Global layer on solar radiation?

I was wondering if there are any programs or software that can calculate the reduction of incoming solar radiation on a yearly basis due to shading by the surrounding topography at a certain point in a DEM.

For choosing a place for solar power plant what kind of factors do I have to rely regarding to intensity of solar radiation?

I just programmed macros in Excel, but I realize that sometimes (when the databases are very large and I would like to calculate many specific variables ) consumes many resources and computing time. I hear of people using Python, Fortran, C++, etc., but what is the best?

I am trying to find out the degree days , heating degree days and the cooling degree days for Abu Dhabi. My question is how do I determine which base temperature value to choose for my calculations. I have come across different base temperature values for different regions. For Saudi Arabia I came across a base temperature value of 18.3, for Scotland the values were different for CDD and HDD values, any help in this regard would be helpful.

I would like to estimate solar radiation using satellite images. Therefore I would like to make sure how much precise is the output of Heliosat model (may be its different versions)?

I would appreciate any comment/ suggestion.

I want to measure the spectral response of solar radiation and it's effect on solar PV technology. A spectroradiometer is a costly instrument for this measurement, so can anyone suggest an alternative method?
