This research aims to gain an overview of the evaluation results and the many challenges to implementing machining competency test certification (CTC) in Vocational High Schools (VHS). The research approach to evaluating this program is a qualitative method using the analysis of Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). The program evaluation design in this study uses the Assessment Evaluability and Performance Monitoring (AEPM) model, which has four evaluation components: Context, Inputs, Activities, and Performance Monitoring. The subjects involved in data collection through the distribution of questionnaires of five VHS in the Special Capital Region of Jakarta. The technique of determining all subjects using the Purposive Sampling technique. The results showed the level of effectiveness of the implementation of the machining CTC program. Some dimensions need to be strengthened, especially for the “less and “very lacking” category. Finally, the approach presented in this research using the AEPM model is a step forward in the analysis of the CTC program. This approach can easily be replicated in other countries with similar aims as this research.

This study's goal is to gain a general understanding of the evaluation findings and the many challenges to implementing machining competency test certification in Vocational High Schools. (VHS). The research approach to evaluation of this program is a qualitative method using the analysis of Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). The program evaluation design in this study uses the CSE-UCLA model, which has five evaluation components, namely: system assessment, program planning, program implementation, improvement program and certification. The subjects related to data collection were carried out using the filling of questionnaires, this study consisted of principals, Vice Principal for Curriculum, Vice Principal for Industrial Relations, Vice Principal of Facilities and Infrastructure, Head of Machining Engineering Study Program, Head of Workshop, Productive Teacher of Machining, Competency Certification Bodies / Professional Certification Bodies in Schools. Subjects involved in data collection through the distribution of questionnaires of five Vocational High Schools in the Province of the Special Capital Region of Jakarta. Determination of all subjects using Purposive Sampling technique. The results showed the level of effectiveness of the implementation of the machining competency test certification program, the average of all components in the dimensions of the System assessment program in the Good value category, Good value category planning program, sufficient value category implentation program, sufficient value category improvement program, sufficient value category sertification program. Discussion on the aspects of the dimensions of the System assessment program, the value category planning program needs to be maintained or improved. In the dimensions of the implentatition program, improvement program, sertification program needs efforts to improve the criteria for the better.

Certification Competency test is one of the requirements of VHS graduates and the gap between theory and phenomenon in this test evaluation is rarely carried out. The objective of this study is to evaluate the implementation of Certification Competency Test of VHS. A thorough evaluative method with Discrepancy Evaluation Model (DEM) was implemented through observation, and document study. Then, a questionnaire was developed to collect the data from 13 VHS as the population and sample. The data analysed descriptively fell into some categories as the finding of this research such as design, installation, process, product shared very good achievement with score 31.53 (100%), 57.4 (88.51%), 39.64 (87.52%), and 43.87 (89.22%) respectively. The overall score denoted very good category with average gained score 172.44 (91.32%). In conclusion, the certification competency exam requires more maximum improvement despite the recent achievement. Good cooperation is needed from all parties, such as the provincial level national exam implementers, schools, partner institutions, supervisors, parents/community and students so as to fulfill the gap so that the certification competency test results will be even better.

Schools must consider this problem so that there is a lot of interest in teachers from schools that do not have a Professional Certification Institute to join the competency certification program because competency certification is part of developing a professional identity. The competency certification test through LSP in Vocational Schools influences the professional quality of teachers (Budiyanto & Suyanto, 2020) so that the competence of ideal Vocational Schools teachers can be fulfilled. This study aims to obtain the level of interest of vocational school teachers in the implementation of the competency certification program organized by the National Professional Certification Agency. Moreover, this competency certification is part of what is required in the era of globalization to produce quality graduates. This study uses a qualitative approach with a survey method. This research was conducted at a vocational school in Bekasi. Data was collected using interviews, documents, and questionnaires. The data analysis process uses the Miles and Huberman model through the process of data reduction, data presentation, drawing conclusions and triangulation. The results of the study concluded that there were 40% of schools encouraged teachers to take part in competency certification test training. Teachers need competency improvement activities such as training in mastery of competency certification test materials and also difficulties in keeping up with all developments in knowledge and technology. The table data shows that there are 60% of teachers interested in competency certification and desire to take the competency certification test.
