Purpose: This study aims to identify effective and targeted policy strategies to improve the quality of Lake Toba. Lake Toba, a popular tourist destination in Indonesia, faces global competition and needs continuous development to maintain its appeal to domestic and international travelers. This study incorporates marketing mix policy theory to guide the design of these strategies. Objective: The objective of this study is to identify effective and targeted policy strategies to improve the quality of Lake Toba, a popular tourist destination in Indonesia. Scope: The scope of this study includes various aspects related to marketing strategy and marketing mix in the context of Lake Toba as a tourist destination. Research Methodology: Qualitative research included field studies, stakeholder interviews, and secondary data analysis. Results: This study provides a comprehensive marketing strategy for the Lake Toba tourism area that encompasses positioning, market analysis, product development, market penetration, and market development. Limitations: The strategy discussed in this study concerns a marketing strategy in which the marketing mix is included. Contributions: The results and recommendations of this study will be valuable for local governments, tourism entrepreneurs, and communities involved in addressing challenges and improving the tourism sector in the Lake Toba area. Novelty: This study explores the development of appropriate marketing strategies to promote Lake Toba as a tourist destination.

Also, business development and foreign investment should be welcomed at Lake Toba if tourism must be sustained in the location, Lake Toba region should be equipped with skilled human resources who will serve as tourist guides and other relevant services as may be required at coastal tourist centers, and sustainable tourism in Lake Toba should be able to boost the revenue generation of the regional government in terms of direct taxes as income tax levied on tourism workers and tourism businesses, as well as indirect taxes in the form of customs duty on imported goods and taxes imposed on visiting tourists. Tourism has become an important sector in some national economic development, especially in Indonesia. In Indonesia, the tourism sector is one of the biggest non-oil foreign exchange-earners. Consequently, the Indonesian government has introduced laws, policies, and regulations to bolster the sector. Specifically, Lake Toba in North Sumatra is a famous coastal tourist destination in Indonesia, which attracts both local and foreign tourists. The objectives of this research are to examine coastal tourism in Indonesia and address possible measures to achieve sustainable coastal tourism in Lake Toba. The methodology adopted in this research includes a qualitative approach with descriptive and dialectical analysis. Moreover, the data used are adopted from literature, tables, pictures, and documentary reviews. In the course of the research, it was discovered that many factors threaten sustainable tourism development in Lake Toba, particularly lack of and access to infrastructure, inadequate funds, among others. The result of the research reveals that government laws and policies and recommendations by scholars significantly strengthen sustainable tourism in Lake Toba. In concluding the research, it was argued that due to the economic and social-cultural importance of tourism to the development of Indonesia, it is imperative to effectively implement the laws, policies, and recommendations outlined in the paper.
