Available online xxxx Associate editor: Stoffelen Arie The literature on cross-border regional innovation systems suggests that facilitating cross-border interaction and knowledge flows promotes the innovativeness of border regions. Tourism can heighten the interaction and knowledge flows between populations, businesses, and other organisations on opposing sides of the border. However, by reviewing empirical studies on the topic, the paper contends that progress towards cross-border regional innovation system integration has remained modest while the role of tourism in facilitating it has remained under investigated. The paper demonstrates how the systems failure approach offers an effective framework to address these research and policy gaps: a deeper understanding of the nature of failure can provide an important steppingstone to advancing the role of tourism in cross-border development.

In this context, the tourist attractiveness of transboundary protected areas is determined by two key attributes -natural resources under legal protection and the border location, which is considered a tourist asset in and of itself (Więckowski, 2010), which is further enhanced by a rich cultural heritage. As a specific form of cross-border cooperation framework, the TBR should provide an opportunity to create an attractive tourist destination by popularising it and creating a common management system (Studzieniecki & Mazurek, 2007;Vasilijević et al., 2015;Studzieniecki et al., 2020). This paper aims to assess the current and potential role of UNESCO Transboundary Biosphere Reserves (TBRs) as a platform for cross-border cooperation enhancing sustainable development of border areas characterised by unique natural and cultural heritage but lagging in socioeconomic terms. The study covered three TBRs located in the Polish-Ukrainian borderland: West Polesie, Roztocze and East Carpathians. The quantitative (regarding subject matter, partners involved, amount of funding, etc.) and qualitative analysis (aimed at examining the objectives of the initiatives undertaken in line with the BRs' goals) included projects implemented under the CBC Programmes Poland-Belarus-Ukraine in the years 2004-2020. The results suggest that cross-border cooperation in the analysed areas was generally oriented toward TBR-related objectives, i.e., socio-culturally and ecologically sustainable development. At the same time, numerous barriers have been identified that limit the impact of cross-border cooperation on the sustainable development of the TBRs.

Although place branding in cross-border (c-b) areas is challenging, various c-b areas with common eco-natural and cultural characteristics are popular tourist brands in their own right. The emergence of c-b areas as destinations is not surprising since international borders are often natural formations, which may be popular tourist attractions. Due to historical and political circumstances, the Greek–Albanian c-b area has not experienced tourism development. It bears a weak image, and although individual destinations can be found in both border areas, they do not currently form a single place brand. Thus, place branding that aims to enhance the c-b area’s attractiveness should start with building a single identity by finding common competitive characteristics upon which it can be based. This paper analyzes part of the ‘Culture Plus’ project, which aims to identify significant common eco-natural and cultural resources in the Greek–Albanian c-b area. The resources were documented using local visits, interviews, and consultations. The most significant ones were comparatively evaluated to identify the vital common assets that can support place branding efforts, with encouraging results regarding the potential branding of the unique hidden identity of the c-b area.

The Republic of Kazakhstan seeks to strengthen the protection of the country's geopolitical interests. The main focus is to maintain the control over its territory. The Republic of Kazakhstan is a multiethnic state. Ethnic diversity poses the risk of ethnic conflicts and adverse geopolitical consequences. Therefore, defining areas with high potential for interethnic conflict is a priority for geopolitical research. This article discusses issues related to the phenomenon of "ethnic tension". The authors studied the ethnic composition of society, the settlement of ethnic groups and the culture of interethnic communication. Based on the census data and using statistical methods for each ethnic group and region, ethnic tension coefficients for entire country were calculated. Regions with a certain risk of ethnic conflicts were identified according to their values. Maps of Kazakhstan regions with high values of ethnic tension coefficients were compiled using the ArcGIS software. At the same time, ethnic diversity is a valuable resource for developing cross-border tourism.

