Education is an important part of life that helps people improve their socio-economic conditions. However, unequal resource allocation affects education efficiency and quality in urban and rural areas. In this regard, this research aimed to study the implementation of integration and cooperation models amongst educational institutions to improve the quality and efficiency of education in the rural areas of Russia and Indonesia. The study has used primary data collection based on a questionnaire to accomplish its goals. Different factors such as the working environment, vocational education, financial incentives, integrated curriculum, and webbed network system are examined. The results show that an integrated curriculum and webbed network system are the most critical factors for enhancing education quality and efficiency in the educational institutes of rural Russia and Indonesia.

The article presents the author’s approach to the analysis of matching the demand for labor and its supply. The essence of the approach lies in the dynamic assessment the closeness of the relationship between two sets of indicators describing each of the factors. The proposed model for calculating the coefficient characterizing the closeness of the relationship allowed us to consider simultaneously the factors of the formation of demand for labor and its supply, as well as to make quantitative estimates. The approach was tested using the data from the subjects of the Russian Federation situated in the Ural Federal District. The results of the assessment showed that during the period from 2000 to 2019 the closeness of relationship between the indicators of supply and demand factors in the labor market increased. The most significant contribution to the coordination between supply and demand in the regional labor markets is made by the demographic factor, i.e. the share of the population of working age. In addition, in some subjects of the Russian Federation, the functioning of the labor market is quite significantly affected by the retail turnover, the amount of investment in fixed assets and the graduation of specialists. The use of the coefficient of closeness of the relationship allowed us to consider simultaneously all the indicators of the factors of supply and demand in the labor market and make quantitative estimates. Such a unique approach makes it possible to avoid the objectively existing restrictions in the statistical accounting of employment and unemployment

Recently, higher education in Russia and abroad has been transformed significantly. Both universities and the state have to tackle challenging and multidirectional tasks. Analysis of theoretical research on the types of higher education institutions and the determining factors provides insights into drivers for development. Simultaneously, multivariate methodology for assessing the state of higher education allows identifying the factors that most affect its transformation. The study demonstrates that these factors depend on the development strategy and economic model of a university as well as government programmes for the development of education and science. One of the major factors affecting the development of regional higher education is the presence of a leading university in the region. This situation is economically justified due to the strong dependence of universities on the federal budget. Moreover, a leading university creates an educational environment for academic staff and students. Their participation in scientific research and academic activities positively influence the development of regional systems. The growing gap between the leading university and other education institutions leads to monopolisation, decrease in competition, and, consequently, decline in performance. Thus, there is a need for structural changes. The particular factors affecting the development of the higher education are the indicators of academic activity and student performance. The conducted analysis suggests the intensification of the trends, indicating further differentiation of regional higher education system with a simultaneous improvement of individual universities in research and development. Additionally, it is necessary to examine the feasibility of structural adjustment within regional systems due to the growing imbalances in development.

In the conditions of formation of post-industrial social relations, there is a qualitative transformation of basic principles of functioning of both leading national economies and the world economy as a whole. In particular, under intensive scientific and technical progress, as well as the growth of labor productivity, knowledge, technologies and innovations became the basis for building a competitive national economy. Education, as one of the leading industries that produce these factors, becomes one of the highest priorities of state regulation. In this regard, this article is devoted to the justification of effectiveness of financial support of education in the context of development and transformation of the national economy. To fulfil this task, at the first stage the authors formed a set of statistical data covering 14 countries of Central and Eastern Europe for the period 2006—2016, calculations were performed using the STATA 11 complex, a regression analysis with fixed effects and a distribution-lag modeling were selected as the study methods. Government expenditures on education were dependent variables and the leading indicators of the national economy (e.g., GDP, GNI, industry, production, services and agriculture as value added, imports and exports of goods and services, FDI, etc.) were as independent variables. In the second stage, a correlation analysis was performed to justify the need for the use of lag and determine its value. As a result of the study, the authors of the work revealed the current and long-term relationship between macroeconomic parameters that characterize sectoral and technological changes in the structure of the national economy and state financing of education. At the same time, a direct relationship was found for the main macroeconomic indicators (GDP, GNI, the participation of industry, production, services and agriculture in value added, exports and imports of goods and services), and long-term relationship (with a lag of 3—7 years) was found for FDI, current and financial balance of payments (direct dependence), exports of high-tech ICT goods and services, as well as tax revenues (inverse dependence). The article analyzes the current state of higher economic education in the Russian Far East. The system of training economic specialists is considered in the context of the goals and objectives of state policy for the development of the Far Eastern Federal District. The features of the distribution of students in universities in the context of regions, levels and areas of training are revealed. Based on many years of studying the problems of developing economic education, the authors give suggestions for improving the efficiency of the system of training highly qualified personnel for the needs of the region’s agro-industrial complex.
