy. Similarly, districts within a city are also in intense competition with each other. However, this intimate scale has not met much attention from scholars. There seems to be a recognizable gap in the literature addressing the district scale in place branding theories. The objective of this literature review paper is to shed the light on the importance of district branding, and extract dimensions for guidance for future studies and empirical applications on this scale of branding. The research aims to answer the following questions: Why is place branding important on the district level? How is district branding addressed in literature? What are the branding dimensions related to the district level? Possible answers to these questions are given throughout the paper through a content analysis of place branding literature. Content analysis was used to elicit distinct scale place brand approaches within various articles, dissertations, books, and conference proceedings published in different disciplines. Findings confirm the significant effect of district branding on both the individual and the city. The paper also proposes dimensions for district branding that involves social and functional aspects. Future studies should aim to integrate this theoretical approach to the practice of place branding.

Urban areas are facing increasing social inequalities, which governments try to tackle with social policy. This study examines one of the most ambitious urban policies in the history of Dutch policies that aims to increase educational attainment amongst disadvantaged children in one of the poorest areas in the Netherlands. We investigate to what extent inequality in educational attainment based on parental education has changed during the first period of this programme. We further examine to what extent school characteristics affect educational attainment and how these effects relate to targeting disadvantaged areas for policy intervention. Register data on the individual, school and area level were employed to study these issues. We find that the effect of parental education on secondary school attainment has been stable since the start of the programme, indicating that inequality has not decreased in the context of the programme. Furthermore, several school characteristics, including socioeconomic status and retention rate, were relevant in explaining differences in educational attainment. We discuss the implications of our findings regarding the allocation of public resources for policy programmes based on area and school characteristics.

When this ideal of balance between different groups in the neighbourhood is disrupted -like it may be in areas with clustered social housing dominated by marginalized groups -they are seen as less attractive areas to live in and raise children. The residualization of public rented housing is a prevalent phenomenon throughout Europe, and strongly present in the small and strongly means-tested social housing sector in Norway. In this article, we discuss the contested geographical dimension of residualization. Scientific studies of the geographical and locational aspects of social housing are scare in Norway and modest internationally. Based on qualitative interviews with representatives of social housing administrators in the fifteen largest urban municipalities in Norway, this paper contributes to the literature by exploring how these social housing bureaucrats perceive, reflect on, and respond to, questions related to the spatial localization of residual social housing. Does it matter where social housing is located? What are the consequences of the geography of social housing for tenants, their neighbours, and the wider socio-spatial development of cities? These are questions pondered in the interviews. In our qualitative analysis, we identify three broad themes. First, the theme of the internal social milieu – inclusive communities versus neighbour complaints and conflicts in the public housing projects. Second, the theme of neighbourhood effects; how concentrated poverty is influencing the local community in general and the upbringing of children in particular. Third, the theme of response from external neighbours and communities, in the form of either predominantly exclusive strategies (NIMBYism – Not in My Backyard), but also less prevalent inclusive strategies like (PHIMBYism – Public Housing In My Backyard).

Objectives: Police-recorded crimes are used by police forces to document community differences in crime and design spatially targeted strategies. Nevertheless, crimes known to police are affected by selection biases driven by underreporting. This paper presents a simulation study to analyze if crime statistics aggregated at small spatial scales are affected by larger bias than maps produced for larger geographies. Methods: Based on parameters obtained from the UK Census, we simulate a synthetic population consistent with the characteristics of Manchester. Then, based on parameters derived from the Crime Survey for England and Wales, we simulate crimes suffered by individuals, and their likelihood to be known to police. This allows comparing the difference between all crimes and police-recorded incidents at different scales. Results: Measures of dispersion of the relative difference between all crimes and police-recorded crimes are larger when incidents are aggregated to small geographies. The percentage of crimes unknown to police varies widely across small areas, underestimating crime in certain places while overestimating it in others. Conclusions: Micro-level crime analysis is affected by a larger risk of bias than crimes aggregated at larger scales. These results raise awareness about an important shortcoming of micro-level mapping, and further efforts are needed to improve crime estimates.

