This study aim were to analyze the potential availability of breeds for beef cattle development in Seram Utara Timur Seti District. The research method used was a desk study and survey method. Desk studies were conducted by utilizing relevant secondary data from various related agencies, as well as relevant research results. Meanwhile, surveys and direct observations in the field were carried out in the Animal Husbandry Production Center (KSP) areas, namely Wailoping, Kobisonta and Waitila Village. The variables observed included population structure and potential availability of beef cattle. The results showed that the proportion of the beef cattle population for the categories of calves, youth and adults was 23.18; 22.18 and 54.64% respectively. The sex ratio of male to female in all age categories is still below the normal ratio of 1 male to 5. Total breed growth (net increase) was 70 tails per year from the total population of beef cattle in Seram Utara Timur Seti District (13,032 tails). The total growth of beef cattle is still less than 1% (around 130 heads) of the total population, so it is necessary to pay attention for the development of the source area for beef cattle breeding in Seram Utara Timur Seti District.

The purpose of this research is to analyze the influence of the policy of the Governor of Nusa Tenggara Timur regarding the quota of beef cattle exports to areas of a national beef consumer toward the development of the Bali cattle population on Timor Island, East Nusa Tenggara. Determination of the location by purposive sampling based on physical criteria (land area), biology (availability and population of Bali cattle), and socio-culture (policy) so that the sampling locations representing the agroecosystem of plantations in Kupang district. The material used was 57 Bali cattle and involved 107 respondents of Bali cattle farmers. Respondents were interviewed using a Original Research Article Priyanto et al.; ARRB, 35(5): 32-41, 2020; Article no.ARRB.57419 33 questionnaire of reproduction status of Bali cattle. In addition to interviews, field observations were also conducted to measure the response of Bali cattle production. This research uses primary and secondary data. Data analysis is done by building a dynamic system using Powersim and interpreting simulation results for the next 30 years.The results showed a significant decrease in the population of Bali cattle over the next 30 years due to the high mortality of calves and female parent, low reproductive status of the female, and the export of cattle from uncontrolled agroecosystems. The results of this study indicate that the beef cattle export quota currently determined by local governments needs to be reviewed. The strategy to improve the quality of Bali cattle production in plantation agroecosystems to support cattle export quotas from Timor Island namely (1) farmers and local governments in striving to increase the population of Bali cattle in the agroecosystem of plantation can be done with a technical approach including prevention of death of cattle to the lowest level (<5% per year) and limitations on cattle exports according to the ability of the region; (2) improving the reproductive quality of Bali cattle through artificial insemination or controlled mating management so that it is more efficient; and (3) the government and stakeholders need to review the policy to determined cattle export quotas and improve the reproductive status of cattle in good breeding practice.

One of the livestock products that play an important role in improving food security in Indonesia is beef. Increased income, changes in consumption patterns, and population growth and increased public knowledge about nutrition affect the need for the number of cattle being slaughtered as one of the producers of meat protein in Indonesia. The purpose of this research was to determine the production capacity and consumption of beef in the province of Nusa Tenggara Timur (NTT). This research was conducted in NTT for 6 (six) months, starting from June to November 2019. This study of beef consumption is included in the case study classification. The type of data used in this study are primary and secondary data obtained from sources related to this study. Analysis of the data obtained was carried out descriptively, namely analysis carried out by way of explanation, writing, and statements that could be in the form of words (qualitative) and numbers (quantitative). Data analysis was conducted to determine the production capacity of beef cattle, beef production, and consumption of beef. The results of this study indicate that Slaughter cattle for the adequacy of consumption and domestic needs in the province of Nusa Tenggara Timur is still fulfilled for the community and in accordance with government recommendations (legislation), namely, cattle slaughtering is still below 10% of the total population of existing cattle (1,041,023 tails). Factors affecting the adequacy of domestic consumption and demand for beef in NTT, namely: (1) low purchasing power so that beef consumption is also low; (2) the community is not yet aware of the importance of animal protein (nutrition) needs for family consumption so that the level of beef consumption reaches 12% of the total protein requirement for each person; and (3) animal protein substitutions from other livestock which are cheaper affect people's thinking patterns in consuming beef.
