Dynamic control of signal times for urban and suburban streets is generally believed to affect the amount of vehicular waiting times at intersections. This paper presents an intelligent traffic control algorithm that minimizes vehicular waiting time by optimizing green-time allocation for the routes on an intersection. The aim is to minimize the overall CO2 emission in the urban areas. The proposed system design utilizes two key traffic flow optimization strategies viz: dynamic allocation of green time and lane skipping. The proposed method is simulated in Matlab environment; the input data used is randomly generated. By translating the savings in wait-times into reduction in CO2 emission, the evaluation results reveal that compared to a passive fixed-time intersection, the proposed system achieved up to 40% reduction in CO2 when the system is run for 200 cycles.
