The City Government of Bandung currently still lacks competent teachers. The distribution of teachers who have uneven competence in every junior high school (SMP). To accommodate the problem of the distribution of Competent Teachers, the Bandung City Education Office made one innovation, which is Puber (Learning Center). Puber can facilitate teacher rotation through technology. This study aims to dig deeper into the application of Puber in the city of Bandung. Researchers used a qualitative method to dig up information related to the application of Puber in every junior high school in the city of Bandung. The results of this study indicate that the Puber program makes Teachers at Favorit Schools provide learning to ordinary Schools. This research concludes that the Puber Program must continue to be improved and always get control from the Education Office and the School.

Higher education institutions are currently facing many challenges that are making them to start compete strategically, like other not-for-profit firm. To adequately support such new approach, their information systems and business strategies should be totally aligned. However, the current existing landscape of heterogeneous information systems and applications deployed in many institutions can compromise such aim. Recently, reference architectures and models have emerged as instruments suitable to help company’s decision-makers to cope with such tensions. However, whilst many of such architectural models already exist for several industries, little has been done so far in higher education. In this paper, we briefly review major existing developments in such way before to inductively derive a unified information systems reference model tailored for higher education institutions. Although certain authors seek to link the application of e-government to the actual functions of the government, other authors approach it as the application of digital communications technology in the public sector (Yildiz, 2007). It is for this reason that if we bear in mind that Spanish public universities are public institutions with their own legal entity with a limited degree of academic, economic and financial autonomy (González, 2006); that it has already been suggested that applications linked to e-government are a useful reference framework for classifying the application of information technologies in education (Fagan, 2003); and that the application of the tools linked to e-government has been verified in the case of universities (Lloyd, 2004), among them Spanish universities (Bulchand et al., 2005); the application of e-government may be considered, as in the case of this article, in the case of a Spanish public university. Purpose
– This paper aims to analyse the effectiveness of the transparency policy carried out by a public university in terms of the impact on students’ satisfaction and trust. The loss of trust suffered by public institutions means that they are trying to identify the existing formulae so that this can be restored, and this includes transparency. In universities, certain changes in their situation mean that the demand for transparency policies is even greater.
Design/methodology/approach
– To carry out the transparency survey, data were collected using 6,180 valid questionnaires among the degree, postgraduate and continuing education students of the UNED. The statistical behaviour of the constructs included in the model was analysed by developing the structural equation model with SmartPLS.
Findings
– The results of this research show that transparency does have both a direct effect on trust and an indirect effect that is mediated by satisfaction. This latter indirect effect comes out stronger than the direct one. Thus, satisfaction emerges as a key factor for any research on the relationship between transparency and trust.
Originality/value
– This paper verifies the impact of the transparency policy on the satisfaction and trust towards a public university’s services.

Enterprise Reference Architectures (ERAs) and Reference Models (RMs) have emerged over the last years as relevant instruments for improving the quality and effectiveness of enterprise architecture (EA) practice. Whilst a wide variety of different ERAs and RMs have been proposed for different industries and types of business, only few of them have been devoted to the Higher Education (HE) sector. In this paper, we propose an in-depth analysis process which we then critically apply to review, compare and classify 20 existing ERAs and RMs targeted to the HE domain. Our process uses a common set of 12 definitional attributes. In so doing, we contribute to the existing body of knowledge by providing a unified, structured and comprehensive analysis process and catalog of these abstract EA artifacts. With this we aim to create awareness on their potential practical utility and to increase their visibility, transparency and opportunity for their reusability by different HE stakeholders. Hence, the roposed process and catalog is expected to be useful both for practitioners and researchers by providing a panoramic view of more or less ready-to-use existing ERAs and RMs for HE, as well as a structure way to regard them. Moreover, and by specifying their main scope, coverage and extend of knowledge captured, the process and catalog might become a valuable tool for providing guidance to HE stakeholders on making better-informed decisions on the selection of suitable architectural artifacts for being conveniently adapted or applied in different EA practices conducted at their respective institutions.
Que nous apprennent les sciences de la gestion à propos du phénomène de la formation à distance et en ligne? Le présent article répond à cette question en prenant pour objet d’analyse le contenu d’une revue de littérature. Des enseignements de la théorie des organisations sont également mobilisés afin de mieux comprendre cette pratique d’enseignement considérée ici sous l’angle d’une pratique sociale. L’objectif est de comprendre les raisons amenant les organisations à développer cette pratique et les manières dont la récursivité entre les usages et les propriétés socio-matérielles des technologies se co-construisent dans cette pratique.
E-Governance, as defined by United nations is ¿the public sector's use of ICT with the aim of improving information and service delivery, encouraging citizen participation in the decision-making process and making government more accountable, transparent and effective¿. It can also be described as the process of forming relationships among stakeholders in order to achieve common consensus for education which can lead to increased citizen engagement and participation, strengthening electronic governance. As a case study, the focus point of this research is on the activities of CIOs for ITS specifically on the issue on transformation of an innovative service platform of e-governance for Green ITS education under the Information/Eco-mobility Society. I conclude that core competencies in CIOs for Green ITS are of prime importance to the development of innovative solutions in various levels of ITS. There are lots of common issues and activities in implementing both engineering and socio-economic programs, especially for strategic plans and contents of services and applications prepared for Green ITS. As innovative CIO, ITS as e-gov public policy for reducing pollution, traffic jam and accidents is very important sector.
Purpose
The purpose of this paper is to present a management tool that helps to achieve the objectives of the plan for info‐tech systems and communications of the University of Las Palmas de Gran Canaria for the 2003‐2006 period.
Design/methodology/approach
The methodology used in this case is nothing if not practical. The chosen tool involved university members who put it into practice and the results were observed.
Findings
Finds that a practical instrument, which appeals to the users' real needs, can overcome their objections to change and their apprehension of technological innovation.
Research limitations/implications
As in all individual case studies – and this is no exception – the methodology chosen circumscribes to some extent the research and its results, which therefore cannot be automatically applied generally elsewhere.
Practical implications
Users' interests are paramount and preparation of the technology involved must be given the utmost attention over a considerable period of time.
Originality/value
University members have here a user‐friendly means of effecting e‐administration simply and easily.
This paper presents the development and validation of a two-level hierarchical cost model for tertiary education, which enables prospective students to compare the total cost of attending a traditional Baccalaureate degree education with that of the same programme taken through distance e-learning. The model was validated by a sample of Greek university students familiar with both traditional and distance learning who evaluated them in a survey, indicating that the cost advantage of distance e-learning was tempered by the perception that traditional learning has an advantage from the standpoint of quality. The paper also offers several strategies that might help address students' concerns about the quality of distance e-learning.
Electronic Governance, as defined by UNESCO is "the public sector's use of information and communication technologies with the aim of improving information and service delivery, encouraging citizen participation in the decision-making process and making government more accountable, transparent and effective". It can also be described as the process of forming relationship among stakeholders in order to achieve the common consensus. This tutorial will focus on what we consider are the main discussion topics on the relationship between Electronic Governance and Education, namely e-capacity building, and e-literacy, in the context of the existing digital divide and the goal of an inclusive society. For the purpose of this tutorial, we will analyze the interrelation between Electronic Governance and Education considering that the usage of ICTs for Education can lead to increased citizen engagement and participation, strengthening Electronic Governance.