Purpose-The success of tourism destinations is in many cases measured from a competitive advantage perspective, not from a collaborative advantage perspective, which limits the possibilities of destination marketing in a collaborative cross-border context. Currently, the marketing efforts of Victoria Falls are highly fragmented as each country promotes the attraction separately. The purpose of this paper is to explore the cross-border destination marketing possibilities and realities of Victoria Falls from a demand and supply side perspective. Design/methodology/approach-A quantitative approach was applied in this study, with two separate surveys being conducted. Data for the demand side were collected by means of a questionnaire that was distributed by fieldworkers, while data for the supply side were collected online. The data were analysed using descriptive statistics, factor analyses and one-way analysis of variance. Findings-Five specific tourist motivations for visiting Victoria Falls were identified using demand data, of which sightseeing and destination attributes were the most important. Significant differences were found for tourists' cross-border experiences using different border access points. Using supply data, challenges and opportunities of cross-border marketing were analysed. The most important opportunity was identified as cooperation, while the key challenges were economic and policy related. It is important to see the bigger picture and how cooperation can benefit both countries, which is unfortunately not currently the case for Zambia and Zimbabwe. Practical implications-There is a need for tourism destinations to shift from competition-based strategies to collaboration-based strategies in order to be successful. Cross-border marketing requires that each country understands tourists' motivations and experiences. For Zambia and Zimbabwe to increase their tourist arrivals, income and investment opportunities, both countries must move away from isolating their marketing efforts of Victoria Falls. It is important to look beyond the individual benefits for each country and focus on the combined benefits. The challenges identified in this study must be addressed if Zambia and Zimbabwe's cross-border marketing of Victoria Falls is to be effective. The integration of demand and supply views is thus critical for cross-border marketing to be effective and successful. Originality/value-Research on cross-border destination marketing of shared border attractions is limited. With regard to Victoria Falls, such research has never been explored in an academic context. This study has value for destination marketers of Zambia and Zimbabwe, especially for attractions that are shared between their borders such as Victoria Falls and Kariba Dam. Additionally, the study has implications for attractions that are shared across the borders of southern African countries like Zimbabwe, South Africa and Mozambique, as well as other attractions shared between borders in the global context.

Recently support for industry cluster theory has gained prominence in many parts of the world. A commonly stated aspect of industry clusters is the fact that they are bound only by the links that exist among the various actors and, as such, are not limited by political boundaries. Furthermore, those regions adjacent to borders have been argued to have potential for strong economic growth and innovation. This paper reviews the literature on cross-border clustering and emphasises the fact that minimum evidence exists to suggest that cross-border industry clusters are as commonplace as they are said to be. The paper then discusses four issues that face industry cluster development in border regions and suggests how they could be overcome.

Ecotourism has become a driver for cooperation across the EU’s Eastern borders. This holds true even in the case of such reluctant a partner as Belarus. In studying the resumption of navigation on the Augustów canal - a 180 year old waterway connecting the Vistula and Neman river basins across the Polish-Belarusian border - this paper illustrates how in “alienated” borderlands projects that develop alternative forms of tourism can foster cross-border cooperation. Shared concern for the preservation of the borderland’s natural and cultural heritage enabled a “bridging” of neighbourhood relations and bred trans-boundary region-building initiatives (Euroregion Neman). A multi-scalar screening of how the Augustów canal area is being promoted as a tourism attraction in Belarus reveals the emergence of horizontal cooperation across the border. Despite geopolitical obstacles, this network governance model empowers the local stakeholders and actors of the embryonic Belarusian civil society, thus favouring their gradual socialisation in Europe.

Birtakım turistik faaliyetleri içeren ve turizm kaynaklarına yön veren destinasyon kavramı ile ilgili ulusal ve uluslararası literatürde farklı biçimlerde ifadeler kullanılması söz konusudur. Sahip olduğu karmaşık yapısı ile çok yönlü bir kavram olan destinasyon, İngilizceden “destination” kelimesi temel alınarak dilimizde “destinasyon” olarak kullanılmakta olup ulusal ve ulusal literatürde yer alan yazar ve araştırmacıların çalışmalarında değişik tanımlar ve farklı kelimelerle ifade edilmeye çalışılmaktadır. Türk Dil Kurumunda “varılacak olan yer” şeklinde ifade edilen destinasyon kavramı Türkçede “turizmle ilgili alan”, “turistik bölge”, “ziyaret edilen yer”, “turistik merkez” gibi kavramlarla ifade edilmekte olup tam karşılığı ise ilgili literatürde kesinleşmemiş durumdadır. Bu çalışmanın amacı, ulusal ve uluslararası literatürde destinasyon kavramı ile ilgili yaşanan tanım karmaşıklığına bir nebze de olsa katkı sağlayabilmek, bir tanım önerisi geliştirmek ve ilgili literatüre katkıda bulunabilmektir. Çalışma kapsamında ikincil verilerden yararlanılmış, literatür taraması tekniği ile veri toplanmıştır. Karmaşık bir yapıya sahip olan destinasyon kavramına yönelik ulusal ve uluslararası literatürde yaşanan tanım farklılığı ve anlam karmaşasına bir tanımlama denemesiyle katkı sağlamaya çalışılmıştır.

New transnational regions known as macroregions were established as a result of EU integration processes. Macroregional strategies prepared by the European Union became the basis for the development of macroregions. The author seeks to answer whether the four existing macroregional strategies are an opportunity to develop tourism and whether macroregions can be considered potential tourist destinations. For this purpose literature research on potential and real tourist destinations has been conducted. A four-stage model of the development of a destination has been created. Empirical research has been carried out.
