The large-scale use of nuclear energy makes us think about not only technical and economic efficiency but also the risk of dual-use of materials and nuclear knowledge. One of the important aspects from this standpoint is the adherence to the international safeguards regime, which protects the fuel cycle against the possible use of materials and technologies for military purposes. Significant experience has now been gained in the application of IAEA safeguards. In this context, questions associated with their financial security and particularities in light of the proposed exporting of NPP with a fast reactor, including installations with an on-site fuel cycle, take on importance.
