Knowledge creation projects are essential for today’s business. It is common to observe in these projects, in all their dimensions, the presence of the uncertainty factor. Effectively, managing uncertainties is seen nowadays as a necessary condition for project success. This article aimed to present a study on the intensity that the hard and soft paradigms appear in knowledge creation projects and, consequently, identify the levels of uncertainty presented in its projects. To make this study possible, we adopted the hard and soft analysis framework. A case study on knowledge creation, managed by the aeronautical certification department of EMBRAER S.A, was analyzed under the aspects of this framework. It was expected, as a result of this study, to empirically validate the concepts about the uncertainty levels presented in projects of this nature.
... With these satellites, Brazil had an essential technological advance with the development of space remote sensing cameras, a technology that few countries hold [16]. The technological development path of the Brazilian remote sensing cameras, two versions of the WFI camera and of the higher resolution MUX, went through many steps of technological maturation [27]. These steps in INPE initially focused on systems integration and electronic circuitry, while the development of optical lenses and components remained at lower TRLs [27]. ...
... The manufacturers contracted to develop and produce these cameras suffered from problems related to technology, manufacturing, legal aspects and embargos, which contributed to the almost six years delay of CBERS-03 launch [28], together with another problem related to electronic components for the satellite power supply [29]. ...
... The technological uncertainty for the Brazilian cameras MUX and WFI was progressively reduced with intermediary prototypes and developments [27], as high-technology projects still need to invest some effort in developing or integrating the new technology, usually requiring small-scale prototypes [8]. Nonetheless, despite the technological, legal, and geopolitical challenges faced, a more robust previous technological development effort to the product or system development [27] could have somehow alleviated the time pressure to technological maturation of the camera subsystem, eventually reducing the delays on the CBERS-03 mission. ...

Highlights • A study with six missions of China-Brazil Earth Resources Satellite (CBERS) program. • Strategic and operational projects portfolio presented ambidexterity and uncertainty. • Innovation patterns across complex products and systems families were depicted. • The diamond approach was valuable and strived to classify complex systems' innovation. • An innovation enhanced Amazon deforestation alerts to mitigate climate change. Abstract The innovation paths in Complex Products and Systems (CoPS) industries are negotiated ex-ante among stakeholders, in projects or small batches, unlike mass production industries. Organizations dealing with CoPS must sharp their project portfolio to secure their operations and deploy their development strategy while facing diverse natures of project uncertainties. Literature is still evolving with empirical studies to master this critical challenge. The diamond approach for innovation and project management appraises uncertainty dimensions in projects to infer their contingencies and to examine portfolios for innovation. This research applied the diamond approach in a case study to reveal how the China-Brazil Earth Resources Satellite (CBERS) program overcome the above challenge. Results show the categorization for each space mission, a comparative analysis of how they contributed to the program objectives, the identification of strategic and operational projects, and depicted innovation patterns across the satellite product families. The research explored a market innovation of a sensor conceived specially to enhance a deforestation detection alert system to the Amazon biome. The diamond approach was valuable to perform this analysis and could be improved to represent the specificities of innovation types in complex systems. Organizations may benefit from this research by using successful strategies and lessons learned to address the above challenge.
... The positioning of Embraer-a firm from a late-industrializing country-in achieving a recognized leading role at the world aeronautical industry can be credited to the combination of two main factors. First, over the years, the firm reached a high level of technological capabilities in system architecture development, engineering, and integration, with great understanding of the aeronautical market for the development of the requirements of its customers and outstanding focus on key technologies of proprietary domain (Chagas Jr et al. 2017). Second, Embraer's technological capability for cutting-edge technological knowledge has emerged, in several cases, as a response to public procurement policies, particularly from the Brazilian Aeronautics Command (Comando da Aeroná utica [COMAER]). ...
... Embraer, in the agreements with the Brazilian Aeronautics Command, focused its efforts on prioritizing the acquisition of knowledge for technologically relevant areas on the development of new aircrafts, especially to become the owner of technologies that would guarantee a competitive advantage over the years (Cassiolato et al. 2002;Chagas Jr et al. 2017). Considering the KC-390 Program, the public funding allowed the necessary maturation time to develop the whole Fly-by-Wire system and aircraft landing gear using cutting-edge technologies. ...
... The learning process of such achievement initiated with the first contact of Embraer with a Flyby-Wire system that occurred in the AM-X Program. Subsequently, in the civil programs EMB 170/190/175/195, Embraer decided to developed Fly-by-Wire systems with a risky partnership with Honeywell (Chagas Jr et al. 2017), because it did not have complete dominion over the technology. Afterwards, the leap on technological capabilities provided by the KC-390 Program, allowed Embraer to launch the second generation of E2 with the full Fly-by-Wire system developed with internal capabilities of the firm (software). ...

Despite the growing interest in Embraer, the Brazilian world leading aircraft manufacturers, little empirical research exists on the role of Public Procurement for Innovation (PPI), in Brazil, on the shaping of technological capabilities of the aeronautics industry. To capture those impacts, developing a methodological approach is necessary. Thus, the objective of this article is to evaluate the impacts of PPI on Embraer over the last 40 years, developing a model for categorizing and analyzing the general technological aspects of those impacts, implemented through Brazilian Defense Acquisition Programs. The results suggest that the Brazilian Aeronautical Policy led to the development of very specific technical capabilities in Embraer, which allowed its evolution in civil aviation. Keywords: Brazilian Defense Programs, Public Procurement for Innovation, Technological Capabilities, Aeronautics Industry, Embraer, Technological Impacts.
... In the context of high uncertainty, this internal capability is especially critical because any competitive advantage is temporary and integration is a key factor for the effective adoption of new technologies quickly, before competitors (Woiceshyn & Daellenbach, 2005), specially in complex products and systems (Chagas Junior, Leite, & Jesus 2017). In a study of the oil industry, Woiceshyn and Daellenbach (2005) state that internal integration is a factor that also enables the external integration of the company. ...
... They also emphasize that it is essential that the development of technology be done while already considering how this technology will be used. In an Embraer case study, Chagas Junior et al. (2017) affirm that some technologies cannot be outsourced because they are so complex and mastering the whole development (technology and product) reduces the systemic uncertainty. Alves et al. (2017) consider an organization's ability to design its own products and its ability to adapt technology in use for its own needs as measures in their model that evaluates the innovation capabilities of an organization. ...

Integration between research (R) and development (D) activities when they are organized separately in companies as specific departments is crucial for innovation performance and for the firm's adaptation and growth. Although this is of utmost importance, paradoxically, very few studies have focused on it. Considering this integration as a dynamic capability, through a systematic literature review on integration models and dynamic capabilities, we discuss distinctive views of the concept and the ways in which they can be applied. This study leads to the systematization of this knowledge field and to the identification of gaps in the literature on the integration between R and D. A research agenda is also proposed.
