Abstract and Figures

This paper provides an empirical investigation of the role played by selected characteristics of the policy mix in inducing innovation in energy efficiency technologies. An original dataset covering 23 OECD countries over the period 1990-2010 combines the full set of policies in the energy efficiency domain for the residential sector with data on patents applied over the same period in this specific technological sector. The evidence of a positive policy inducement effect on innovation dynamics is enriched by the following main results: i) policy mix comprehensiveness is influential since countries adopting different instruments show a relatively higher positive inducement effect; ii) inconsistency problems between the different tools forming the policy mix may negatively influence innovation activities when the variety of policy instruments becomes excessive; iii) the different instruments forming the policy mix need to be well balanced in their relative strength in order to reduce potential negative lock-in effects; iv) the greater the external balance of the national policy strategy with the policy setting of other similar countries, the higher the inducement effect on the technological dynamics of the investigated country. Several suggestions for implementing effective policy strategies can be made in this case study that can be potentially extended to other technology domains.

Over the last decade, demand-side policies are increasingly implemented to correct market failures and overcome the systemic problem in complex social-technical systems such as energy transition. This paradigm shift in policy approach results from realizing that relying solely on supply-side policy instruments to push innovative solutions into the market is insufficient. As part of the energy transition, many developed countries have considered Biogas from Waste (BfW) based on the Anaerobic Digestion (AD) process as a realistic renewable energy source and aim to create social, economic, and environmental benefits for their communities. Despite several policy instruments in the UK over the last ten years, the growth of BfW schemes remains subdued and faces market failures. This paper aims to evaluate elements of demand-side policies focused on addressing market failures to increase the diffusion of BfW schemes in the UK. We discussed effective demand-side policies related to the biogas sector in other European countries like Sweden, Denmark, and Italy. In the analysis, we observed UK's policy instruments do not effectively address market externalities in the biogas sector. We also observed the biomethane market share in the UK is minimal; there is no market policy for green gas labeling towards demand articulation. The paper also made recommendations for policymakers in the UK to address market failures by proposing a push-pull policy model that combines demand-side policy interventions with supply-side policies.

Micro, Small and Medium Enterprises (MSMEs) play an important role in the economic development of any developing country due to their innate capability of transforming novel ideas into innovations and thus building profitable enterprises. Globalisation has necessitated smaller firms to target on Sustainable Oriented Innovation (SOI) practices, as an essential parameter for achieving competitive advantage. However, transforming MSMEs towards the incorporation of SOI practices is not an easy task for a developing country like India. For this, MSMEs will have to focus on significant innovation factors that would help them sustain global competition. This paper highlights essential Critical Factors (CFs) to implement SOI practices in MSMEs of the Delhi NCR region of India catering to sector which manufactures products. A novel multi-criteria decision-making technique called an Analytical Hierarchy Process (AHP) is employed in identifying the vital CFs amongst these. The AHP evaluation results’ robustness is checked by performing a sensitivity analysis. Research results indicate that ‘Top management support’; ‘Government initiatives’ and ‘Financial resources’ are the most important factors contributing significantly in implementing SOI practices. This research is useful for developing recommendation for companies, academic experts, and Governmental professionals. The authors believe that research outcomes would be helping India in contributing for the sustainable development of MSMEs.

Population growth and limited natural resources necessitated the cautious utilization of natural resources through sustainable production and consumption. Therefore, it has become common knowledge among business entities to support environmental preservation measures. Small and medium-sized businesses are among the direct actors who could contribute to the transition of conventional commercial activities to greener methods. Thus, the majority of businesses are embracing green business methods with varied degrees of success. The specific research questions asked in this study What are the factors influencing green business practices in small and medium enterprises in India and What can be done to improve green business practices in small and medium enterprises in India. Utilizing a questionnaire based on the characteristics given in the literature study, expert opinion on the elements impacting green business practices is elicited. Spearman's correlation analysis and multiple regression analysis are performed to assess the relationship between the variables in order to provide a proposal for boosting green business practices in SME's.

