The annual growth rate of CO 2 and their decadal average values (horizontal bars) clearly indicated increase in atmospheric CO 2 (Fig. 2). This growth is representative of the entire globe and the balance of CO 2 added to or removed from the atmosphere both by anthropogenic and natural processes. Earth's lower atmosphere is getting warmed. Global mean surface temperature of Earth has been increased by 0.9 °F (or 0.5°C) between since 1880 and increased by 1°F (0.6°C) since 1970 (Fig. 3). It is also evidenced that eight warmest years since 1880 have passed since 2001 and the year 2011 was the 12 th warmest year on record (Climate Research Unit, 2012). The Nongovernmental Panel on Climate Change (NIPCC), based at Arizona, USA initially created to provide an independent 'second' opinion about IPCC (Intergovernmental Panel on Climate Change, the official body endorsed by both UNEP and WMO with HQ at Geneva) 4 th Assessment Draft Report (Finally released in 2007), has been looking on climate change from different perspective. The NIPCC has representative from 14 countries in the world (none from Govt. organizations), and opines that nature, rather than human activity has the key control over climate.