In many European countries, a growing share of population with immigrant background coincides with the surge in support for radical right parties. In this paper we show how such increases affect radical right candidacy. We use Swedish register data which identifies political candidates. With geocoded data, we match individuals running for the Sweden Democrats to their local neighbourhood contexts, and measure changes in the share of visible minority residents at scales ranging from 100 meters to 2 kilometres. For those who stayed in the same neighbourhood between 2006 and 2010, the change in the share of visible minorities generally does not affect the decision to join the pool of party candidates. This result is robust when we introduce additional tests and select on the scale of the neighbourhood, unemployment terciles, change in share of visible minority groups terciles, and entry threshold into the pool of candidates. For those who stayed in the same neighbourhood, the only significant finding is a small mobilisation effect for a subsample of individuals who live in densely populated metropolitan neighbourhoods – here we also observe a halo effect, with negative association for small-scale changes and positive association for changes in the larger halo zone.

In many European countries, a growing share of population with immigrant background coincides with the surge in support for radical right parties. The opposition to immigration has been the central issue for these parties with their manifestos focusing on challenges associated with the demographic change. Yet, the empirical evidence for the connection between the first-hand experience of increasing share of minority group residents and involvement with radical right remains ambiguous. In this paper, we use Swedish data with individual-level information on those running for office for the country’s largest radical right wing party, the Sweden Democrats. With geocoded data, we match individuals to their local neighbourhood contexts, and measure changes in the share of visible minority residents at scales ranging from 100 meters to 2 kilometres. We used difference-in-difference design to show that for those who stayed in the same neighbourhood between 2006 and 2010, the change in the share of visible minorities generally does not affect the decision to join the pool of party candidates. This paper discusses the arguments supporting area-based initiatives in Norwegian urban policy, and then turns to a discussion of the existing research on such initiatives. Since urban studies in Norway have mainly been undertaken in Oslo, we focus primarily on this city. We identify few scientific studies of area-based based initiatives undertaken in Norway. However, we do seem to know that Norwegian area-based initiatives have had effects on housing prices, residents' health, kindergarten participation and school results. While there are a few studies that refer to area-based initiatives as well as a few studies that analyze area-based initiatives as political processes (stressing e.g. public participation), only a handful of papers attempt to analyze the eventual effects of these initiatives/strategies. Thus, policy-makers lack a critical knowledge base that could be used to substantiate any claim that area-based initiatives represent a sound urban policy tool in the Norwegian context.

Contexts in which people live such as neighbourhoods, cities or regions influence individuals. However, research analysing effects of different contexts simultaneously is limited. Our paper's focus is to examine the interrelation between regional and neighbourhood conditions and their influence on school‐to‐work transitions. We investigate the process of transitioning from vocational training to employment, with a specific focus on adolescents from non‐Western immigrant origin. We link Dutch survey data on almost 15,000 graduates with spatial information from Statistics Netherlands and compare results across multilevel linear probability models. Overall, we find employment prospects to be reduced in neighbourhoods and regions that are socioeconomically unfavourable. However, neighbourhood influences diminish or even disappear once accounted for the region. Deprived conditions in urban regions are particularly detrimental for adolescents of immigrant descent. However, a high share of coethnics in the neighbourhood reduces the unemployment risk of second‐generation non‐Western minorities in deprived urban regions. This finding stresses the relevance of immigrants' neighbourhood networks for education and employment prospects.

This article discusses the role of the neighbourhood in an era of increased mobility. It explores the consequences of the “new mobilities paradigm”, which argues that the growing importance of flows – of people, goods and information – results in a deterritorialization of social practices. Flows thus gain prominence in comparison to places like regions and neighbourhoods. At the same time, however, neighbourhoods continue to play a role in the actions and imaginations of people, neighbourhood organizations, and government policies. People still live in neighbourhoods, and governments still try to solve often severe social problems through neighbourhood policies. We argue that the neighbourhood has to be re-imagined as a collection of hybrid nodes connecting a multiplicity of flows that bind actors and objects in order to understand the potential effectiveness of these policies. From this new mobilities perspective, we make suggestions for future neighbourhood research.