Discussions around hydrogen as a future energy source have taken center stage in the last few years. Countries have recognized the benefits of hydrogen as an effective energy carrier and consider it a promising transition pathway to achieve net-zero objectives. Several countries support the development of green hydrogen as part of a long-term strategy. Among various hydrogen generation options (Green, Blue, Grey), green hydrogen generated from renewable electricity and water electrolysis is considered sustainable and climate safe. However, green hydrogen development is still at a niche stage and faces various technical challenges and economic viability issues. This paper discusses how effective policy interventions focused on addressing technical and commercial challenges can help scale-up green hydrogen generation. The paper discussed policy interventions by countries like France, Germany, Japan, the UK, the US, and other EU nations leading green hydrogen development and proposed a push-pull policy model. The proposed policy model combines demand-side policy interventions with supply-side policies to scale-up green hydrogen development.

Agricultural emission reduction is a key objective associated with sustainable agricultural development and a meaningful way to slow down global warming. Based on the comprehensive estimation of agricultural carbon emissions, this study applied the traditional spatial Durbin model (SDM) to analyze the type of regional emission reduction interaction and explore whether it is a direct or an indirect interaction caused by technology spillovers. Moreover, geographic, economic, and technical weights were used to discuss the channels of emission reduction interactions. The partitioned spatial Durbin model was applied to explore the realization conditions of regional emission reduction interactions. We found that: (1) comprehensive emission reduction interactions were identified in various regions of China, including direct and indirect interactions, in which geographic and technical channels were the major pathways for direct and indirect emission reduction interactions, respectively; (2) regions with similar economic development levels are more likely to have direct interactions, whereas regions with low technical levels are more willing to follow the high-tech regions, and the benchmarking effect is noticeable; (3) emission reduction results promoted by economic cooperation may be offset by vicious economic competition between regions, and more emission reduction intervention measures should be given to regions with high economic development levels; (4) to achieve better technological cooperation, regions must have similar technology absorption capabilities and should provide full play to the driving force of technical benchmarks.

The rapid decarbonization of the global economy represents the main challenge for the next decades to combat climate change. The European Union (EU) is leading the negotiation process under the Paris Agreement and recently approved an ambitious unilateral mitigation strategy known as the European Green Deal (EGD). In this paper, we present a novel approach based on the analysis of patent data related to climate change and mitigation technologies (CCMTs) with the aim of describing the evolutionary pattern of the EU in green technology. Based on our analysis, two of our main results deserve attention. First, at the global level, the pace of generation of new green technologies as measured by patent data is slowing down in recent years. This trend, if not inverted, casts some doubts on the economic sustainability of the ambitious environmental targets set by the EC. Second, the current EU technological positioning with respect to green areas appears to be problematic in terms of technological sovereignty, with serious risks of potential technological dependences from other countries. Given the radical technological shift required for the implementation of a full decarbonization pattern, the EU must realize a mission-oriented technology policy with additional and directed investments to ensure technological independence, together with a low-carbon and energy secure economy.

To handle the emissions problem and to address other issues as oil security and technology innovations, many countries have focused on renewable energy policies in combination with rapidly improving energy efficiency measures. Scholars mostly classify energy mechanisms in terms of technology-push and demand-pull. The literature also classifies energy policy mechanisms in terms of command-and-control and market incentive, although it doesn't combine these mechanisms into organized categories. The objective of this paper is to review, organize and classify energy policy mechanisms in 140 countries. Furthermore, it compares the results with countries that had a variation higher than 10 percentage points in the renewable energy share of the total energy consumption between 2000 and 2015. The proposed classification aggregates the four concepts of technology-push, demand-pull, command-and-control and market incentives, according to the four quadrants policy (4QP) method. The results found in 140 countries show that 738 open market policies were implemented in the last decades; techno-economic, market-control and technology-control were responsible for 737, 669 and 3 policies in these countries, respectively. From 2000 to 2015, Uruguay, Zimbabwe had a variation higher than 10 percentage points in the renewable energy share of the total energy consumption. The share of open market policies in the world was greater than in the selected countries (34,0% against 28,6%). The reverse happens in techno-economic and market-control policies, in which the share of the world was lesser than in the selected countries, with 34% vs. 36,1% and 30,9% vs. 35,3%, respectively. Furthermore, a higher GDP per capita and government effectiveness lead to higher policy effectiveness. The results suggest that enforced policies are more effective than market-oriented policies to promote renewable energy.

