This study aims to explore a multi-mechanism approach to IT governance in Indonesian higher education institutions. It examines the various factors and strategies involved in effective IT governance within the context of Indonesian academia. The objective of this article is to collect and analyze the different factors that influence the implementation of an IT Governance model in Indonesian higher education institutions. Through a literature review methodology, the study identifies 5 factor core mechanism and 4 factor additional mechanism that influence the implementation of IT governance in Higher Education Institution. These factors must be taken into account and given special attention for the successful implementation of an IT governance framework.

Information technology (IT) can have a direct and indirect impact on business performance. New technologies change the risks at the strategic and governing levels of an enterprise. In the age of digitalization, we need to develop new understandings and approaches to governance and management. The most established IT governance (ITG) models, such as COBIT, ITIL and CMMI, are universal, one-size-fits-all models that are not in line with contingency theory and are predominantly designed for large multinational enterprises. They are too cumbersome and cost-intensive for small and medium enterprises (SMEs) to use effectively. Therefore, there is a need to develop more efficient models that are contingency-based and easier to implement than existing models and thus adaptable to the actual needs of the business. This paper presents an empirical evaluation of key ITG mechanisms from the literature that clearly shows that several are not universally but situationally necessary, thus demonstrating the need for new contingency-based ITG models.

This article presents raw inferential statistical data that determine the IT Governance effectiveness on the IT Performance.To identify influence mechanism Information Technology Governance (ITG) on Effectiveness ITG and IT Performance.Data were collected from respondents in all regions of Indonesia. Quantitative research methods are used to analyze data. The structured questionnaire was distributed to respondents in all regions of Indonesia who understood the field of IT Governance in Higher University whose reliability and validity were confirmed. Structural equation modeling (SEM) using Smart PLS software, version 3, is used to present data. SEM path analysis shows an estimate of the relationship of the main constructs in the data The results obtained from this dataset shows positive relationship between mechanism Structure, Process and Relation to IT Governance effectiveness, consciousness also has a significant influence on the IT Performance and positive relationship between IT Governance effectiveness and IT Performance. However, mechanism structure and process has proven to have a negative and insignificant influence on the IT Performance Effective IT governance related to mechanism ITG and IT Performance level of unit analysis. One of the more significant findings to emerge from this study is that evaluate the mechanism ITG impact to effective IT governance that focus on higher education institution (HEI). This study already examines a validation of evaluation model and collecting data in particular higher education institution (HEI) as a single case study.

Aim/Purpose: This study is carried out to determine the factors influencing the implementation of IT governance in public sector. Background: IT governance in organizations plays strategic roles in deciding whether IT strategies and investments of both private and public organizations could be efficient, consistent, and transparent. IT governance has the potential to be the best practice that could improve organizational performance and competency. Methodology: The study involves qualitative and quantitative approaches, where data were collected through questionnaire, observation, interview, and document study through a sample of 367 respondents. The collected data were analyzed using Structured Equation Modeling (SEM) for validating the model and testing the hypotheses. Besides, semi-structured interview, observation, and document study were also carried out to obtain the management’s feedback on the implementation of IT governance and its activities. Contribution: The results of this study contribute to knowledge regarding good IT governance. Practically, this study can be used as a guideline for the future development and good IT governance. Findings: The findings reveal that policy has a significant direct influence on system planning, the management of IT investment, system realization, operation and maintenance, and organizational culture. The existence of IT governance policies, the success of the IT process can work well. Monitoring and evaluation processes also significantly affect system plan-ning, management of IT investment, system realization, operation and maintenance, and organizational culture. It indicates the process of monitoring and evaluation required for indications of financial efficiency, infrastructure, resources, risk and organizational success. Recommendations for Practitioners: It is important for organizational management to pay more attention to the organization’s internal controls in order to create good IT governance. Recommendation for Researchers: A comparative study between Indonesia and developing countries on the implementation of IT governance is needed to capture the differences be-tween those countries. Impact on Society: Knowledge of the factors influencing the implementation of IT governance as an effort to implement and improve the quality of IT governance. Future Research: Future studies should look further at the policy and IT governance models, specifically in public organizations, besides other influencing factors. Moreover, the outcome of this study could be generated as a guideline for the advanced development of IT governance and as a point of improvement as a way to generate a better good IT governance. It is essential because such evidence is lacking in current literature.

