What are the factors need to consider for design smart or reconfigurable microwave filters?

I am trying to design a smart or reconfigurable microwave filter for 30 GHz and I am having some issue related to design parameters and process.

I would also add there BW deviation per MHz, since it may be strong depending on the tech. used.