In today’s scenario, where companies are driven by fast changes, their survival depends on their ability to pursue sustainable development through innovation. This issue has led to the discussion about how companies should manage innovation to meet the demands of sustainability. Recently, researchers have identified that bringing changes into various managerial aspects has the potential to support both innovation and sustainability. The present study contributes to this field by analysing the causal relationships amongst the sustainability capabilities at the organisational level through the structural equation modelling method. The responses of 301 owners and managers of micro, small and medium scale enterprises (MSMEs) in an emerging economy context are examined. A more holistic approach, as promoted by the United Nations Sustainable Development Goals (UNSDGs), is used in order to achieve the multi-dimensional mix of environmental, social and economic performance indicators. The findings of this study reveal that government initiatives influence firm size and technological resources significantly. Financial resources have a significant influence on collaboration capability. Moreover, capacity building has emerged to be a significant determinant affecting sustainable oriented innovation. This study also makes a contribution to the contingent resource-based theory by providing an understanding of the significance of various contingencies and integration of resources for application of sustainable practices. The authors hope that the present research is able to help government and managers so that they can provide every support to indigenous manufacturing, innovation and implementation of climate resilient technologies.

We examine the impact of environmental regulation on the international diffusion of new technology through the patent system. We employ a dataset of automobile emission standards between 1992 and 2007 and corresponding data on cross-border patent inflows of technologies developed to comply with these standards. Our analysis, based on a research design of country pair years, shows it is "regulatory distance" between countries rather than absolute regulatory stringency per se that matters for cross-border patent inflows: the flow of compliance technologies rises when regulatory standards in the inventor and the recipient countries become "closer".

This book is a collection of systematically prepared case studies describing the environmental policy ofthirteen countriesin terms ofcapacity-building. Capacity for environmental policy and management, as the concept is used in this volume, has been defined broadly as a society's "ability (...) to devise and implement solutions to environmental issues as part of a wider effort to achieve sustainable development" (OECD). Since the late 1960s capacity-building in environmental policy and management can be observed across the world. It may have made insufficient progress as yet from an environmentalist point of view, but it has produced some remarkable results, and not only in the industrialised world. In the first chapter we present the conceptual framework that underlies the national case studies. In the course ofour research project the authors ofthe book met together twice to discuss this framework in the light of the national experi­ ences and to harmonise their approaches. In this way we have tried to offer more than a collection of individual and incoherent case studies, focusing only on specific environmental problems, institutions, actors, or instruments. The idea behind this book is to give a systematic, comparative overview ofthe fundamental conditions under which environmental policies is practised in selected countries.

In recent years, voluntary approaches to emission reductions have increasingly been adopted by major companies all over the world and have increasingly been supported by regulatory bodies and public administrations. Despite this world-wide effort to achieve a better environmental performance through voluntary approaches, economic analysis has somehow neglected the importance of voluntary approaches as an environmental policy instrument. This book is a first attempt to fill this gap by gathering together all major experts in the fields and by providing a detailed analysis of all main aspects characterising the design and implementation of voluntary approaches in environmental policy. The book, which is the outcome of cooperation between the École des Mines of Paris and the Fondazione ENI E. Mattei, within the EU Concerted Action on Market Based Policy Instruments for Environmental Protection, contains both theoretical analyses and case studies. The chapters of this book therefore provide a useful assessment of the main features and of the potential implementation problems of a new, important and promising environmental policy instrument.

Technological change and gains in efficiency of renewable power generation technologies are to a large extent driven by governmental support. Various policy instruments that can broadly be categorized as technology push, demand pull or systemic constitute part of the policy mix for renewable energies. Our goal is to gain insights into the influence of this policy mix on the intensity and organization of inventive activities for wind power and photovoltaics in Germany since the 1980s. We examine the effect of different instruments on the size and structure of co-inventor networks based on patent data. Our results indicate notable differences between the technologies: the network size for wind power is driven by technology push and systemic instruments, while in photovoltaics, demand pull is decisive for network growth. By and large, the instruments complement each other and form a consistent mix of policy instruments. The structure of the networks is driven by demand pull for both technologies. Systemic instruments increase interaction, especially in the wind power network, and are complementary to demand pull in fostering collaboration.