Current IT governance research is largely focused on hard governance. Soft governance needs more attention. The MIG model (Maturity IT governance) was designed because an IT governance maturity model covering both the hard and soft parts of did not exist. Using the MIG model, this paper describes development of an instrument to measure hard and soft governance maturity: the MIG assessment instrument. It summarizes the operationalization of a maturity model for hard and soft IT Governance. The paper gives a detailed description of the result of the development the MIG assessment instruments’ first cycle. A research contribution to the MIG model was a solution for the implementation of the focus area informal organization in the instrument. We found an easy and simple solution by using the nine focus areas of the maturity model as a framework for the informal organization. The instrument is intended to be used in combination with interviews. The instrument will be used, validated and improved in several cycles using the results from the case studies.

ICT project management (ICT PM) has been the mechanism to delivering the projects. The developments of ICT projects have increased in many organizations to ensure that overall needs of customers in business requirements are fulfilled. However, many ICT projects failed and the due to the ICT project failure and its impact to the organization, researchers and practitioners are asked to specifically look at the history of how the project is carried out to find an effective approach and comprehensive to overcome this issue. However, there are limited numbers of studies which BPM approach in ICT PM. Therefore, the purpose of this study was to develop ICT project management framework using business proses management (BPM) approach in public sector that fit into Malaysia government scenario, in particular with respect to stakeholder management. To meet the purpose, ten responded of ICT management, ICT project managers, project committee members and a team of expert consultants in project management at public sector Malaysia were interviewed. Data for the study was collected using interview and analyzed documentation. The paper found out that three elements identified need to add in the initial framework were develop previously.

The pervasive use of technology has led to organisations becoming more dependent on IT, hence the need for IT governance (ITG). ITG is viewed as IT behaviour deliberately designed and adopted by enterprises to enable them to achieve continuous organisation performance. Studies on how organisations achieve performance from ITG are relatively evolving. Thus frameworks on how universities govern their IT, if they exist, are scarce. This study attempts to explore how HEIs in Malaysia govern their IT to achieve performance based on empirical investigation of practitioners of a public university. Semi-structured interviews were conducted on three key university informants, namely, the Chief Information Officer; the IT Director and a management user, a Dean of functional unit. Interview's data were transcribed and thematic process of coding and theme generation was applied for analysis purposes. Based on this qualitative approach. The themes so generated were categorised under three capabilities of structure, process, and relations. Viewed from absorptive capacity of organisational learning theory, the findings show that when structures and processes are in place, the relationship between the IT and functional unit side of an organisation reflects the desired behaviour. The essence of such relationship is to attain effective IT governance, which will eventually lead to better organisation’s performance.

Managers face enormous challenges today to plan the decision rights and responsibilities in order to reach desired IT behaviors which are aligned with business objectives of organizations. This is known as IT governance and is ranked as one of the firms’ top concerns. Not surprisingly, it is crucial for organizations to find the affecting factors on IT governance and solve the problems associated with it. Culture in national, organizational or group level is an affecting factor in organizations that can play a role in IT governance and this role is rarely explored in academic research. This paper provides a literature review investigating the influence of culture on IT governance. The research purpose is to identify how culture and IT governance in the companies can be linked together and promote this area for future research. The literature review is done systematically and the findings are classified by using an IT governance framework with three main components of structures, processes and relational mechanisms. The results indicate there is an influence from national and organizational culture on IT governance. However, the number of studies is very few and there is still a lack of knowledge on how culture can influence IT governance. This research calls upon a further research on culture impact on achieving an effective IT governance implementation in organizations.

Lack of business/IT (BIT) alignment affects e-governance initiatives success. Information Technology Governance (ITG) has been recognized as a CIO top-10 issue for more than five years and has risen in priority between 2007 and 2009. Several Frameworks exist to help organizations in ITG implementation but lack scientific viewpoint, are complex, and also overlap each other. In this paper we make a literature review to leverage the ITG general guidelines and main ITG areas in order to provide a scientific viewpoint validation. We also evaluate our artefacts with expert's interviews in order to provide practitioner viewpoint validation, and map our artifact with current theories. Finally, we conclude our research with main contributions and future work.

IT Governance (ITG) has been recognized as a CIO top-10 issue for more than five years and has risen in priority between 2007 and 2009. There are several Frameworks to help organizations in ITG implementation but these lack scientific viewpoint, are complex, and also overlap each other. However, besides the existence of several frameworks to help organizations in ITG implementation, most organizations keep designing their own Framework. Such statements reinforce the possibility of improvements in the existing Frameworks. In this paper we make a literature review to leverage ITG Contingency factors, ITG general guidelines and main ITG and IT Management (ITM) areas in order to provide a scientific viewpoint validation. Therefore we integrate our artefacts and propose a new integrated ITG framework. We then evaluate our artefacts with expert’s interviews so as to provide practitioner viewpoint validation and also map our artefacts with current theories.