In recent years, structural changes to the school system, including the introduction of independent schools, have increased school choice alternatives in Sweden. Consequently, a large share of today’s students attend a school other than the one closest to home. Since the compulsory school system is designed to be free of charge and to offer the same standard of education everywhere, increasing school choice– hypothetically—should not increase the between-school variation in grades. In reality, however, between-school variation in grades has increased in recent years. The aim of this paper is to test whether increasing between-school variance can be explained by changes in residential patterns, or if it must be attributed to structural change. Using a counterfactual approach, the students’ variations in grades are compared between observed schools of graduation and hypothetical schools of graduation. The multilevel results indicate that school choice seems to increase between-school variation of grades.

The study of neighbourhood effects has spread within Europe over the past decade. This article extends previous European research by focusing on Oslo, Norway. The main question relates to individual development among adolescents: does the social composition of the neighbourhood affect the socioeconomic status later in life? The study applies a multilevel approach and utilises longitudinal register-based data. The results reveal small but significant effects of neighbourhood deprivation on educational achievement and, even less pronounced, on income. Some effects on unemployment are also observed, but only in the short run. The strongest associations obtain for concentration of welfare recipients in the neighbourhood, which emphasises the importance of social value and social participation. A crude comparison suggests that neighbourhood effects in Oslo are slightly smaller/larger than similar effects in Swedish/UK cities.

It is widely recognised that large urban centres exhibit significant and enduring patterns of educational inequality. This paper explores the social production of urban educational space. In particular, it argues that since these patterns are geographical, it will be useful to revisit the emergence of an ‘urban crisis’ in education and attempts, by geographers, in the 1970s and 1980s, to explain spatial differences in educational attainment. For much of the past two decades, educational policy has tended to adopt an ‘a-spatial’ approach, and the final part of the paper looks forward to the prospect of an updated and culturally informed analysis of education in cities.

A main point in research on social inequality in educational attainment has been the tendency for social origin to affect educational choice, even among students who have received equal grades. This article studies the basis on which the choice to continue into secondary level education is made, and, more specifically, whether or not students leaving elementary school tend to choose the academic track of secondary schooling. The data are from Oslo and include all elementary school leavers in the years 2001-2003. The question raised is whether the social origin of these school leavers has any bearing on their choice, and whether there are differences by area in Oslo, when those who are similar with respect to social origin and educational performance are compared. The results show that there are large differences in choice. Both social and geographic origins affect choice, even when students with equal levels of educational performance are compared. The social and geographic inequalities are greater among majority students than in the population at large, i.e. including immigrants. Inequalities of educational choice within Oslo cannot therefore be explained by the characteristics of the immigrant population, as is often assumed.

Although there is now a large body of empirical research on neighbourhood effects, we know relatively little about the causal mechanisms responsible for relationships between neighbourhood attributes and individual outcomes. A list of 15 potential causal pathways which may lead to neighbourhood effects is given, grouped into four categories: social-interactive mechanisms, environmental mechanisms, geographical mechanisms, and institutional mechanisms. The ultimate goal of neighbourhood effects research is not only to identify which mechanisms are responsible for neighbourhood effects, but also to quantitatively ascertain their relative contributions to the outcome under investigation. A pharmacological metaphor of dosage-response is used to understand how the theoretical mechanisms could be causally linked to individual outcomes. This metaphor refers to questions regarding the composition and the administration of the neighbourhood dosage, and the neighbourhood dosage-response relationship. This chapter concludes that despite the ever growing literature on neighbourhood effects, there is far too little scholarship to make many claims about which causal links dominate for which outcomes for which people in which national contexts and any conclusions on the existence of such effects should be treated as provisional at best. © 2012 Springer Science+Business Media B.V.
